二、外贸知识培训材料
ATA单证册,是一份国际通用的海关文件,又称为货物通关护照,是世界海关组织为暂准进口货物而专门创设的,任何公司、事业单位和个人均可申请办理。
在通关优势上,持ATA单证册可免填报关单、免向海关提供担保、免缴进出口关税、免报关资格、免领部分进出口货物许可证、出入境地点没有限制等。
在货物用途上,ATA单证册的适用范围广泛,适用于12个国际海关公约之下的商业样品、专业设备、展览会和交易会等多个方面。
使用ATA单证册,可以简化通关手续,有效节约通关费用和时间,已成为越来越多的涉外企业办理货物出入关文件的不二选择。
关于ATA单证册项下货物的范围,包括12大类,分别为:
1、参加境外展览会的展品,计划在展览会上销售或赠送给客户的物品不适用办理。
2、向境外客户展示或演示的商业样品,加工并产生附加值的货物不适用办理。
3、各类专业人员使用的专业设备,如赴境外报道、录制节目、摄制影片所需的出版、音像广播、摄影设备;赴境外安装、调试机器所需的各种测量仪器;医务人员所需的医疗器械;演员、乐团、剧团所需的演出服装、道具等;
4、用于货物内外包裹、卷绕的包装品;

ATA单证册实务问答
(一)
1、什么是暂准进口货物?
从一个国家/地区进口后在规定期限内按原状又从该国家/地区复运出口的货物,通常被称为暂准进口货物。
例如:
参加展会的展品,为客户展示的商业样品,以及用于测试或拍摄等活动的专业设备等。
2、暂准进口货物在流转过程中有哪些特点?
(1)货物保持原状;
(2)货物的商业价值不发生改变;(3)货物的所有权不发生变更;(4)货物要办理多次的报关手续;(5)货物的暂准进出口都有一定的期限;(6)货物暂准进出口时都存在担保的问题。
3、运输/携带暂准进口货物该如何办理海关的手续?
任何国家都准许货物在本国暂准进口。
通常这类货物的暂准进口时间不会超过十二个月。
申请人有三种方式可以办理暂准进口的手续。
A:
向海关交纳保证金
在办理暂准进口货物通关手续时申请人要向暂准进口国/地区海关交纳保证金(金额相当于进口国/地区关税和其它各税的总和)。
待货物复出口后,暂准进口国/地区海关会在一定时间内向申请人全额退还保证金。
采用这种方式的话需要以外汇的形式向国外海关支付保证金,由此会产生汇款交易费、利息损失和汇率损失,而且保证金从支付出去到再收回来,其间少则几个月,多则几年,该项费用的长期占用也是不小的经济损失,另外保证金还存在着被侵吞、以及由于不可预见的情况而无法收回的风险。
B:
申请临时进口担保
申请人在办理暂准进口手续时,可以按照暂准进口国/地区海关的要求提供担保人,申请暂准进口担保。
不过一般来讲,海关对担保人都会有一定的资格要求,因此申请人在国外找到愿意为其担保同时又能被海关认可的担保人也并不是一件容易的事情。
C:
使用ATA单证册
ATA单证册是一份国际通行的报关手册和担保文件。
被世界上75个国家/地区所接受。
ATA单证册可使申请人免去向海关交纳押金或申请暂准进口担保的情况。
