I.Introduction

Overtheyears,government-fundedprojectsbythegovernmentanditsrelevantfunctionaldepartmentsrelyontheirrightsandfunctionsuniquetotheadministrativemanagementandoperationofgovernmentasagovernmentinvestmentprojectowners,governmentinvestmentprojectsfromtheinvestmentdecision-making,thetransferoffunds,implementationofconstructionenterprisescompletionofdeliveryofthewholeprocessofimplementationofthedirectmanagementmodel.Thismanagementmodelischaracterizedbytheexecutivepowerintheeconomyandplayaleadingroleintheallocationofresources,itisthepursuitofinvestment,ignoringinvestmentreturns,focusingonprogress,neglectquality,focusontotalinvestment,ignoringtheinvestmentstructure,therefore,toimprovetheinvestmentefficiencyofgovernmentinvestmentprojects,mustexaminethegovernmentinvestmentfortheprojectmanagementmodel,whichisamajorproblemlooming.

Second,China’scurrentstatusofgovernmentinvestmentandprojectmanagementproblems

2,thelackofaunifiedmanagementsystemandrules

Thereisnocurrentnationalandlocalcapitalinvestmentprojectsforthegovernmentmanagementsystem,thepracticeofdifferentcities,intheinstitutionalandmanagementisbasicallyafragmented,althoughdevelopedcountrieshave<<Bidding>>,<<ContractLaw>><<ConstructionLaw>>andsoon,butthemainobjectiscoveringalargerrangeofgovernmentinvestmentprojectmanagementsystemisnotuniform,therefore,largelybasedaroundtheirneedstodeterminehowtomanagegovernment-fundedprojects.tourbaninfrastructureconstructionandmanagement,forexample,somecitygovernmentsarethedirectmanagementofinvestmentprojectsmainly,andsomecitiestosetupabusinessunitmanagement,aswellassomecitiessetupacompanytomanage.settingupacompany,thecompany’sresponsibilitiesrangetherearedifferent,somecompaniesareinvestment,financing,constructionasawhole,andsomecompaniesaresolelyontheconstructionprojectmanagementprojectmanagementofgovernmentinvestmentfocalpoint,fromtheamountontheaccountforalargeshareofthedepartmentofview,largepartoftheadministrativedepartmentsinthebuilding,someintheplanningdepartment,butalsohasspread,suchaslandadministration,urbanconstructiondepartment,waterconservancy,transportationdepartmentandotherdepartments.

3,thegovernmentadministrationofinadequategovernmentinvestmentprojects,investmentmonitoring

Forgovernmentinvestmentprojects,mostnotablytheproblemisthevirtualhomeofinvestmentprojectstheGovernmentinvestmentprojectsaregenerallytheownersmanagementcommitteegenerallybytheFinancialManagementCommittee,PlanningCommission,theConstructionCommitteeandotherrelevantgovernmentdepartments.Althoughmanygovernmentdepartmentsinvolvedinprojectmanagement,butnoonesectortobearthefullresponsibilityofinvestors,subordinatetotheprojectconstructionunithasnotbeenareallegalstatus,thereisnoneedforstate-ownedinvestmentresultsandriskcharge,nominalgovernmentinvestmentresponsibilities.Governmentinvestmentinstitutionsmaynotonlyberesponsibleforprojectmanagement,organizationandimplementationoftheproject,butalsotheexerciseoftheconstructionmarketmonitoringrole,whichistantamounttoasecondtermbetweentheathletesandreferees,willresultininadequatesupervisionofgovernmentinvestmentprojects,thesituation,someoftheconstructionmarketandconstructionmanagementlawsandregulationsbindingonthelackofgovernmentinvestmentprojects.

