INSTRUCTIONSTODESIGNATEDSCHOOLOFFICIALS（对指定学校官员的指导）

1.Thelawprovidesseverepenaltiesforknowinglyandwillfullyfalsifyingorconcealingamaterialfactorusinganyfalsedocumentinthesubmissionofthisform.DesignatedschoolofficialsshouldconsultregulationspertainingtotheissuanceofFormI-20A-Bat8CFR（K）beforecompletingthisform.FailuretocomplywiththeseregulationsmayresultinthewithdrawaloftheschoolapprovalforattendancebyforeignstudentsbytheImmigrationandNaturalizationService（8CFR.

【1.在填写本表时，如有任何知情或有意的谎填、隐瞒事实或提供虚假证明的情况，法律会予以严惩。

在填表前，校方人员应参阅8CFR214.3（k），有关签发I-20A-B表的相关规定。

2.ISSUANCEOFFORMI-20A-B.DesignatedschoolofficialsmayissueaFormI-20A-Btoastudentwhofitsintooneofthefollowingcategories,ifthestudenthasbeenacceptedforfull-timeattendanceattheinstitution:

a）aprospectiveF-1nonimmigrantstudent;

b）anF-1transferstudent;

c）anF-1studentadvancingtoahighereducationallevelatthesameinstitution;

d）anoutofstatusstudentseekingreinstatement.

TheformmayalsobeissuedtothedependentspouseorchildofanF-1studentforsecuringentryintotheUnitedStates.

WhenissuingaFormI-20A-B,designatedschoolofficialsshouldcompletethestudent'sadmissionnumberwheneverpossibletoensureproperdataentryandrecordkeeping.

【2.I-20A-B表的签发。

如果校方已接受学生在校全时学习，指定的学校官员可以向属于下列类别的学生发放I-20A-B表格：

a）非移民F-1准学生；b）F-1转校生；c）在相同学校，进入高级别课程学习的学生；d）正在申请身份恢复的学生。

本表格还可向F-1学生的未入境的家眷发放，以备入境之用。

在签发I-20A-B表时，校方指定官员应填写学生的入学编号，尽可能确定准确的入境日期并存档。

3.ENDORSEMENTOFPAGE3FORREENTRY.Designatedschoolofficialsmayendorsepage4oftheFormI-20A-Bforreentryifthestudentand/ortheF-2dependentsistoleavetheUnitedStatestemporarily.ThisshouldbedoneonlywhentheinformationontheFormI-20remainsunchanged.Iftherehavebeensubstantialchangesinitem4,5,7,or8,anewFormI-20A-Bshouldbeissued.

【3.对第3页再入境的背书：

如果学生和/或其F-2家眷暂时离开美国，校方指定官员可在I-20A-B表的第3页上作背书。

且此行为只可在本表上所有信息均未作更改时才可执行。

如果本表第4，5，7或8项中有很大更改，则需签发新的I-20A-B表。

4.REPORTINGREQUIREMENT.DesignatedschoolofficialshouldalwaysforwardthetoppageoftheformI-20A-BtotheINSdataprocessingcenterat.Box140,London,Kentucky40741fordataentryexceptwhentheformisissuedtoanF-1studentforinitialentryorreentryintotheUnitedStates,orforreinstatementtostudentstatus.（RequestsforreinstatementshouldbesenttotheImmigrationandNaturalizationServicedistrictofficehavingjurisdictionoverthestudent'stemporaryresidenceinthiscountry.）

【4.报告职责：

指定的校方官员应及时将I-20A-B表的第1页信息申报到移民局的信息入理中心（地址为：

.Box140,London,Kentucky40741），以便将最新情况纳进入境的信息库中；但不包括F-1学生身份初次入境或再入境，或恢复学生身份的签发表。

TheINSdataprocessingcenterwillreturnthistoppagetotheissuingschoolfordisposalafterdataentryandmicrofilming.移民局的数据处理中心会在数据入库，微缩摄影后再把第1页返回签发表格的学校，并由其处理。

5.CERTIFICATION.Designatedschoolofficialsshouldcertifyonthebottompartofpage1ofthisformthattheFormI-20A-Biscompletedandissuedinaccordancewiththepertinentregulations.ThedesignatedschoolofficialshouldremovethecarbonsheetfromthecompletedandsignedFormI-20A-Bbeforeforwardingittothestudent.

指定的校方官员应在表格第1页的下部作如下证明：

此I-20A-B表是依据相关法规而签发和填写的。

指定的校方人员应在填写和签署表格后，撕掉复写纸，再发给学生。

6.ADMISSIONRECORDS.SincetheImmigrationandNaturalizationServicemayrequestinformationconcerningthestudent'simmigrationstatusforvariousreasons,designatedschoolofficialsshouldretainallevidencewhichshowsthescholasticabilityandfinancialstatusonwhichadmissionwasbased,untiltheschoolhasreportedthestudent'sterminationofstudiestotheImmigrationandNaturalizationService.

【6.入学纪录：

由于移民局可能会以各种原由而调用有关学生移民身份的各种信息，因此指定的校方官员应保存学校准予学生入学的全部证明，如学生的学习背景和财力情况等，直到学校向移民局汇报学生的学业已终结为止。

YoushouldreadeverythingonthispagecarefullyandbesurethatyouunderstandthetermsandconditionsconcerningyouradmissionandstayintheUnitedStatesasanonimmigrantstudentbeforeyousignthestudentcertificationonthebottompartofpage1.Thelawprovidesseverepenaltiesforknowinglyandwillfullyfalsifyingorconcealingamaterialfact,orusinganyfalsedocumentinthesubmissionofthisform.
