Passportshavebeenaroundinsomeformforhundredsofyears.Governmentslearnedlongagothatanofficialdocumentorcertification—onethatidentifiedatravelerasacitizenornationalwitharighttoprotectionwhileabroadandarighttoreturntothecountryofhiscitizenship–isanecessity.Passports,lettersoftransitandsimilardocumentswereusedforcenturiestoallowindividualstotravelsafelyinforeignlands,buttheadoptionofthepassportbyallnationsisadevelopmentofthe19thand,20thcenturies.AccordingtoStateDepartmenthistorians,exceptforbriefperiods-duringwartime,passportswerenotgenerallyrequiredfortravelabroadandfewobstacleswerepresentedbyforeignstates'passportrequirementsuntilafter1914.AnexecutiveordermadeonDec.15,1915,requiredeverypersonenteringorleavingtheUnitedStatestohaveavalidpassport.

IntheUnitedStates,passportsareissueduponapplicationtoU.S.citizensbytheStateDepartmentandits13passportagenciesinmajorcities,bytheclerksoffederalandcertainstatecourts,certaindesignated(指定的)postofficesandbyU.S.consularauthoritiesabroad.Thepassportisrequiredforbothdeparturefromandre-entrytotheUnitedStates.Itisvalidfor10yearsforadultsandfiveyearsforpeopleunder18.AU.S.passportcannotsimplyberenewedbutmustbecompletelyreplacedwhenitexpires.
