BEIJING,March14（Xinhuanet）--FollowingisthefulltextoftheReportontheWorkoftheGovernmentdeliveredbyPremierWenJiabaoattheThirdSessionoftheTenthNationalPeople'sCongressonMarch5,2005.

    I.ReviewoftheWorkin2004　　

    UndertheleadershipoftheCommunistPartyofChina（CPC）,thepeopleofallourethnicgroupsheldhighthegreatbannersofDengXiaopingTheoryandtheimportantthoughtofThreeRepresents,workedtogetherinaninnovativespirit,andmademajorachievementsworthcelebratinginthesocialistmodernizationdrivein2004.

    Wemadeprogresswhilerespondingtonewchallengesandtestsduringthepastyear.SomenewproblemshaveemergedinChina'seconomicactivitiesoverthelasttwoyears,mainlytightgrainsupply,overheatedinvestmentinfixedassets,excessivemoneyandcredit,andshortagesofcoal,electricity,petroleumandtransportation.Ifallowedtogrowunchecked,theseisolatedproblemscouldhavehadanoverallimpact.Aftersizingupthesituation,theCPCCentralCommitteeandtheStateCouncilpromptlymadedecisionsandarrangementsforstrengtheningmacroregulation.Actingontheprinciplesofadoptingresoluteandeffectivemeasures,takingtimelyandappropriatesteps,dealingwithproblemsindividuallyandstressingpracticalresults,theyworkedtosolveprominentproblemsthreateningsteadyandrapideconomicdevelopmentthroughacombinationofeconomicandlegalmeans,plusadministrativemeanswhennecessary.Thankstotheconcertedeffortsofthewholenation,theirmacroregulationachievedsignificantresults.Destabilizing,unsoundfactorsthreateningeconomicperformancewerecontained,weaklinkswerestrengthened,andlargeeconomicfluctuationswereavoided. 

    Themainachievementsoverthepastyearwere:

theeconomymaintainedsteadyandrapiddevelopment,overallnationalstrengthincreased,significantprogresswasmadeinourreform,breakthroughswereachievedinopeningup,socialdevelopmentwasaccelerated,andpeople'slivesimproved.China'sGDPin2004reached13.65trillionyuan,anincreaseof9.5percentoverthepreviousyear.Governmentrevenuecameto2.63trillionyuan,up21.4percent.Retailsalesofconsumergoodstotaled5.4trillionyuan,up13.3percent.Thevolumeofimportsandexportstotaled1.15trillionUSdollars,anincreaseof35.7percent,movingChinauptothirdplaceintheworldfromfourthinthepreviousyear.Some9.8millionurbanresidentsenteredtheworkforceforthefirsttime,afigurethatexceededthetarget.Urbanpercapitadisposableincomewas9,422yuan,anincreaseof7.7percentinrealtermsafterallowingforpricefactors,andruralpercapitanetincomewas2,936yuan,up6.8percentinrealtermsafterallowingforpricefactors.AlloftheaboveshowsthatChinahastakenanothersolidstepforwardontheroadofbuildingamoderatelyprosperoussocietyinallrespects.

 II.TheMasterWorkPlanfor2005    

    ThisyeariscrucialforaccomplishingallthetasksoftheTenthFive-YearPlan（2001-2005）andforlayingasolidfoundationfordevelopmentduringtheEleventhFive-YearPlan（2006-2010）.Thebasicideasfortheworkofthegovernmentthisyearare:

totakeDengXiaopingTheoryandtheimportantthoughtofThreeRepresentsasourguide;toconscientiouslyputintopracticetheguidelinesoftheSixteenthNationalCongressofthePartyandtheThirdandFourthPlenarySessionsofitsSixteenthCentralCommittee;tocontinuetoguideoveralleconomicandsocialdevelopmentbyascientificoutlookondevelopment;tostrengthenandimprovemacroregulation;tomakereformandopeningupthedrivingforceforallourwork;tobuildaharmonioussocialistsociety;andtopromotethesimultaneousprogressofsocialistmaterial,politicalandspiritualcivilization.

    Takingalldomesticandinternationalfactorsintoaccount,wehavesetourmaintargetsforthisyear'seconomicandsocialdevelopmentasfollows:

GDPgrowtharound8percent,9millionnewjobsforurbanresidents,registeredurbanunemploymentratewithin4.6percent,riseintheconsumerpriceindexofnomorethan4percent,andbasicbalanceininternationalpayments.

