I.Introduction简介

Internationalorganizationsplayaveryimportantroleintheglobalsociety.Itisverydifficulttoimaginethecontemporaryworldwithoutthem.Avarietyofotherproblemsposedsimilarlycomplexchallengessuchasweaponsofmassdestruction,thecontinuingconflictsintheMiddleEastandtheBalkans,tensionsbetweenIndiaandPakistanandsoon.Theseglobalproblemscannotbesolvedonlybyonecountry,theyareproblemsinfluencealloftheworld,eventhesuperpower,theUnitedStatescannot.

国际组织在国际社会中起着非常重要的作用。

难以想象没有他们的当代世界。

国际问题例如大规模杀伤性武器的使用，在中东和巴尔干半岛持续的冲突，印度和巴基斯坦的紧张关系。

这些问题不是一个国家所能解决，全世界的国家都被影响。

即使是像美国一样的超级大国也不可能独自处理国际问题。

Soitisthemodernsocietythatacquiresthecooperationofsomesortamonggovernmentsandtheincreasingnumberofnon-stateactorsintheworld.Weshouldhaveinternationalorganizationstocommunicatewitheachother.Weshouldhavethechancetoexchangeinformationinsomeformalarea.

现代社会要求政府和非政府组织的共同合作。

我们应该有国际组织来互相沟通。

我们应该创造机会在某些专门领域进行信息交换。

Andbecauseofthedifferentconstitutionofinternationalorganizations,theyhavebeensimplydividedintotwobroadcategories.Theyareinternationalintergovernmental（IGO）andinternationalnon-governmental（INGO）.Theyarefoundedtosolvethewidevarietyofinternationalproblems,themotivesaredifferentintereststhatappealtothehumanmind.Becauseofthevariousinternationalorganizations,wecanuseworldwidepowerandknowledgetosolveproblems.Thehumansocietyisthefinalbeneficiary.

由于国际组织不同的构成，他们被简单地分为两大类。

分别是政府间国际组织（IGO）和非政府间国际组织（INGO）。

他们基于不同的利益诉求而成立，为了解决各种各样的国际问题。

因为国际组织，我们可以用世界的力量和知识来解决问题，人类社会将会是最终的受益者。

II.DevelopmentofInternationalOrganization国际组织的发展历程

i.Theestablishmentofinternationalorganization国际组织的建立

Internationalorganizationshavebecomeanimportantpartofmodernsociety.Thenumberofinternationalorganizationsisgrowingsteadilyandthefunctionsarebecomingdiversification.ThefirstinternationalnongovernmentalorganizationistheRosicrucianOrder,establishedin1694.Atthesametime,thefirstinternationalintergovernmentalorganizationistheCentralCommissionfortheNavigationoftheRhine,stablishedin1815.

国际组织已经成为现代社会的一个重要组成部分。

国际组织数量稳步增长，功能日趋多样化。

第一个国际非政府组织成立于1694。

同时，第一个政府间国际组织是为莱茵河的导航中央委员会，成立于1815年。

ii.Expansioninthenumberofinternationalorganizations国际组织数量上的扩增

Withthedevelopmentofinternationalcommerceandcommunication,acomplexnetworkofoverlappingnationalmembershipsintransnationalassociations.SincetheendofWorldWarIIuntiltheendofthe80's,istheinternationalorganizationforthedevelopmentofthegoldenage.MarkedbythebirthoftheUnitedNations,alargenumberofglobalandregionalinternationalinter-governmentalorganizationsspringingup,whilethenon-governmentgroupweavingdevelopmentquickly,thescaleisaloadedmeshtongue.AccordingtotheInternationalFederationofassociationsstatistics,inthe20century,thecountry'sinternationalorganizationonly123,butinthe1956,thetotalnumberisasmanyas1171,untiltheendofthecoldwarafter1990,surprisinglysoaredto26656,18yearsadded125times.Amongthe80'stenyears,atotalincreaseof12383,almostequivalenttothesumofthenumberofinternationalorganizationsinthepreviouscentury.

