Iloveyouback.That’swhyIcamehere.Goodtoseeyou.

  Although,canIjustsaythatwhenwegotofftheplane,SecretaryFoxx,whoisfromNorthCarolina,turnedtomeandhesaid,thisisthecoldestI’veeverbeeninmylife.(Laughter.)Now,wewereonlyoutthereforlikeaminute--(laughter)--whichgoestoshowhowsoftthesefolksfromNorthCarolinaarewhenitcomestotheweather.(Laughterandapplause).I,ontheotherhand,amfromChicago--(applause)--IwalkedoffthosestairsandIwaslike,thisisbalmy,thisisgreat.(Laughter.)February,inMinnesota--can’tbeatit.Cannotbeatit.

  Now,inadditiontoSecretaryFoxx,whoIwantto--givehimabigroundofapplauseforthatintroduction.(Applause.)You’vetwochampionsforthepeopleofMinnesotawhoareheretoday.You’vegotRepresentativeBettyMcCollum--(applause)--andRepresentativeKeithEllison.(Applause.)You’vegotyourMayor,ChrisColeman,inthehouse.(Applause.)ThenewMayorofMinneapolis,BetsyHodges,ishere.(Applause.)Andmygreatfriend,whoactuallytoldmeIwasrunningforPresidentbeforeIknewIwasrunningforPresident--R.T.Rybak.Lovethatname.(Applause.)Where’sR.T.?

  Now,IwanttothankeverybodywhoshowedmearoundUnionDepotandgavemeapreviewofthisnewlightrailline.Itisfantastic.(Applause.)AndIalsojustwanttosay--eventhoughhe’snotheretoday--IwanttosaytoeverybodyhowMichelleandIhavebeenkeepinginourthoughtsandprayersoneofthegreatAmericansthatweknow,aswellasagreatMinnesotan--WalterMondale.(Applause.)

  Now,likemillionsofAmericans,I’vespentsometimewithMinnesotanslately--becauseIwaswatchingtheOlympics.(Laughter.)Minnesotasent19athletestothegames.(Applause.)That’stiedforsecondmostofanystate,andtheydidusallproud.ItisnotshockingthatMinnesotansmightbeprettygoodattheWinterOlympics.(Laughter.)Whatisparticularlyinterestingisthat,onceagain,thetinytownofWarroadprovedthatitreallyisHockeytown,USA,thankstoT.J.OshieandGigiMarvin,whowe’rejustsoproudof.AndT.J.’sshootoutperformanceagainsttheRussiansImightsayIenjoyedalot.(Applause.)Itweetedathimaboutit.

  Sowe’vespentsometimeoverthelastfewweeksonhockey,butI’mnotheretotalkabouthockey.Bytheway,Icannotplayhockey.(Laughter.)IgrewupinHawaii--wedonothavehockeyinHawaii.ButI’mheretotalkaboutwhatyou’redoingintheTwinCities,andhowyou’rehelpingtocreatenewjobsandnewopportunitiesforeveryAmerican.

  Weareatamomentwhenoureconomyisgrowing.Ourbusinesseshavecreatedabout8.5millionnewjobsinthepastfouryears.Unemploymentisatthelowestit’sbeeninoverfiveyears;inMinnesota,it’slowerthanit’sbeeninsixandahalfyears.(Applause.)And,bytheway,you’vegotagreatgovernorwhoIservedwithintheSenate,MarkDayton,whoishelpingtomakethathappen.(Applause.)

  Soinalotofwaysthingsarelookingup.Butinsomeways,thetrendsthathadbeenbatteringmiddle-classfamiliesforalongtimehavegottenevenstarker,becausethoseatthetoparedoingbetterthanever,whilewagesandincomesforalotoffamilieshavebarelybudged.Andtoomanyfamiliesareworkingharderthaneverjusttokeepup.SoasIsaidattheStateoftheUnionaddressafewweeksback,ourjobistoreversethosetrends.(Applause.)We’vegottobuildaneconomythatworksforeverybody.We’vegottorestoreopportunityforallpeople,sothatnomatterwhoyouare,whereyoucomefrom,whatyoulooklike,youcangetaheadifyouworkhardandyou’reresponsible.

  AndsoIlaidoutanopportunityagendathathasfourparts.Numberone,goodjobsthatpaygoodwagesinmanufacturing,inenergy,ininnovationandinfrastructure.Numbertwo,trainfolkswiththeskillstheyneedtogetthosegoodjobs,somethingthatyoursenator,AlFranken,isdoinggreatworkoneverysingleday.Hecaresalotaboutthatjobtrainingissue.(Applause.)Numberthree,guaranteeingeverychildhasaccesstoaworld-classeducation.(Applause.)And,numberfour,makingsurethathardworkisrewardedwithwagesyoucanliveon,andsavingsyoucanretireon,andhealthcareyoucancounton.That’swhatwe’refightingfor.(Applause.)

  Minnesotaishelpingtoleadthewayontheseissues.Yourstatelegislatureispoisedtoraiseyourminimumwagethisyear.(Applause.)InmyStateoftheUnionaddress,Icalledforanewwomen’seconomicagenda.It’sactuallyafamilyeconomicagenda--equalpayforequalwork,paidsickleaveandmore.Andthereareleadersinyourstatelegislaturethatareworkinghardatthis,becausetheyknowwhenwomensucceed,Americasucceeds.(Applause.)