Third,thereformofChina’sgovernmentinvestmentprojectmanagementstrategies

Manycitieshaverealizedinvestmentprojectsforthereformofthegovernmentofthenecessityandurgency,hasembarkedonreform,thereformtrendisfocusedonprofessionalmanagementrelevantgovernmentauthoritiesinmanycities,propertyowners,thecurrentgovernmentinvestmentmanagementorganizationfortheoriginalmanagementofgovernmentinvestmentprojects,shortcomingsexistinadeepimpression,thesameurgetospeedupthereformofgovernmentinvestmentprojects.andsomecitieshaveembarkedonreformsthroughoutthegovernment-fundedprojectsofreformmeasures,thoughwithdifferentstartingpointisthesame,thatisofspecializedgovernment-fundedprojectstoimplementunifiedmanagement,inaccordancewith‘investment,construction,supervision,usethe’separationprinciple,theestablishmentofclearresponsibilities,effectiverestraint,scientificandstandardizedmanagementandoperationmechanismofgovernmentinvestmentprojects,toimproveinvestmentefficiencyandmanagementlevel.

1,usingtheinternationallyacceptedmodeofgovernmentinvestmentprojects,investmentprojectstograduallylimitthegovernmentsetupfromtheowners’committeesetuptemporaryprojectmanagementpracticesofagenciestomanageprojects,tocommissionaprofessionalprojectmanagement,consulting,projectmanagementsupervisionofthecompanyactingDoingsowillenablethefocusofgovernmentinvestmentprojectsusingprojectmanagementservicestoimprovesocialmanagement,butalsotopromotedomesticengineeringconsultingfirm,businessdevelopment,engineeringconsultingservicestothedomesticmarketdemandandeffectivesupplyinthetwoaspectshavebeendevelopedandeachother.

2,fullyrelyonprofessionalsandintermediaries

Governmentprofessionalregulatorybodiesthemselvesmainlybythearchitect,projectdivision,lawyersandotherprofessionalswhoconstitutethecontract,ontheotherhand,apartfromitsownprojectmanagement,ingeneral,shouldfollowtheproceduresprovidedfortheappropriateselectionandprojectadvisorycommissioncompanytomanage,supervisethegovernment,whilealltheimportanttechnicalaspectsshouldhaveaprofessionalcheck,projectquality,technical,safety,costandotherresponsibilitiesshouldbeveryclear,theseprofessionalsareunderthegovernment’sstrictcontrolorbyaprofessionalAssociation,theSocietyorganizedtheregistrationbecauseoftheriskofprofessionalliabilitysystem,unlimitedfinancialresponsibilityandliabilityinsuranceregulation,theformationoftheentireprojectconsultingindustrymustberesponsibletotheGovernment,totheownersoftheoperatingmechanismtomobilizeprofessionalsandinstitutionsresponsibility,sothattheybecomeaprojecthigh-quality,lowcostguaranteecompletefoundation,whichcanreducetheburdenofgovernmentinvestmentprojects,butalsoconducivetoinvestmentgoals.

3,establishasoundmonitoringsystemofgovernmentinvestmentprojects

4,tocreateagovernment,socialorganizationsandcitizenstointeractwithcoordinationmechanisms

Reformofthegovernment,socialorganizationsandcitizensoftheirrespectiveroleshadchanged,government-fundedprojectsmustbemarket-orientedreformreinventinggovernment,socialorganizationsandcitizenstointeractwithcollaborationmechanisms.First,theGovernmentasafacilitatorofgovernment-fundedprojects,cooperation,managersandsupervisors,mustbeinthemacro-control,policyguidanceandsupervisionplayaleadingrole,andthesecondtoplay,includinginvestment,projectmanagement,consulting,design,generalcontracting,construction,supervisionandotherenterprises,intermediaryservicesagencies,industryassociations,includingtheroleofvarioussocialorganizationsandguidetheminaccordancewithitsowncharacteristicsintheconstructionofpublicworksinvestment,managementandoperation,tothesocialnormsofpublicservicesprovidedbyservicechargestooperatingprofitortoseekdevelopment,third,guidethepublictoactivelyparticipateinordertoimprovetheeffectivenessofpublicservicestheGovernmentshouldfullyprotectthepublicinterest,cl