随着国际贸易和交流的发展，一个复杂的国际关系网逐渐形成。

自二战结束前夕直至08年代末,是国际组织发展史上的黄金时期。

以联合国的诞生为标志,一大批全球性、区域性政府间国际组织如雨后春笋般簇拥而出,而国际非政府组织发展之快、规模之大更令人膛目结舌。

据国际协会联盟（IUA）统计,20世纪初的1909年,各类国际组织只有123个,到1956年其总数就多达1171个,及至冷战结束后的1990年,则惊人地猛增到26656个,18年间增加125倍。

其中80年代十年间共增加了12383个,几乎相当于前一个世纪国际组织数目的总和。

Thedevelopmentoftheinternationalorganizationinthisstage,thankstotheendofWorldWarII,theevolutionoftheinternationalcommunity.Thesuccessofthedecolonizationmovementledtotheincreaseinthenumberofnewlyemergingcountriesandtheinternationalpatternofdiversification.SuarttowersystemandtheUNcollectivesecuritysystemeffectivelyputanendtotheoutbreakoftheworldwar,peaceanddevelopmentbecomethemainstreamofthetimes,theinterStatePeacecoexistencecultivationofthesocialorganizationofthesoil.Theformationofworldtrademarketandcapitalmarket,thedisseminationofmodernscientificandtechnologicalrevolutionrepresentedbyinformationtechnology,hascontributedtothedevelopmentofmutualdependencyrelationbetweencountries,seekingthevoiceofinternationalgovernancemechanismandorganization,andthetideofglobalizationhasbeensurging.

国际组织在这一阶段获得如此迅猛的发展,得益于二战结束后国际社会本身的演变。

非殖民化运动的成功促使新兴独立国家的数目剧增,多元化的国际格局出现。

美苏雅尔塔体系及联合国集体安全体系有效制止了世界性战争的爆发,和平与发展成为时代主流,国家间的和平共处培植了国际社会组织化的土壤。

世界性贸易市场、资本市场的形成,以信息技术为代表的现代科技革命的传播,促成了国家间相互依存关系的发展,寻求国际治理机制化、组织化的呼声越来越强烈,全球化的浪潮已经在涌动了。

iii.Expansioninthefieldofinternationalorganization国际组织活动领域上的扩大

Theinternationalcommunityisincreasinglyorganizednotonlyinthenumberofinternationalorganizations,butmoreimportantly,itisreflectedintheexpansionofthescopeofinternationalorganizations.Theinternationalorganization,fromitsoriginalform,hasbeeninthetwocentury.Theyhavealreadybrokenthroughtheinitialperiodoftheregion,thefieldoflimitation,activeinallaspectsofhumanlifeintoday'sworld.Anycountry,nomatterbigorsmall,strongorweakismemberofthisorthatinternationalorganizations;betweenthemonlytoparticipateininternationalorganizationsoftheamountoftheother,andabsolutelynoexceptiontotheinternationalorganizations.Because,fromoutsidetotheinternationalorganization,isnodifferentfromtheinternationalcommunity.Todaymorethan50000largeandsmallinternationalorganizations,likethenervoussystemcoveredtheentireinternationalcommunity,markingthedepthofthesocialorganization.Theycoordinateeachother,cooperate,coordinatewitheachotherandformavastnetworkofinternationalorganizations,inthewholeofcontemporaryinternationalrelationsandpromoteworldpeaceanddevelopmentplaysagreatindispensablerole.Itishardtoimaginethat,intheeraofglobalization,ineverycountryanditspeople,dependencyrelationissoclosetoday,ifthereisnointernationalorganizationexists,thewholeworldwillbehowtomaintainandoperate.Itisnoexaggerationtosaythat,intoday'sworld,anyglobalandregionalmajorissuesofthedeal,ifnotrelatedtotheparticipationofinternationalorganizations,aredifficulttogetasatisfactorysolution.

