Mr.Speaker,Mr.VicePresident,MembersofCongress,myfellowAmericans:

议长先生，副总统先生，国会议员，同胞们：

Weare15yearsintothisnewcentury.Fifteenyearsthatdawnedwithterrortouchingourshores;thatunfoldedwithanewgenerationfightingtwolongandcostlywars;thatsawaviciousrecessionspreadacrossournationandtheworld.Ithasbeen,andstillis,ahardtimeformany.

我们跨入新世纪已经15年了。

新世纪一开始，我们就遭受了恐怖袭击，新一代人就投入了两场旷日持久而又代价昂贵的战争，后来又发生了席卷全国乃至全球的恶性衰退。

对很多人来说，那是一段，而且仍然是一段艰难的时期。

Buttonight,weturnthepage.Tonight,afterabreakthroughyearforAmerica,oureconomyisgrowingandcreatingjobsatthefastestpacesince1999.（Applause.）Ourunemploymentrateisnowlowerthanitwasbeforethefinancialcrisis.Moreofourkidsaregraduatingthaneverbefore.Moreofourpeopleareinsuredthaneverbefore.（Applause.）Andweareasfreefromthegripofforeignoilaswe’vebeeninalmost30years.（Applause.）

但是今天晚上，我们将翻开新的一页。

今晚，在美国取得了突破性进展的一年后，我们的经济在增长，就业在以1999年以来最快的步伐增长。

我们现在的失业率甚至低于金融危机之前。

从学校毕业的孩子人数超过以往，得到医疗保障的民众超过以往，我们像近30年来的情况一样不受外国石油的控制。

Tonight,forthefirsttimesince9/11,ourcombatmissioninAfghanistanisover.（Applause.）Sixyearsago,nearly180,000AmericantroopsservedinIraqandAfghanistan.Today,fewerthan15,000remain.Andwesalutethecourageandsacrificeofeverymanandwomaninthis9/11Generationwhohasservedtokeepussafe.（Applause.）Wearehumbledandgratefulforyourservice.

今晚，我们自911恐怖袭击以来终于结束了在阿富汗的战斗任务。

6年前，将近18万美国军人在阿富汗或是伊拉克服役，今天，留守那里的只有不到1万5000人。

我们向911之后一代服役的男女军人所付出的牺牲和所展示的勇气表示敬意，因为他们的守护，我们得以安全。

我们对你们的服务充满敬意和感激。

America,forallthatwehaveendured;forallthegritandhardworkrequiredtocomeback;forallthetasksthatlieahead,knowthis:

鉴于我们所承受的一切，所需要的坚定和艰苦的努力，鉴于我们所面临的任务，请注意：

危机的阴影已经过去，国情很好。

Atthismoment--withagrowingeconomy,shrinkingdeficits,bustlingindustry,boomingenergyproduction--wehaverisenfromrecessionfreertowriteourownfuturethananyothernationonEarth.It’snowuptoustochoosewhowewanttobeoverthenext15yearsandfordecadestocome.

此时此刻，随着我们经济的发展、财政赤字的缩减、生机勃勃的工业、以及兴旺的能源生产，我们摆脱了经济衰退，比地球上任何其他国家都更加自由地书写我们的未来。

现在该由我们来选择我们希望未来十五年、乃至未来的几十年是什么样子。

Orwillwecommitourselvestoaneconomythatgeneratesrisingincomesandchancesforeveryonewhomakestheeffort?

我们要接受一种只有极个别人做得出色的经济?

还是应该致力于发展使每一个努力的人都能够增加收入、得到机会的经济?

Willweapproachtheworldfearfulandreactive,draggedintocostlyconflictsthatstrainourmilitaryandsetbackourstanding?

Orwillweleadwisely,usingallelementsofourpowertodefeatnewthreatsandprotectourplanet?

我们是否要以一种恐惧和被动的姿态来应对这个世界，被拖入昂贵的冲突，让我们的军队难以招架，并削弱我们的地位?

还是要以一种明智的姿态来领导这个世界，尽我们的所能，击败这些新的威胁并保护我们的星球?

Willweallowourselvestobesortedintofactionsandturnedagainstoneanother?

OrwillwerecapturethesenseofcommonpurposethathasalwayspropelledAmericaforward?

我们是否要允许自己卷入派别纷争，互相打击?

还是我们要重新找到让美国前行的共同目标?

Intwoweeks,IwillsendthisCongressabudgetfilledwithideasthatarepractical,notpartisan.Andinthemonthsahead,I’llcrisscrossthecountrymakingacaseforthoseideas.Sotonight,Iwanttofocuslessonachecklistofproposals,andfocusmoreonthevaluesatstakeinthechoicesbeforeus.