  Soonalltheseissues,we’rereachingouttomembersofCongress,lookingtoseeifthey’rewillingtoworkwithusonsomeofthesepriorities.ButwhatIalsosaidattheStateoftheUnionis,inthisyearofaction,wheneverIcanpartnerdirectlywithstatesorcitiesorbusinessleadersorcivicleaderstoactonthisopportunityagenda,I’mgoingtogoaheadanddoit.Wecan’twait.We’vegottomove.We’vegottogetthingsgoing.Toomanyfamiliesarecountingonit.(Applause.)

  Soyesterday,Ilaunchednewhubstoattract21stcenturymanufacturingjobstoAmerica.Andtoday,I’mheretolaunchanewcompetitionfor21stcenturyinfrastructureandthejobsthatcomewithit,becauseanyopportunityagendabeginswithcreatingmoregoodjobs.AndoneofthefastestandbestwaystocreategoodjobsisbyrebuildingAmerica’sinfrastructure--ourroads,ourbridges,ourrails,ourports,ourairports,ourschools,ourpowergrids.We’vegotalotofworktodooutthere,andwe’vegottoputfolkstowork.(Applause.)

  Oneofthemostdifficultthingsaboutthefinancialcrisiswewentthroughwasthehousingbubblebursting,andconstructionworkerswerehammeredharderthanjustaboutanybody.Andwhilewe’vecuttheunemploymentrateforconstructionworkersalmostinhalfsince2019,toomanyarestilllookingforjobsatatimewhenwe’vegotsomuchthatwecouldputthemtoworkonrebuilding.We’vegotportsthataren’treadyforthenextgenerationofsupertankers.We’vegotmorethan100,000bridgesthatareoldenoughtoqualifyforMedicare.(Laughter.)

  Everybodyknows,andnobodyknowsbetterthanMinnesotans,whenwe’vegonethroughawinterlikethis,roadsarewrecked,fullofpotholesallacrossthecountry.(Applause.)

  Now,othercountriesarenotwaitingtorebuildtheirinfrastructure.They’retryingtoout-buildustodaysotheycanout-competeustomorrow.AsapercentageofGDP,countrieslikeChina,Germany,they’respendingabouttwicewhatwe’respendinginordertobuildinfrastructure--becausetheyknowthatiftheyhavethefastesttrainsontheplanetorthehighest-ratedairportsorthebusiest,mostefficientportsthatbusinesseswillgothere.

  Butwedon’twantbusinessestogothere.WewantthemtocomeheretoMinnesota.(Applause.)WewantthemtocomeheretotheUnitedStatesofAmerica.AndthatmeansthebestairportsandthebestroadsandthebesttrainsshouldberighthereinAmerica.

  Atatimewhencompaniesaresayingtheyintendtohiremorepeoplethisyear,weneedtomakethatdecisioneasierforthem.Andwecancreatejobsatthesametime,rebuildingourtransportationsystems,ourpowergrids,ourcommunicationsnetworks--allthethingsthatcommercereliesonandthathelpgetworkerstothosejobs.

  Sothebottomlineisthere’sworktobedone,workersreadytodoit.Rebuildingourinfrastructureisvitaltobusiness.Itcreatesgood-payingjobsthat,bytheway,cannotbeoutsourced.(Applause.)ThisisoneofCongress’smajorresponsibilities--helpingstatesandcitiesfundnewinfrastructureprojects.(Applause.)

  AndpartofthereasonI’mfocusedonthisisCongresshasanimportantdeadlinecomingup.IfCongressdoesn’tfinishatransportationbillbytheendofthesummer,wecouldseeconstructionprojectsstopintheirtracks,machinessittingidle,workersoffthejob.

  Sonextweek,I’mgoingtosendCongressabudgetthatfundsrebuildingourtransportationinfrastructureinamoreresponsibleway--bydoingitoverfouryears,whichgivescitiesandstatesandprivateinvestorsthecertaintytheyneedtoplanmajorprojects.Projectslikerepairingessentialhighwaysandbridges;buildingnewtransitsystemsinfast-growingcitiesandcommunities,sofolkswholivetherecangettoworkandschooleverydayandspendlesstimesittingintraffic.(Applause.)Andwe’regoingtohavetoconstructsmarter,moreresilienttransportationsystemsthatcanwithstandtheworstimpactsofclimatechange,likebiggersurgesofwaterthatwe’veseeninrecentfloods.

  So,alltold,mytransportationbudgetwillsupportmillionsofjobsnationwide.Andwe’llpayfortheseinvestmentsinpartbysimplifyingthetaxcode.We’regoingtoclosewastefultaxloopholes,lowertaxratesforbusinessesthatcreatejobshereathome,stoprewardingcompaniesforsendingjobstoothercountries,usethemoneywesaveinthistransitiontocreategoodjobswithgoodwagesrebuildingAmerica.Itmakessense.(Applause.)

  Now,I’llbehonestwithyou,thereareleadersinbothpartieswhoarewillingtoreachacrosstheaisleinCongresswhenitcomestoAmericaninfrastructure.Theyknowhowimportantitis.Andinfrastructuredidn’tusetobeapartisanissue--shouldn’tbeDemocratorRepublican.Everybodyusesroads,everybodyusesports,airports.Unfortunately,timeandagainoverthepastfewyears,therehavebeensomeRepublican