国际社会的日益组织化不仅仅表现在国际组织数目的增长上,更重要的是体现于国际组织活动范围的扩大上。

国际组织从其最初的型态算起,至今已快两个世纪了。

它们早已冲破初创时期的地域、领域局限,活跃在当今世界人类生活的所有方面。

任何国家,无论大小强弱,都一定是这个或那个国际组织的成员；它们之间只有参加国际组织的多寡之别,而断然没有自外于国际组织的。

因为,自外于国际组织,无异自外于国际社会。

现今五万多个大大小小的国际组织,如同神经系统布满整个国际社会,标志着国际社会组织化的深入程度。

它们彼此协调,分工合作,相互策应,构成一个庞大的国际组织网络,在调整当代国际关系、促进世界和平与发展方面,发挥着巨大的不可或缺的作用。

人们难以想象,在全球化时代,在各国及其民众相互依存关系如此密切的今天,如果没有国际组织的存在,整个世界将如何维持和运作。

可以毫不夸张地说,当今世界,任何全球性与区域性重大问题的处理,如果没有相关的国际组织的参与,都难以获得圆满解决。

III.Theroleofinternationalorganizations国际组织的作用

i.internationalaffairsmanagerandcoordinator国际事务的管理者和组织协调者

Theinternationalcommunityalthoughthereisnogovernmentintheworld,buttheglobalorregionalcommonaffairsmanagementandcoordinationismustbeindispensabletoChaucer,andinternationalorganizationsissuchamanagementandorganizationcoordinators.Especiallyinthespecializedortechnicalfield,internationalorganizationsisincreasinglybearingmembercountrygovernmenttransferfunctionsofthepower,incertainmeaninguplinktointernationalsocietyofthegovernmentadministrativefunction,specification,surveillanceofmembercountry,organizationthatcoordinatestheglobalorregionaleconomic,socialandculturaldevelopment.Inacertainsense,thecurrentinternationalorderoftheinternationalcommunityisintheinternationalcommunity.Theroleofinternationalgovernanceisthemainembodimentoftheinternationalorganization'scooperationfunction.Althoughsomepeoplequestionedtheeffectivenessofthecooperation,butnoonecandenythenecessarycooperationfunctionsexist.

国际社会固然不存在世界政府,但是全球性或区域性共同事务的管理和协调却是须臾不可缺少的,而国际组织正是这样的管理者和组织协调者。

特别是在那些专门性或技术性领域,国际组织正越来越多地承获成员国政府移转的职能性权力,在一定意义上行使着国际社会的政府性行政职能,规范、监督成员国的行为,组织协调全球性或区域性经济、社会、文化的整体发展。

在一定意义上可以说,国际社会的现行秩序系于国际组织一身。

国际治理者角色,是国际组织合作职能的主要体现。

尽管有人对此合作成效提出过质疑,但任何人都无法否认合作职能存在的必要。

ii.forumsandnegotiationsintheinternationalcommunity国际社会的论坛和谈判场所

Thereisakindoflegalformofinternationalforum,whichisakindoflegalformofinternationalforum,whichisakindofpermanentinternationalconferencesystem.ThroughtheequalparticipationintheInternationalCouncil,MemberStatesfreetoexpresstheirviews,thoroughlydiscussinternationalissuesofcommonconcern,isconducivetotheformationanddeclarationofinternationalconsensusandpublicopinion,tocoordinatemembersofthepoliciesandactions,andinasenseequivalenttotheroleoftheInternationalCouncil,suchasthegeneralassemblyoftheUnitedNations.Internationalorganizationisalsoamechanismformultilateraldiplomacyandmultilateralnegotiations,whichprovidesconvenienttimeandplaceforformalorinformalcommunicationbetweenMemberStates.

主权并存的各国之间需妥有共同交流、议事的渠道,国际组织就是一种法定形式的国际论坛,是一种常设的固定的国际会议制度,是连接、沟通各成员国的场所。

经由这一平等参与的国际议事机构,各成员国可自由表达本国的立场观点,充分商讨共同关注的国际问题,有利于形成、宣示国际共识和舆论，有利于协调成员国的政策和行动,在某种意义上相当于国际议会的角色,如联合国大会。

国际组织同时也是一种多边外交、多边谈判的机制,为成员国之间正式或非正式的交流提供便利的时间和场所。

iii.Internationalcooperationinmanyfields国际间多领域合作

Globalandregionalorganizationsareindifferentdegrees,throughtheorganizationofinformationexchangebetweenmembersoftheorganization,toachieveinternationalcooperationinsolvingtheproblem.WiththedevelopmentofcommunicationtechnologyandtherapiddevelopmentoftheInternet,cloudcomputingcapabilities,remotecommunicationhasbecomeaproblem.Throughinternationalorganizations,afieldofexp