    Maintainingsteadyandrapideconomicdevelopmentisanimportantissuethatthegovernmentmustsuccessfullyhandle.ThisisaperiodofimportantstrategicopportunitiesforChina,andtheeconomyshouldgrowrapidly,butnotbeallowedtooverheat.Bothdrasticupturnsanddownturnsineconomicgrowtharebadforeconomicdevelopment,reformandopeningup,andsocialstability.Insettingthetargetforthisyear'seconomicgrowthataround8percent,theCentralCommitteetookintoconsiderationbothwhatisnecessaryandwhatisfeasible,aswellaswhatwillbeneededtomeetemployment,priceandothertargetstoensurethatthegrowthtargetaccordswithactualconditions.Undertheconditionsofthesocialistmarketeconomy,targetsareonlyguidelinesforeconomicandsocialdevelopmentandcanbeadjustedinlinewitheconomicchanges.Alllocalitiesshouldsettheirtargetsforeconomicandsocialdevelopmentinlinewithlocalconditionsandfocusonimprovingthequalityandefficiencyofeconomicgrowth.Theyshouldnotblindlycompetewitheachotherforthefastestpaceofeconomicgrowth.  

    Toensurecompletionofallthetasksforeconomicandsocialdevelopmentfor2005,wewillpayparticularattentiontothefollowingthreeaspectsinourguidanceandplanningwork.First,wewillconcentrateondoingourmacroregulatoryworkwell.Wewillcontinuetoeliminatedestabilizingandunsoundfactorsinoureconomicactivities,promoteeconomicrestructuringandtransformationofthepatternofeconomicgrowth,maintainsteadyandrapideconomicgrowth,andkeepoverallpricelevelsbasicallystable.Second,wewillpressaheadwithreformandopeningup.Wewillmakereformthedrivingforcebehindallaspectsofourwork,integrateeffortstodeepenreformwitheffortstoimplementascientificoutlookondevelopmentandtotightenandimprovemacroregulation,andusereformtosolveinstitutionalproblemsinourdevelopment.Wewillopentotheoutsideworldmorefullyandmakebetteruseofbothdomesticandinternationalmarketsandresources.Third,wewillbuildaharmonioussociety.Tobuildasocialistsocietythatisdemocraticandlaw-based,fairandjust,trustworthyandfriendly,fullofvigorandvitality,secureandorderly,andinwhichmanandnatureareinharmony,weneedtouniteallforcesthatcanbeunited,bringallpositivefactorsintofullplayandstimulatethecreativityoftheentiresociety.Weneedtoproperlybalancetheinterestsofallquartersandensurethateveryonesharesthefruitsofreformanddevelopment.Wealsoneedtobalancereform,developmentandstabilityandstrivetocreatefavorableconditionsandagoodclimateforsustainedeconomicandsocialdevelopment.（more）

 III.ContinuingtoEnsureSteadyandRapidEconomicDevelopment    

    Weneedtofocusonaccomplishingthefollowingfourtasksforthisyear'seconomicdevelopment.

    1.Continuingtostrengthenandimprovemacroregulation.Inthepresentstateofeconomicactivities,wecannotslackenourmacroregulation.Weneedtofollowprudentfiscalandmonetarypoliciesandbettercoordinateourmacroeconomicpoliciesthisyear.Wemustadheremorecloselytotheprincipleofdealingwithdifferentsectorsindividuallyandexpandingsomeofthemwhilecontractingothers,andemphasizetheroleofmarketforcesandeconomicandlegalmethodsinconsolidatingandbuildingonourachievementsinmacroregulation.（More）

    Followingaprudentfiscalpolicy.Thecentralgovernmenthasfollowedaproactivefiscalpolicysince1998tocounteracttheimpactoftheAsianfinancialcrisisandboostweakdomesticdemand.Timehasproventhatthispolicyiscorrectandthatithasproducedremarkableresults.However,thescaleofinvestmentinChinaisnowquitelargeandtheamountoffundsinthehandsofthegeneralpublichasincreasedsubstantially,makingitnecessaryandpossibleforustoshiftfromanexpansiveproactivefiscalpolicytoanappropriatelytightfiscalpolicy.Wewillappropriatelycutthebudgetdeficitandthequantityoflong-termtreasurybondsfordevelopmentthisyear.Thedeficitinthecentralbudgetfor2005willbe300billionyuan,19.8billionyuanlessthanwasbudgetedin2004.Thecentralgovernmentplanstoissue80billionyuanworthoflong-termtreasurybonds,30billionyuanlessthanlastyear,whileallocationsfromthe2005centralbudgetforinvestmentinregulardevelopmentprojectswillbeincreasedby10billionyuan.Thelong-termtreasurybondsissuedthisyearwillbeusedmainlytoincreaseinvestmentinweaklinkssuchasagriculture,ruralareasandfarmers;socialdevelopment;andecologicalconservationandenvironmentalprotection.ThefundswillalsobeusedtodevelopthewesternregionandrejuvenateNortheastChinaandotheroldindustrialbases;tosupportaccelerateddevelopmentinoldrevolutionarybaseareas,ethnicminorityareas,borderareas,andpoverty-strickenareas;andtocontinuesupportforsomeon-goingbond-financedprojects.Weneedtodoourfiscalandtaxworkconscientiously.Taxcollectionandmanagementneedtobetightenedinaccordancewiththelawbyscreeningandstandardizingallpreferentialtaxpoliciesandstrictlycontrollingtaxreductionsandexemptionstoensurethatgov
