QIfyoucouldelaboratemoreonyourNationalExportInitiative,Ithinkthatthatwouldbeanamazingthingtotalkabout.

 Well,that’sagoodpoint. Youguysaresellingsomeofyourturbinesoverseas,partlybecausewhat’scalledtheExport-ImportBank--whichisagovernmentagencythathelpsbusinessesmarkettooverseasmarkets--hookedupwithGamesaandsaw--discoveredthiswaywheretheycouldgetintothatmarket.

 

Now,oneofthewaysthatwegotintroublebeforetherecessionwaswewereborrowingalotofmoneytobuyalotofstufffromsomebodyelse. Right?

 Imean,basically,whathappenedwasweranupourcreditcards,wetookouthomeequity2loans,andweboughtalotofflat-screenTVs,andweboughtalotofwhateveryouallbuy. (Laughter.) Ididn’twanttogetpersonalintermsofallthethingsthatyoumighthavepurchased. Butalotofitwasmadesomewhereelse. AndthatwasgreatforChina. ThatwasgreatforsomeoftheseothercountriesthatareexportingtotheUnitedStates,butitwasn’tverygoodforU.S.industry.

 

Thewaycountriessucceedoverthelongtermisbymakingstuffandsellingittosomebodyelse. (Applause.) Sowhat--my--Isetagoal. IsaidIwanttodoubleourexports. Iwanttodoubleourexportsoverthenextfiveyearsandwecandoit. We’vealreadyincreasedourexportsby18percent. Nowthat’sagoodstart,butthatmeanswegotanother80percenttogo. Andthat’swhereusingsomethingliketheExport-ImportBankcanbereallyimportant,becausealotoftheseothercountriesgiveabigadvantagetotheirexporters. Theyhelpgivethemfinancing. Theyhelpthemfindmarkets. Theynegotiatedealsforthem. Andmyattitudeis,well,ifthey’redoingitfortheircompaniesIwanttomakesurewe’redoingitforourcompanies. AndIwanttomakesurethatgoodsthatwe’reproducinghereintheUnitedStatesgetsoldotherplaces.

 

We’vegotthebesttechnology. We’vegotthebestworkersintheworld. Butwearesuchabigmarketthatalotoftimeswe’vebeenfocusedmoreinternallythanthinkingabouthowcanweselltoothercountries. Andwecan’tbeafraidofcompetition. We’vegottogoafterit. Allright?

QHi,mynameisSingazaBell(ph). Yes,myquestionisinlightofwhatyoujustsaid. Whatofcorporate3taxincentives4andR&DtaxincentivesthatwillmakecompanieslikeGamesadotheirmanufacturinghere?

 Becauseit’sonethingtohavetheknowledgebaseintheUnitedStates,butwereallyneedmanufacturingbackhere.

 

THEPRESIDENT:

 You’reright,andthereasonthatcompanieslocateindifferentplacesiscomplicated. Alotofithastodowiththefactthatlabor1costsmaybelowerinsomeoftheseothercountries,butalotofithastodowithourtaxcode,whichiskindofscrewy(扭曲的,古怪的).

 

Onpaper,we’vegotthehighesttax--oneofthehighesttaxcodesforcorporationsintheworld--onpaper. Buthere’sthecatch,wehavesomanyloopholesthatitturnsoutyou’vegotawholebunchofcompanieswhoarepayingnoaxesorbarelypayingtaxes,ortheykeeptheirmoneyinoffshore5accountsanditdoesn’tgetreinvestedbackhereintheUnitedStatesofAmerica.

 

SothisisoneofthereasonswhyI’vesaidthatIthinkitwouldmakesenseforustoreformourtaxcode,simplifyit,lowertherateforcorporations,buteliminateabunchoftheloopholes(漏洞,枪眼)sothateverybodyispayingthesameandit’sfair.

 

Becausewhatyoupayintaxesshouldnotdependonhowgoodyourlawyeris,orhowgoodyouraccountantis. Ifyoumakeacertainamountofmoney,that’swhatyoushouldpay. AndIthinkthatsameprinciple,bytheway,wecanapplytoindividualsaswell. SooneofthethingsI’minterestedinislookingattaxreform. Ninetypercentofyoushouldn’tevenhavetoprobablyfileareturn.

 

Thewayelectronicsworksthesedays,youshouldbeableto--withyourW-2,itgetspluggedin. It’sonacomputersomewhere. Here’syourrefund6. Yousignsomethingelectronically. Itgetsdone.

Soifacompanyjustwantstomakeplastictoys,we’rejustnotgoingtobeabletokeepupwiththat. Butwhenitcomestohigh-end,high-skilledjobs,thosearethekindofmanufacturingjobswehavetogoafter. Andthat’swhereresearch,innovationissoimportant. That’swhereonsomethinglikecleanenergy,makingsurethatthere’samarketforthatcleanenergyissoimportant. That’swhat’sgoingtoproducemanufacturingjobs--makingsurewe’vegotagoodsmartgrid8. Thosearethekindsofthingsthataregoingtomakesurethatwehavethehigh-endmanufacturinghereinourcountry.

Iwanttokick-startthisindustry. Iwanttomakesurewe’vegotgoodcustomers,andIwanttomakesurethatthere’sthefinancingtheresothatwecanmeetthatdemand. Andthere’snoreasonwhywecan’tdoboth,butitdoesrequireusgettingpastsomeofthesepoliticalarguments.

 

Idon’tunderstandwhysomefolksthinkthatifyoupromotecleanenergythatsomehowyou’resomepointy-headed,environmentalisttype,butifyou’reallaboutjustdrillingandgettingmoreoil,thenyou’reatoughguy.

 

Ifoiliswhatyou’vegotanditworksforyou,thenthere’snothingwrongwithoil. Butwhenyouonlyhave2,3percentoftheworld’soilreserves,whywouldn’tyouwanttodevelopalternativesourcesofenergythatarecleanerandmoreefficientandthatproducemanufacturingjobslikearebeingproducedrighthere.

 

Sometimespeoplesay,well,whataboutcoal?

 Look,coal--wearetheSaudiArabiaofcoal. We’vegotawholelotofcoal,butthefactofthematteris,coal--ifwedon’thavecleancoaltechnologiestocatchtheparticlesthataresentupintheair,itcausesseriouspollutionthatincreasestheratesofasthma13andiscontributingtoweatherpatternschanging. Soweshouldworkontechnologiestomakecoalcleaner. Butthatdoesn’tmeanthatit’saneither/or;it’saboth/and.
