AbstractMan-hourquotaisthefoundationoftheenterprisescostaccountingandtheworkersincome,whichisdirectlyrelatedtotheenterprisesproductivityandemployeesmotivation.Aimingforthesituationinthesmallandmediumsizedenterprisesthattheestablishmentofman-hourquotaislakeofstandardizationandscience,anditoftenreliesontheexperience,asynthesizedmethodbasedonIEtechnologywaspresentedinthispaper.ThetimequotaismakeupwiththeassistantprocessingtimewhichiscalculatethroughtheMODmethodaftertheprocessanalysis,human-machineoperationandTherbligsanalysisandtheprocesstimewhichisestimatedbyelementalstandardtimedata.Furthermore,thelearningcurveisappliedtooptimizetheresult.Finally,anexampleisgiventoverifythevalidityofthemethodKeywords-man-hourquota;elementalstandardtimedata;MODmethod;learningcurveI.INTRODUCTIONMan-hourquotaisanmainindicatorfortheproductionplanningandtheeconomicevaluation,itsdeterminationmethodisveryimportantforcostingaccounting.Mostofoursmallandmediumsizedenterprisesbelongtothemulti-varietiesandlittlemassproduction,thespecificationischangeable,soitishardtoestablishatimequota.Nowtheenterprisesgenerallyusetheexperiencejudgment,standarddataandPTSmethodstodecidetheman-hourquota,whichneedsexperiencedtechniciansandmanagementsoveralongtermsrevisestodetermine.Itrequiresalongerperiod,ahigherworkloadandisalsoeasilyaffectedbysubjectivefactors.Theaccurateandscientificaredifficulttoensure.Allofthesehavegreatdifficultyintheproductionplanningandcostcontrol.Currently,theman-hourtimehasconductedextensiveresearchandmadegreatprogress.Somestudiesshowthatthestandardtimecouldbecalculatedbasedontypicaloperation,andexpoundaruleofselectingstandardtimequotaofthetypicaloperationandthemethods1.Otherscholarshavecarriedoutahybridreasoningmodelwhichconsistsofcase-basedreasoningandknowledge-basedreasoning.Thismodelhassuccessfullyappliedintheframethatassemblyiscomplicatedandthepossessingtimeisinfectedbyalotoffactors2.Reference3isaimingfortheproductivityofourprivateenterprises;setupastandardtimebasethroughclassifiesallthemotions.Andusinggeneticneuralnetworktodetermineman-hourquotaisanewway4.Wecanseethattheestablishmentofman-hourquotahasnounifiednormsandstandards,soitissignificantseekingoutamorerational,morescientificmethods.ThispaperappliedthefoundationIEknowledge,usingTherbligsandMODmethodtodetailtheoperationalactionandthencalculatesthetimequota,whichismorereasonableandhumanity.Consideringspecificexamplesinthispaper,usingprocessanalysis,man-machineanalysis,motionanalysisandMODmethodtogettheassistantprocesstime;andcalculatethemachiningtimebyinquirytheelementalstandardtimedata;thenusingthelearningcurvetofurtheroptimizethetime.Thiscalculationmethodismorescience,moreaccurateandmoresuitableforthesmallandmediumsizedenterprisestoworkingman-hourquota.II.ACHIEVETOTHEMAN-HOURQUOTATheprocessingtimesisestimatedbasedontheprocessanalysis,processingproceduresandthengivetheoverviewandinteractionoftheprocessingflow.Throughman-machineanalysistoseekarationaloperation;dividetheoperationstepsaccordingtoTherbligsanalysis;carryonoptimizedtreatmenttoeveryoperationusingtheprincipleofECRS（eliminates,combine,rearrange,simplify）,finallygetthestandardoperation.CombiningwithMODmethodandelementalstandardtimedata,calculatethestandardtimeoftheworkpiece.Usingtheaccuratemethod,theestablishmentoftheman-hourquotaismorescientificandrational.Finally,withtheuseofthelearningcurve,whileknowledgeandexperienceareaccumulated,furtheroptimizeisworked.?
