1.General
1.1Purpose
ThisstandardprescribesfireprotectionrequirementsforcorrectionalinstitutionstominimizeriskstolifeandpropertyandtoprotectandconservetheGovernment'sfinancialposition.
1.2Application
(a)ThisstandardappliestocorrectionalinstitutionsundertheadministrationoftheCorrectionalServiceofCanada.
(b)Abuildingorstructureinaninstitutionthatisusedforfarmingpurposesandnotasaresidenceisexemptfromtherequirementsofthisstandard.(Seeappendix A)
(c)Communityresidentialfacilitiesareexemptfromtherequirementsofthisstandard.(Seeappendix A)
1.3Scope
(a)Therequirementsofthisstandardapplytoallnewconstruction,includingadditionsandalterations.
(b)Therequirementsofthisstandardapplytoexistingbuildingstotheextentpracticable.(Seeappendix A)
1.4Administration
(a)TheFireCommissionerofCanadaortheauthorizedrepresentativeoftheFireCommissioner(henceforthreferredtoas FC)isresponsiblefortheadministrationandenforcementofthisstandard.
(b)Thisstandardisnottobeinterpretedaspermittingpracticesspecificallyprohibitedbyprovincial,municipal,orotherfederallegislation.
(c)Wherereferenceismadetoothercodesandstandards,unlessotherwisestipulated,thereferenceshallbetothelatesteditionincludingamendmentstothatcodeorstandard.
1.5Definitions
(a)Certaintermsusedinthisstandardaredefinedtoensureunderstandingoftheirmeaningandintent.
Containeduseareameansasupervisedareacontainingoneormoreroomsinwhichoccupantmovementisrestrictedtoasingleroombysecuritymeasuresnotunderthecontroloftheoccupant,(seeappendix A);(zonededétentioncellulaire);
freeaccessmeansaccesswithoutbarriersthatrequirekeys,specialdevices,remotereleasingdevices,orspecializedknowledgeoftheopeningmechanism,toanapprovedsafearea,(seeappendixA),(accèslibre);
impededegresszonemeansasupervisedareainwhichoccupantshavefreemovementbutrequiretherelease,bysecuritypersonnel,ofsecuritydoorsattheboundarybeforetheyareabletoleavethearea,butdoesnotincludeacontainedusearea,(seeappendixA),(zoneàsortiecontrôlée);
listedmeansequipmentormaterialsincludedinalistpublishedbyanationallyrecognizedorganizationconcernedwithproductevaluation,thatmaintainsperiodicinspectionofproductionoflistedequipmentormaterialsandwhoselistingstateseitherthattheequipmentormaterialmeetsappropriatestandardsorhasbeentestedandfoundsuitableforuseinaspecifiedmanner,(répertorié);
livingunitmeansabuildingorportionthereofcontainingsleepingaccommodationforinmates,andmayincludeancillaryareassuchaslounges,kitchenettes,showers,andjanitor'sclosets.Familyvisitingunitsarenotconsideredtobelivingunits,(unitérésidentielle).
(b)Unlessotherwisestated,thedefinitionsofwordsandphrasesgivenintheNBCandNFCalsoapplytothisstandard.

2.Generalrequirements
2.1Codesandstandards
Exceptasotherwiseprovidedinthisstandard,fireprotectioninallcorrectionalinstitutionsshallconformtotheapplicablerequirementsof:
(i)theNationalBuildingCodeofCanada(NBC);
(ii)theNationalFireCodeofCanada(NFC);
(iii)TreasuryBoardfireprotectionstandards;and
(iv)FCstandards.
2.2Reviewprocedures
Plansandspecificationsforallnewconstruction,includingadditionsandalterations,shallbesubmittedtotheFCforreviewinaccordancewiththeTreasuryBoardFireProtectionStandardforDesignandConstruction(chapter 32).
3.Construction
3.1Buildingswithoutfreeaccess
(a)BuildingsthatdonothavefreeaccessshallconformtotherequirementsoftheNBCforbuildingsofGroup BDivision 1occupancy.
(b)Buildingsthatdonothavefreeaccessshallbeofnoncombustibleconstruction.
3.2Buildingswithfreeaccess
(a)BuildingsthathavefreeaccessshallconformtotherequirementsoftheNBCforthemajoroccupanciesappropriatetotheiruse.(Seeappendix A)
(b)Abuildingthathasfreeaccessshallbeofnoncombustibleconstructionifthebuildingareaexceedsthelimitspermittedinappendix C.(Seealsoappendix A)
3.3Meansofegress
(a)MeansofegressshallconformtotherequirementsoftheNBC.