再过两个星期，我就要向国会递交预算。

这个预算里都是现实的想法，并无党派之见。

接下来的几个月，我会遍访全国为这些想法争取支持。

今天晚上，我不希望花费太多的时间列出这些议题，而是著重谈谈摆在我们面前的选择当中涉及的价值观。

首先让我们谈谈经济。

七年前，明尼阿波利斯的瑞贝卡和本-艾勒是一对新婚夫妇。

随着危机恶化，本的生意逐步消失，他只能做他能找到的工作，即便这些工作让他花非常多的时间在路上。

瑞贝卡办理了学生贷款，在社区大学上学，为一份新的职业生涯培训。

他们为彼此牺牲。

慢慢地，他们的努力得到了回报，他们买了首套房子，他们有了第二个儿子亨利。

瑞贝卡找到了一份更好的工作，还加了薪。

本也重返建筑业，每天晚上能回家吃晚餐。

美国同胞们，瑞贝卡和本的故事就是我们的故事，他们代表着那些努力工作，精打细算，作出牺牲，重新培训的数百万人。

你们是我竞选总统职位的原因，你们是我六年前的那一天所想到的人们。

在危机最黑暗的数个月里，当我站在国会山的台阶上，承诺我们将在一个新的基石上重建我们的经济。

你们的努力和坚韧，使美国在危机过后更加强大成为可能。

我们相信，我们能够扭转外包的趋向，将新就业机会带回国内。

在以往五年期间，我国企业创造了1100多万个新就业机会。

Webelievedwecouldreduceourdependenceonforeignoilandprotectourplanet.Andtoday,Americaisnumberoneinoilandgas.Americaisnumberoneinwindpower.Everythreeweeks,webringonlineasmuchsolarpoweraswedidinallof2008.（Applause.）Andthankstolowergaspricesandhigherfuelstandards,thetypicalfamilythisyearshouldsaveabout$750atthepump.（Applause.）

我们相信，我们能够降低对外国石油的依赖并保护我们这个星球。

如今，美国的石油和天然气产量位居世界第一。

美国的风力发电量位居世界首位。

我国每三个星期并网的太阳能，就相当于2008年的总量。

由于石油价格下跌和燃料标准提高，一般每个家庭今年会节省750美元油费。

Webelievedwecouldprepareourkidsforamorecompetitiveworld.Andtoday,ouryoungerstudentshaveearnedthehighestmathandreadingscoresonrecord.Ourhighschoolgraduationratehashitanall-timehigh.MoreAmericansfinishcollegethaneverbefore.（Applause.）

我们相信，我们能够使我们的孩子们为面对一个更具有竞争性的世界做好准备。

现在，我国年轻学生们的数学和阅读分数都达到了前所未有的水平。

我国的高中生毕业率也达到历史新高。

美国大学毕业生的人数超过了以往任何一个时期。

Webelievedthatsensibleregulationscouldpreventanothercrisis,shieldfamiliesfromruin,andencouragefaircompetition.Today,wehavenewtoolstostoptaxpayer-fundedbailouts,andanewconsumerwatchdogtoprotectusfrompredatorylendingandabusivecreditcardpractices.Andinthepastyearalone,about10millionuninsuredAmericansfinallygainedthesecurityofhealthcoverage.（Applause.）

我们相信，明智的规章能够避免另一场危机，使家庭免于被毁，并鼓励公平竞争。

如今，我们拥有新手段，不再使用纳税人的钱来救助企业;我们拥有新的消费者监管机构，保护我们免受掠夺性借贷和信用卡违规行为之害。

仅在去年一年，就有大约一千万没有医保的美国人终于得到医疗保险。

Ateverystep,weweretoldourgoalsweremisguidedortooambitious;thatwewouldcrushjobsandexplodedeficits.Instead,we’veseenthefastesteconomicgrowthinoveradecade,ourdeficitscutbytwo-thirds,astockmarketthathasdoubled,andhealthcareinflationatitslowestratein50years.（Applause.）Thisisgoodnews,people.（Laughterandapplause.）

在我们采取每个步骤时，我们曾被警告：

我们的目标被误导，或者过于雄心壮志，我们将破坏就业或使赤字大幅增长。

但与这些观点相反的是，我们看到了过去十年最快的经济增长，我们的赤字减少了三分之二，股市市值翻了一倍，医疗通货膨胀率是过去50年来最低的。

Sotheverdictisclear.Middle-classeconomicsworks.Expandingopportunityworks.Andthesepolicieswillcontinuetoworkaslongaspoliticsdon’tgetintheway.Wecan’tslowdownbusinessesorputoureconomyatriskwithgovernmentshutdownsorfiscalshowdowns.Wecan’tputthesecurityoffamiliesatriskbytakingawaytheirhealthinsurance,orunravelingthenewrulesonWallStreet,orrefightingpastbattlesonimmigrationwhenwe’vegottofixabrokensystem.Andifabillcomestomydeskthattriestodoanyofthesethings,Iwillvetoit.Itwillhaveearnedmyveto.（Applause.）

因此，结论是明确的。

中产阶级经济行之有效。

扩大机会行之有效。

只要政治权术不予掣肘，这些政策就将继续行之有效。

我们不能允许政府机构关闭或财政摊牌迫使企业活动放缓，或使我国经济面临危险。

我们不能让家庭的安全面临危险，所以我们不能剥夺家庭的医保，不能取消针对华尔街的新规则，不能在我们拥有解决机制的情况下再为移民问题争执不休。

如果试图做以上任何一件事的议案送交我签署，我将予以否决。

Today,thankstoagrowingeconomy,therecoveryistouchingmoreandmorelives.Wagesarefinallystartingtoriseagain.Weknowthatmoresmallbusinessownersplantoraisetheiremployees’paythanatanytimesince2007.Buthere’sthething:

Thoseofusheretonight,weneedtosetoursightshigherthanjustmakingsuregovernmentdoesn’tscrewthingsup;thatgovernmentdoesn’thalttheprogresswe’remaking.Weneedtodomorethanjustdonoharm.Tonight,together,let’sdomoretorestorethelinkbetweenhardworkandgrowingopportunityforeveryAmerican.（Applause.）

现在，由于经济不断增长，越来越多的人感受到经济振兴的作用。

工资水平终于开始再次上升。

我们知道，自2007年以来，从未有任何一个时期比现在有
