Passportshavebeenaroundinsomeformforhundredsofyears．Governmentslearnedlongagothatanofficialdocumentorcertification—onethatidentifiedatravelerasacitizenornationalwitharighttoprotectionwhileabroadandarighttoreturntothecountryofhiscitizenship–isanecessity．Passports，lettersoftransitandsimilardocumentswereusedforcenturiestoallowindividualstotravelsafelyinforeignlands，buttheadoptionofthepassportbyallnationsisadevelopmentofthe19thand，20thcenturies．AccordingtoStateDepartmenthistorians，exceptforbriefperiods-duringwartime，passportswerenotgenerallyrequiredfortravelabroadandfewobstacleswerepresentedbyforeignstates'passportrequirementsuntilafter1914．AnexecutiveordermadeonDec．15，1915，requiredeverypersonenteringorleavingtheUnitedStatestohaveavalidpassport．

IntheUnitedStates，passportsareissueduponapplicationtoU．S．citizensbytheStateDepartmentandits13passportagenciesinmajorcities，bytheclerksoffederalandcertainstatecourts，certaindesignated（指定的）postofficesandbyU．S．consularauthoritiesabroad．Thepassportisrequiredforbothdeparturefromandre-entrytotheUnitedStates．Itisvalidfor10yearsforadultsandfiveyearsforpeopleunder18．AU．S．passportcannotsimplyberenewedbutmustbecompletelyreplacedwhenitexpires．
