高职教育与现代产业链要素具有关联性，从而推动高职专业建设和改革。

为了促进高职教育为产业服务能力的提升，应建立健全政府统筹管理、行业指导和企业参与的办学机制，通过体制创新带动高职院校办学水平的整体提升。

一、问题的提出

自2010年以来，教育部有关文件和教育部领导在多次讲话中明确提出，我国职业教育改革与发展的方向是努力提升职业教育为产业发展服务的能力以及在此基础上构建具有中国特色的职业教育体系。

但是，从理论层面看，职业教育如何为区域经济和产业转型升级服务，始终是理论界积极探讨和研究的课题。

从实践层面看，多年来职业院校在产教结合、校企合作以及专业与课程建设方面做了积极地探索，取得了相应的成果。

但是，在办学体制、人才培养模式、运行机制以及教学方式等方面的实践仍在不断探索中。

实践证明，职业教育为产业发展服务既代表了当今职业教育发展与改革的方向，又涉及职业教育办学体制和运行模式的改革与创新，是一项系统工程。

本文仅从产业链与职业教育对接机理的视角，研究其产生的效果，并在此基础上提出高职专业建设与提升的设想。

二、职业教育嵌入产业链的效应分析

1.产业链的构成。

现代产业链是指，在一定范围内为实现某种商品或服务的价值而连接生产、销售、回收至处理过程的跨企业网络组织，它包括所有参与者和销售活动的组织及其价值、利润的分配。

随着贸易和投资全球化的不断深入，产业分工格局开始加快，由产业间分布向产业内分布，按产业链的纵向分离和协调为重要特征的一体化的生产，流通逐渐形成，各种资源不断嵌入该产业链，从而为实现产业调整和转型升级提供了机遇。

通常产业链涉及各产业部门之间基于一定的技术关联所形成的逻辑关系和时空布局，因此，产业链客观上将使各产业要素呈现关联状态。

现代产业链中各个环节在形式上虽然可以看做是一个连续的过程，但这一完整连续的产业链条实际上是被一段段分开的，在空间上一般分布于该经济区域或全球各地。

2.效应分析。

第一，经济效应。

通常可将产业链视为产品的产前、产中、产后的生产组织和经营管理系统。

当职业教育嵌入产业链后，在产学一体、校企一体、合作办学模式的制约下，合作各方通过公共网络平台，建立信息发布和收集的渠道，加快信息获取的过程。

这种沿产业链所形成的网络本身又是开放的，通过理念、技术和产品的辐射，以及组织的扩展，形成更加坚固的信息链，从而产生网络经济效应。

范围经济效应是指一个组织把若干个项目联合起来实施要比单个项目实施能获得更大的收益。

职业教育嵌入产业链将推动若干所不同类型职业院校和企业围绕产业链目标进行合作，由于院校和企业在产业链下的集聚和目标的同一性，这种合作将加快产学合作、校企合作的进程，推动办学体制和人才培养模式的创新，从而产生范围经济效应。

职业教育嵌入产业链使不同类型、不同层次的职业院校在产业链下集聚，虽然各院校的地域不同，主管部门和学校性质不同，但通过政府有关部门尤其是行业组织的引导，可以集团式、联盟式等形式形成利益共同体。

产业链内部的成员通过共享信息、加大交流、降低机会成本，从而体现了规模增长效应。

第二，自组织效应。

在产业链中，信息沿产业链不断更新，而产业链内成员之间在信息、知识的构成和能力水平上不可避免地存在一定的差异。