(b)Adoorinameansofegress,whichisrequiredtobelockedforreasonsofsecurity,shallbesuchastobeopenablebyakeyfrombothsidesofthedoor.(Seeappendix A)
(c)IfintheopinionoftheFCinconsultationwithCSCforreasonsofsecurityitmaybedifficulttogainaccesstoalockedegressdoorintheeventofanemergency,remotereleasingdevicesshallbeprovidedforsuchdoorsinadditiontothekeyreleaseprescribedin3.3(b).(Seeappendix A)
3.4Separationofmajoroccupancies
MajoroccupanciesshallbeseparatedfromeachotherbyfireseparationsinaccordancewiththerequirementsoftheNBC.
3.5Separationwithinfloorareas(seeappendix A)
(a)Exceptasprovidedinclause 3.5(b),thefollowingareasshallbeseparatedfromtheremainderofthebuildingbyafireseparationhavingafireresistanceratingofatleast2 h:
(i)livingunitsineithercontaineduseareasorimpededegresszones;and,
(ii)anyothercontaineduseareas.
(b)Thefireseparationin(a)maybereducedto1 hinasprinkleredbuildingprovidedtheadjacentareaisnotanindustrialuse.(Seeappendix A)
(c)Thefollowingroomsorareasshallbeseparatedfromtheremainderofthebuildingbyafireseparationhavingafireresistanceratingofatleast1 h:
(i)maintenanceshops;
(ii)storagerooms;
(iii)shippingandreceivingareas;and
(iv)kitchen,cafeteriaanddiningareas.
3.6Interiorfinishmaterials
(a)InteriorfinishmaterialsshallconformtotherequirementsoftheNBCandthissubsection.
(b)Exceptasprovidedin(c),interiorwallandceilingfinishesinacontaineduseareashallhaveaflamespreadratingofnotmorethan25andasmokedevelopedclassificationofnotmorethan50.
(c)Interiorpaddingusedforwallsorceilingsshallbeoffireretardantmaterials,suitableforinstitutionaluse.(Seeappendix A)
(d)Interiorfloorfinishmaterialsshallhaveaflamespreadratingofnotmorethan300andasmokedevelopedclassificationofnotmorethan500.
4.Occupancyhazards
4.1General
Unlessotherwisespecifiedinthisstandard,hazardousmaterials,processesandoperationsshallconformtotherequirementsoftheNFC.(Seeappendix A)
4.2Explosivesandammunition
Thestorage,handlinganduseofexplosivesandammunitionshallbeinaccordancewiththeExplosivesAct,R.S.,c.102,S.1andtheExplosiveRegulationspublishedbytheDepartmentofEnergy,MinesandResources.
4.3Mattresses,pillowsandfurniture(seeappendix A)
(a)Mattressesandpillowsshallbeofafireretardanttype,suitableforinstitutionaluse.(SeeappendixA)
(b)Upholsteredorplasticfurnitureshallnotbeusedinacontaineduseareaunlessthefloorareaissprinklered.
(c)Exceptaspermittedin(d),upholsteredorplasticfurnitureincontaineduseareasorimpededegresszonesshallbeofafireretardanttypesuitableforinstitutionaluse.(Seeappendix A)
(d)Furnitureinanimpededegresszoneisnotrequiredtobefireretardantprovided:
(i)thefloorareaissprinklered;and
(ii)thefloorareaisnotoccupiedbyinmates.
4.4Kitchencookingequipment
(a)Commercialkitchencookingequipmentsuchasarange,broiler,fryingunitorotherequipmentcapableofproducinggreaseladenvapoursshallbeprovidedwithalistedgreaseremovalsystem.
(b)Systemsfortheventilationofcommercialkitchencookingequipmentshallbedesigned,constructedandinstalledtoconformtoNFPAStandardNo. 96,InstallationofEquipmentfortheRemovalofSmokeandGreaseLadenVaporsfromCommercialCookingEquipment.
(c)(Seeappendix A)Anautomaticfiresuppressionsystemshallbeprovidedfortheprotectionof:
(i)commercialkitchencookingequipment;and,
(ii)residentialrangesinlivingunits.
5.Fireprotectionsystems
5.1Firealarmsystems
(a)Afirealarmsystemshallbeinstalledineverybuildingexceptaspermittedin(b).
(b)Forabuildinghavingfreeaccessandatotaloccupantloadof10orless,afirealarmsystemisnotrequiredifthebuildingis2storeysinheightandlessthan50 m2inbuildin
