（2）academicflavor,andlookingattheeageryoungfacesintheaudience,IcannotbutrecallmygreatexperiencestudyingatQinghuaUniversityinBeijing40yearsago.Indeed,whathappensduringonesschoolyearwillinfluencehiswholelife.Istillbenefitgreatlyfromtheinstructionandmyinteractionwithotherstudents.

   Yaleisrenownedforitslonghistory,uniquewayofteachingandexcellenceinacademicpursuit.Iftimecouldgobackseveraldecades,IwouldreallyliketobeastudentofYalejustlikeyou.

   Yalesmotto“LightandTruth,”whichisacallingforhumanprogress,representstheaspirationofeverymotivatedyoungmanandwoman.Overthepastthreecenturies,Yalehasproducedagalaxyofoutstandingfigures,including20NobellaureatesandfiveAmericanpresidents.ThewordsofNathanHale,anAmericanheroandYalealumnus（3）,“IonlyregretthatIhavebutonelifetoloseformycountry,”havealsoinspiredmeandmanyotherChinese.IsincerelyhopethatYalewillproducemoretalentandcontributefurthertothesocialandeconomicdevelopmentoftheUnitedStatesandthecauseofhumanprogress.

   TheChineseandAmericanshavealwayshadanintense（4）spiritoftheAmericansandtheirproudachievementinnationaldevelopment.AsChinadevelopsrapidlyandsteadyheadwayismadeinChina-U.S.cooperation,moreandmoreAmericansarefollowingwithgreatinterestChinasprogressanddevelopment.

   Understandingleadstotrust.Today,IwouldliketospeaktoyouaboutChinasdevelopmentstrategyanditsfutureagainstthebackdrop（背景）oftheevolutionoftheChinesecivilizationandChinascurrentdevelopmentendeavor.IhopethiswillhelpyougainabetterunderstandingofChina.

   Inahistorythatspansmorethanfivemillennia,theChinesenationhascontributedsignificantlytotheprogressofhumancivilization.Butitscourseofnationaldevelopmenthasbeenanarduous（5）one.Inparticularinthe160yearsandmoresincetheOpiumWarin1840,theChinesepeoplehavefoughtcourageouslyandunyieldinglytoridthemselvesofpovertyandbackwardness（n.落后（状态））andtorealizenationalrejuvenation（n.返老还童;回春）,thusprofoundlychangingthedestinyoftheChinesenation.Ninety-fiveyearsago,theChinesepeoplelaunchedtheRevolutionof1911thatoverthrew（打倒;推翻;废除）thefeudalautocracywhichhadruledChinaforseveralthousandyearsandopenedthedoortoChinasprogress.

   Fifty-sevenyearsago,theChinesepeoplesucceededinwinningliberationafterprotractedandhardstruggleandfoundedNewChinainwhichpeoplebecametheirownmasters.Twenty-eightyearsago,theChinesepeopleembarkeduponthehistoricdriveofreform,opening-upandmodernizationandhavemadephenomenalprogressthroughunremitting（6）efforts.

   Between1978and2005,ChinasGDPgrewfrom$147.3billionto$2.2257trillion.Itsimportandexportvolumewentupfrom$20.6billionto$1.4221trillionanditsforeignexchangereservesoaredfrom$167millionto$818.9billion.Duringthisperiod,thenumberofitspoorruralpopulationdroppedfrom250millionto23million.Theabovereviewoftheprofoundchangesinthese160yearsshowsonething,namely,bycarryingoutpersistentandhardstruggle,theChinesepeoplehavebothchangedtheirowndestinyandadvancedthecauseofhumanprogress.

   Ontheotherhand,Ineedtopointoutthat,despitethesuccessinitsdevelopment,Chinaremainstheworldslargestdevelopingcountry,withpercapitaGDPrankingbehindthe100thplace.TheChinesepeopleareyettoliveawell-offlifeandChinastillfacesdaunting（7）challengesinitsdevelopmentendeavor.Thereforeitrequiressustainedandunremittingeffortstotransformthecountryandmakelifebetterforitspeople.Inthenext15years,wewillstrivetomakenewprogressinbuildingamoderatelyprosperoussocietyinanall-roundwaythatwillbenefitChinasonebillionandmorepopulation.

   WeaimtoraiseChinasGDPto$4trillionby2020,averaging$3,000perperson.Bythen,Chinaseconomywillbebetterdevelopedanditsdemocracywillbefurtherenhanced.Moreprogresswillbemadeinscienceandeducation.Itsculturewillbefurtherenriched,thesocietywillbecomemoreharmoniousandthepeoplewillleadabetterlife.

