Nearlyeveryonewasverymuchagainstmotorcarswhentheyfirstappeared.Sothegovernmentfoundaverycleverwaytotryanddrivethemofftheroads.
Backin1861,apreviousgovernmenthadpassedalawabouttheheavysteamvehicleswhichwerebeginningtocrawlabouttheroadsofBritain.Thislawsaidthatnovehicleshouldgomorethan10milesanhourinthecountryand5milesanhourintown.Fouryearslaterthesespeedlimitswerereducedto4and2m.p.h,andamanwitharedflaghadtowalkinfronttowarnpeopleofthedanger.
