apartheidstruggle.withoutyoursupportourstrugglewouldnothavereachedthisadvancedstage.thesacrificeofthefrontlinestateswillberememberedbysouthafricans,blackandwhite,recognizethatapartheidhasnofuture.ithastobeendedbyourowndecisivemassactioninordertobuildpeaceandsecurity.

boundtomakethepointthataleaderofthemovementisapersonwhohasbeendemocraticallyelectedatanationalconference.thisisaprinciplewhichmustbeupheldwithoutany,iwishtoreporttoyouthatmytalkswiththegovernmenthavebeenaimedatnormalizingthepoliticalsituationinthecountry.wehavenotasyetbegundiscussingthebasicdemandsofthestruggle.iwishtostressthatimyselfhaveatnotimeenteredintonegotiationsaboutthefutureofourcountryexcepttoinsistonameetingbetweentheancandthehasgonefurtherthananyothernationalistpresidentintakingrealstepstonormalizethesituation.however,therearefurthersteps,asoutlinedinthehararedeclaration,thathavetobemetbeforenegotiationsonthebasicdemandsofourpeoplecanbegin.ireiterateourcallfor,interalia,theimmediateendingofthestateofemergencyandthefreeingofall,andnotonlysome,politicalprisoners.onlysuchanormalizedsituation,whichallowsforfreepoliticalactivity,canallowustoconsultourpeopleinordertoobtainamandate.thepeopleneedtobeconsultedonwhowillnegotiateandonthecontentofsuchnegotiations.negotiationscannottakeplace—negotiationscannottakeplaceabovetheheadsorbehindthebacksofourpeople.itisourbeliefthatthefutureofourcountrycanonlybedeterminedbyabodywhichisdemocraticallyelectedonanon?