   Torealizethesegoals,Chinahasadoptedanewconceptofdevelopmentinlinewithitsnationalconditionsandtherequirementofthetimes.Thatis,topursueascientificoutlookondevelopmentthatmakeseconomicandsocialdevelopmentpeople-oriented,comprehensive,balancedandsustainable.Wewillworktostrikeaproperbalancebetweenurbanandruraldevelopment,developmentamongregions,economicandsocialdevelopment,developmentofmanandnature,anddomesticdevelopmentandopeningwidertotheoutsideworld.Greateremphasiswillbeputonaddressingissuesaffectingpeopleslivelihood,overcomingimbalancesindevelopmentandresolvingkeyproblemsthathaveoccurredinthecourseofdevelopment.Wewillpursueanewpathtoindustrializationfeaturinghightechnology,goodeconomicreturns,lowresource-consumption,lowenvironmentpollutionandfulluseofhumanresources.Wewillbringaboutcoordinatedeconomic,political,culturalandsocialdevelopment.Andwewillendeavortoensuresustainabledevelopmentbyboostingproduction,improvingpeopleslifeandprotectingtheenvironment.

   ThisconceptofscientificdevelopmentisbasedontheexperienceChinahasgainedinitsmodernizationdriveandputforthinresponsetothetrendsofthetimes.ItisalsorootedintheculturalheritagesoftheChinesenation.

   TheChinesecivilizationisonethathascontinueduninterruptedformorethan5,000years.ThedistinctculturaltraditionoftheChinesenationthatdevelopedinthelongcourseofhistoryhasexertedastronginfluenceoncontemporaryChina,justasitdidonancientChina.Puttingpeoplefirst,keepingpacewiththetimes,maintainingsocialharmonyandpursuingpeacefuldevelopment:

thesevaluesthatarebeingpursuedinChinatodayarederivedfromitstradition.Buttheyalsogiveexpressiontotheprogressofthetimes.

    TheChinesecivilizationhasalwaysgivenprominencetothepeopleandrespectforpeoplesdignityandvalue.Centuriesago,theChinesealreadypointedoutthat“peoplearethefoundationofacountry;whenthefoundationisstable,thecountryisinpeace.”Nothingismorevaluableintheuniversethanhumanbeings.TheancientChineseemphasizedthevalueofservingthepeople,enrichingthem,nourishingthem,andbenefitingthem.Wearepursuingtodayapeople-orientedapproachtowarddevelopmentbecausewebelievethatdevelopmentmustbeforthepeopleandbythepeopleanditsbenefitshouldbesharedamongthepeople.

   Wecareaboutpeoplesvalue,rightsandinterestsandfreedom,thequalityoftheirlife,andtheirdevelopmentpotentialandhappinessindexbecauseourgoalistorealizetheall-arounddevelopmentofthepeople.EnsuringtherighttosurvivalanddevelopmentremainsChinastoppriority.Wewillvigorouslypromotesocialandeconomicdevelopment,protectpeoplesfreedom,democracyandhumanrightsaccordingtolaw,achievesocialfairnessandjusticeandenablethe1.3billionChinesepeopletoliveahappylife.

   TheChinesecivilizationhasalwaysgivenprominencetounremittingself-improvement,reformandinnovation.AsanancientChinesemottoputsit,“AsHeavenkeepsvigorthroughmovement,agentlemanshouldunremittinglypracticeself-improvement.”Throughoutits5,000-yearhistory,itisthankstotheirperseverance,determination,stamina（n.精力,活力）andadversity.TheChinesepeoplehaveshownenterprisingspiritandreformandopening-upcreativityinnationaldevelopmentandgreattenacity（[ti'næsiti]n.固执,不屈不挠,顽固）inovercomingdifficultiesontheroadtoprogress.Andallthisgivesexpressiontothespiritofunremittingself-improvementembodiedinChinasculturaltradition.

   TheChinesecivilizationhasalwaysgivenprominencetosocialharmony,unityandmutualassistance.BackintheearlydaysoftheChinesenation,theChinesealreadyadvocatedthat“harmonyismostvaluable.”Theystroveforharmonybetweenmanandnature,amongpeopleandbetweenmansbodyandsoul,andyearnedforanidealsocietywhere“everyoneloveseveryoneelse,everyoneisequalandthewholeworldisonecommunity.”

   Today,Chinaisendeavoringtobuildaharmonioussociety.Itisasocietyofdemocracyandruleoflaw,fairnessandjustice,integrity,fraternity（8）,vitality（vitality:

[vai'tæliti] n.活力,生命力 ）,stability,orderandharmonybetweenmanandnature.Itisasocietywherethereisunitybetweenthematerialandthespirit,democracyandruleoflaw,fairnessandefficiency,andvitalityandorder.

   TheChinesepeopletakes[sic]themaintenanceofethnicunityandharmonyastheirboundendutyandthedefenseofthecountryssovereigntyandterritorialintegritytheirsacredmission.

   AnyactthatpromotedethnicharmonyandnationalunitywillreceivethewarmwelcomeandsupportoftheChinesepeople.Ontheotherhand,anyactthatunderminesChinasethnicharmonyandnationalunitywillmeettheirstrongoppositionandresistance.

   TheChinesecivilizationhasalwaysgivenprominencetogoodneighborliness.TheChinesenationcherishespeace.Inforeignrelations,theChinesehavealwaysbelievedthat“thestrongshouldnotoppresstheweakandthe
