21.4.1.1.3ClassIII:
Largepassengervehicleswithwheelbaselessthan4m,andgrossvehicleweightmorethan3.5MTbutlessthan4.5MT.
21.4.1.1.4ClassIV:
Largepassengervehicleswithwheelbaselessthan4m,andgrossvehicleweightlessthan3.5MT.
21.4.1.2Exitmeansservicedoorandemergencyexit.Thenumberandsittingofexitsshallcomplywiththefollowingrequirements:
21.4.1.2.1Servicedoormeansadoorusedbypassengersinnormalcircumstances,exceptthedoorrighttotheleftofdriver’sseat.Theservicedoorsshallbesituatedontherightsideandtheminimumnumberofservicedoorisone.(Forcitybuswhoseapprovednumberofpassengersexceeds47,theminimumnumberofservicedoorshallbetwo.)
21.4.1.2.2Emergencyexitmeansemergencydoor,emergencywindoworescapehatch.Atleastoneemergencydoorshallbesituatedeitherintherearfaceorintheleft-rearsideofthevehicle,andatleastoneemergencyexitsituatedintherearfaceorroofofthevehicle.(Forcitybuswhoseapprovednumberofpassengersexceeds52,theminimumnumberofemergencyexitsshallbetwo.)
21.4.1.2.3ForlargepassengervehiclesofclassesI,IIandIII,thenumberofexitsshallcomplywiththefollowingrequirements.Adoubleservicedoor,whichcanaffordtwoside-by-sideverticalrectangularpanels(eachofwhichisapplicabletoanormalaccesspassage),shallcountastwodoors.Andadoublewindow,whendividedintotwobyanimaginaryverticalline,exhibitstwopartseachofwhichcompliesastodimensionsandaccesswiththerequirementsapplicabletoanormalemergencywindow,shallcountastwoemergencywindows.
21.4.1.2.3.1Forlargepassengervehicleswithapprovednumberofpassengersnotmorethan18,theminimumnumberofexitsshallbe3.
21.4.1.2.3.2Forlargepassengervehicleswithapprovednumberofpassengersmorethan18butnotmorethan32,theminimumnumberofexitsshallbe4.
21.4.1.2.3.3Forlargepassengervehicleswithapprovednumberofpassengersmorethan32butnotmorethan47,theminimumnumberofexitsshallbe5.
21.4.1.2.3.4Forlargepassengervehicleswithapprovednumberofpassengersmorethan47butnotmorethan62,theminimumnumberofexitsshallbe6.

21.4.1.2.4ClassIvehiclesshallalsocomplywiththefollowingrequirements:
21.4.1.2.4.1Theexitsshallbeplacedinsuchawaythattheirnumberoneachofthetwosidesofthevehicleissubstantiallythesame.Theexitsonthesamesideofthevehicleshallbesuitablyspacedoutalongthelengthofthevehicle.
21.4.1.2.4.2Twoofthedoors(Servicedoororemergencydoor)onthesamesideofthevehicleshallbeseparatedsuchthatthedistancebetweentransverseverticalplanesthroughtheircentersofareaisnotlessthan40percentoftheoveralllengthofthepassengercompartmentmeasuredparalleltothelongitudinalaxisofthevehicle.Ifoneofthesedoorsformspartofadoubledoorthisdistanceshallbemeasuredbetweenthedoorswhicharefurthestapart.Theoveralllengthofthepassengercompartmentisthedistancebetweenthefrontfaceofseatcushionofthemostfrontseatandthebackfaceofseat-backoftherearmostseat,measuredparalleltothelongitudinalaxisofthevehicle.
21.4.1.2.4.3Ifthereisonlyoneescapehatch,itshallbesituatedinthemiddlethirdofthevehicle;iftherearetwohatches,theyshallbeseparatedbyadistanceofatleast2mmeasuredbetweenthenearestedgesoftheaperturesinalineparallelwiththelongitudinalaxisofthevehicle.
21.4.1.3Exitsmarkings
21.4.1.3.1ForvehiclesofclassI,thereshallbeagreenmarkinglightplacedon,orwithin30cmofeachexit.ForvehiclesofclassII,thereshallbeagreenmarkinglightplacedon,orwithin30cmofeachservicedoor,emergencydoorandescapehatch;andsince2006/1/1,thereshallbeagreenmarkinglightplacedon,orwithin30cmofeachemergencywindow.
21.4.1.3.2Eachemergencyexitshallbemarkedbythecharactersreading“緊急出口”and“Emergencyexit”ateasilyseenlocationinsideandoutsidethevehicle,orclosetotheexit.Eachcharactersizeof“緊急出口”shallbeatleast10squarecmwhenmarkedintheemergencydoors;andshallbeatleast4squarecmwhenmarkedintheemergencywindowsorescapehatches.
21.4.1.3.3Clearinstructionsconcerningthemethodofoperationshallbeplacedonorclosetothecontrolofeveryemergencyexit.
21.4.1.4Servicedoors

21.4.1.4.3Intheeventofemergencyeverypower-operatedservicedoorshallbecapable,whenthevehicleisstationary,ofbeingopenedbyhandfrominsideand,whennotlocked,fromoutsidebycontrols:
21.4.1.4.3.1overrideallothercontrols;
21.4.1.4.3.2inthecaseofinteriorcontrols,areplacedon,orwithin30cmof,thedoor;
21.4.1.4.3.3haveclearinstructionsconcerningthemethodofoperationplacedonorclosetotheemergencycontrol;
21.4.1.4.3.4canbeoperatedbyonepersontoopenthedoor;
21.4.1.4.3.5maybeprotectedbyadevicewhichcanbeeasilybroken(withindicationtothedriverbothaudiblyandvisually)togainaccesstotheemergencycontrol,otherwiseitcannotcountasservicedoor.
21.4.1.5Accesspassagetoservicedoormeansthespaceextendinginwardsintothevehiclefromtheservicedooruptotheoutermostedgeoftheupperstep(edgeofthegangway.Whenthereisnostepatthedoor,thespacetobeconsideredasaccesspassageshallbethatwhichismeasureduptoadistanceof30cmfromthestartingpositionoftheinnerfaceoftheservicedoor.).Theaccesspassagetoservicedoorofthelargepassengervehicleshallcomplywiththefollowingrequirements:
