ThisreportregardsChinaAquaticZhoushanMarineFisheriesCompany（Shortname:

Zhouyu）asthebackground,describesthesustainabilityoffisheries.Ifhumansdonotcontrolthebehaviorofover-consumptionofnaturalresources,theEarthcouldfallintothesituationof"ecologicalbankruptcy".ForZhouyuwhichisrelatedtofishing,resourcesarefacingtheglobalcrisisandbiodiversitywillbereduced.BasedontheanalysisofcurrentsituationofZhouandinvestigationofallinformation,threeproposalsareputforward:

enhancetheexpansionofoffshorefishing,thiscaneffectivelyreducefishingpressureonChina;developmentofnon-marine-resource-basedindustries,thiscanestablishasystematicstructureofmarineindustryandhavepotentialforlong-termsustainabledevelopment;Carryoutsea-encircledcultivation,goodecologicalenvironmentcanoffergreatspaceforthedevelopmentofaquacultureindustry.Thesethreeproposalsreflectthethreepartsofecologicalsustainability,economicsustainabilityandsocialsustainability.Withthehelpofthem,ZhouyuCompanywillhavemoredevelopmentspaceandpotential.

Introduction

Background:

ChinaAquaticZhoushanMarineFisheriesCompanywasfoundedin1962,whichlocatesintheEastSea'sworldfamousfishingport-ShenjiamenFishingPort.Thecompanycoverstheareaof1.4millionsquaremeters,owns1,500meterscoastline.Ithasmorethan50ships,17terminals,21berths.Thecompanyalsooutputs3milliontonsofvarioustypesofmarinefishannuallyandisadiversifiedlarge-scaleintegratedenterprisewhichiscomposedofdeep-seafishing,marinefoodprocessingtrade,fisheriesservices,andrealestatedevelopment.

ZhouyuCompanyhasmanymodernprocessingplantsofaquaticproducts.“Pearl”productshavedevelopedintoleisure,meals,gifts,frozenfoodstuffthesefourseries.Zhouyuadherestothequalitytoenduresurvive,"Pearl"brandisawardedthetitleofChineseFamousBrandanditisZhejiangfamousbrandproducts.Zhouyuregardsprovidinghigh-qualitynutritioussquidasmarket;italsoregardscatchingandprocessingpearlfishingstructureasagoaltocreateabettertomorrow.（cnmingzhu,2010）

Thispaperisdividedintofourparts.Firstly,explainthedefinitionofsustainability,andfurtherconcludesomecontentsitcontains.While,thefisheryresourcesarefacingglobalcrisis,thisisthedestructionofecologicalsustainability.Thereby,leadtothecloselyrelatedrelationshipbetweenZhouyuandsustainabledevelopmentoffisheries.Inthethirdpart,describethepolicyaspectadoptsthemoratoriumsystemwhichisapowerfulmeansofprotectiononfishingandthelegalaspectrestrictstheecologicalthreat,thesearetheimpactedfactorsonZhouyutosustainabledevelopment.Next,accordingtothesefactors,developthreeaspectsthatZhouyushouldenhanceimproveitsdevelopment.

I.Thedefinitionofsustainabilityandsomecontents

1.1Definitionofsustainability

Sustainabilityreferstomanythings.Itcanbelifesystem,productionmethodorawayoflife.Thesustainabilityofhumansocietyconsistsofecologicalsustainability,economicsustainabilityandsocialsustainabilitythesethreeintegralparts.（wikipedia.org,2009）

Inabroadsense,sustainabilityistheabilitytomaintainacertainprocessorstate.Inecology,sustainabledevelopmentcanbedefinedasecosystemshavingacapacity;itisallself-sustainingecologicalprocesses,functions,biodiversityandthefuturevitality.

Sustainabledevelopmentcanbeappliedtoalmosteveryaspectoflifeonearth,especiallymanydifferentlevelsofenvironmentalprotection,includingwetlands,grasslandsandforests.Andithasbecometheconceptofhumanrightsorganizations,suchaseco-cities,sustainablecities,humanactivitiesanddiscipline（suchasrenewableenergy）.（wikipedia.org,2009）

Sustainabilitycanbeanalyzedfromaspectsbelow;therefore,thesearethecontentsofit.

1.2Contentsofsustainability

1.2.1RenewableresourcesandNon-renewableresources

Earth'sresourcesincludetwotypes:

renewableresourcesandnon-renewableresources.Renewableenergyisderivedfromnaturalprocessesthatarereplenishedconstantly.Itincludeselectricityandheatgeneratedfromsolar,wind,ocean,hydropower,biomass,geothermalresources.While,Non-renewableresourceisanaturalresourcewhichcannotbeproduced,re-grown,regenerated,orreusedonascalewhichcansustainitsconsumptionrate.Fossilfuel（suchascoal,petroleumandnaturalgas）andnuclearpowerareexamples.

1.2.2TheimportanceofBiodiversity

Biodiversityistheanimal,plants,microbesonEarthtobediversifiedandtheirgeneticandvariation,includinggeneticdiversity,speciesdiversityandecologicaldiversity.Biodiversityplaysanimportantroleonthehumanbeings.Thereasonsare:

firstly,theneedsforresourcesofdailylifeandtheneedsfornutritionrequirediversityofcreaturestoprovide;secondly,everykindofcreaturehasavarietyofspeciestoensuresurvival;thirdly,survivableenvironmentofhumanneedsvarietyofecosystemstoprovideprotection.（,2008）

1.2.3PopulationinEarth'scarryingcapacity

Earth'scarryingcapacityisdeterminedbynaturalresources,thechoicesofhumanontheeconomy,environment,andculture（valuesandpolicy）andthetotalpopulation.Therefore,thecapacitytocarrypeoplebecomesdynamicanduncertain.Sincethe20thcentury,consumptionofnaturalresourceshasgonebeyondtheearth'sregenerativecapacity.Expertswarnedthat,ifhumansdonotcontrolthebehaviorofover-consumptionofnaturalresources,theEarthcouldfallintothesituationof"ecologicalbankruptcy".

1.2.4Humanbeingsdutyofcare

Climatechangehasbecomeoneofthebiggestthreatsthathumanbeingsshouldfacetogether.Countriesoftheworldputforwardtheconceptsofgreendevelopments,low-carboneconomywithoutpreviousarrangement;thegreenindustrywillbethenewindustry.Earthisthecommonhomeofeveryone,soweshouldco-ordinatethesustainabledevelopmentobjectives,policiesandmeasurestostrengthencooperationamongcountriesandfulfilltheobligationsofeachother,thenmakingcontributionstosustainabledevelopment.

II.RelationshipbetweenZhouyuCompanyandsustainability

Now,theworldisfacingallkindsofproblems:

resultinfishingpracticesofpredatorydestructionbecauseoffisheriesresources,makingfisherybecomenon-renewablenaturalresourcesbecauseofhighcosts.Fisheriesresourcesarefacingtheglobalcrisis.InNovember2006,"Science"magazinehadeverpublishedaresearchreportthat:

iffishingastheexistingmethod,then,thestockoffishwillcompletelydisappearuntil2048（PierreVUARIN,2008）.

Zhouyualsocan’tavoidencounteringsuchasituation.Previousyears,aboundinlargeyellowcroaker,smallyellowcroaker,cuttlefishandhairtailfourmajoreconomicfish,inadditiontohairtail,thoseareendangered.PrawnsandCrabsresourcesencounterpredatorydamagebecauseoftheabuseofpowerpulsesinrecentyears.Resultinsmallershrimp,plummetednetsproduction,therelocationoffishfarms,etc.,thuscausingeconomicefficiencyoffishinginasharpdecline.Furthermore,Fisheriesbenefitsdecrease,theincomegrowthoffishermengoesslowly.TherecessionoffisheryresourcesbecomesthemostcriticalfactorofhinderingZhouyu’sdevelopment.（ZhejiangOceanUniversity,2009）
