becauseoftheskillorvisionofthoseinhighoffice,butbecauseWethePeoplehaveremained

faithfultotheidealsofourforbearers,andtruetoourfoundingdocuments.

Soithasbeen.SoitmustbewiththisgenerationofAmericans.

Thatweareinthemidstofcrisisisnowwellunderstood.Ournationisatwar,againsta

far-reachingnetworkofviolenceandhatred.Oureconomyisbadlyweakened,aconsequenceof

greedandirresponsibilityonthepartofsome,butalsoourcollectivefailuretomakehard

choicesandpreparethenationforanewage.Homeshavebeenlost;jobsshed;businesses

shuttered.Ourhealthcareistoocostly;ourschoolsfailtoomany;andeachdaybringsfurther

evidencethatthewaysweuseenergystrengthenouradversariesandthreatenourplanet.

Thesearetheindicatorsofcrisis,subjecttodataandstatistics.Lessmeasurablebutnoless

profoundisasappingofconfidenceacrossourland-anaggingfearthatAmerica’sdeclineis

inevitable,andthatthenextgenerationmustloweritssights.

TodayIsaytoyouthatthechallengeswefacearereal.Theyareseriousandtheyaremany.They

willnotbemeteasilyorinashortspanoftime.Butknowthis,America-theywillbemet.

Onthisday,wegatherbecausewehavechosenhopeoverfear,unityofpurposeoverconflict

anddiscord.

Onthisday,wecometoproclaimanendtothepettygrievancesandfalsepromises,the

recriminationsandwornoutdogmas,thatforfartoolonghavestrangledourpolitics.

Weremainayoungnation,butinthewordsofScripture,thetimehascometosetasidechildish

things.Thetimehascometoreaffirmourenduringspirit;tochooseourbetterhistory;tocarry

forwardthatpreciousgift,thatnobleidea,passedonfromgenerationtogeneration:

the

God-givenpromisethatallareequal,allarefree,andalldeserveachancetopursuetheirfull

measureofhappiness.

Inreaffirmingthegreatnessofournation,weunderstandthatgreatnessisneveragiven.It

mustbeearned.Ourjourneyhasneverbeenoneofshort-cutsorsettlingforless.Ithasnotbeen

thepathforthefaint-hearted-forthosewhopreferleisureoverwork,orseekonlythepleasures

ofrichesandfame.Rather,ithasbeentherisk-takers,thedoers,themakersofthings-some

celebratedbutmoreoftenmenandwomenobscureintheirlabor,whohavecarriedusupthe

long,ruggedpathtowardsprosperityandfreedom.

Forus,theypackeduptheirfewworldlypossessionsandtraveledacrossoceansinsearchofa

newlife.

Forus,theytoiledinsweatshopsandsettledtheWest;enduredthelashofthewhipand

plowedthehardearth.

Forus,theyfoughtanddied,inplaceslikeConcordandGettysburg;NormandyandKheSanh.

Timeandagainthesemenandwomenstruggledandsacrificedandworkedtilltheirhandswere

rawsothatwemightliveabetterlife.TheysawAmericaasbiggerthanthesumofourindividual

ambitions;greaterthanallthedifferencesofbirthorwealthorfaction.

Thisisthejourneywecontinuetoday.Weremainthemostprosperous,powerfulnationon

Earth.Ourworkersarenolessproductivethanwhenthiscrisisbegan.Ourmindsarenoless

inventive,ourgoodsandservicesnolessneededthantheywerelastweekorlastmonthorlast

year.Ourcapacityremainsundiminished.Butourtimeofstandingpat,ofprotectingnarrow

interestsandputtingoffunpleasantdecisions-thattimehassurelypassed.Startingtoday,we

mustpickourselvesup,dustourselvesoff,andbeginagaintheworkofremakingAmerica.

Foreverywherewelook,thereisworktobedone.Thestateoftheeconomycallsforaction,

boldandswift,andwewillact-notonlytocreatenewjobs,buttolayanewfoundationfor

growth.Wewillbuildtheroadsandbridges,theelectricgridsanddigitallinesthatfeedour

commerceandbindustogether.Wewillrestoresciencetoitsrightfulplace,andwield

technology’swonderstoraisehealthcare’squalityandloweritscost.Wewillharnessthesun

andthewindsandthesoiltofuelourcarsandrunourfactories.Andwewilltransformour

schoolsandcollegesanduniversitiestomeetthedemandsofanewage.Allthiswecando.And

allthiswewilldo.

Now,therearesomewhoquestionthescaleofourambitions-whosuggestthatoursystem

cannottoleratetoomanybigplans.Theirmemoriesareshort.Fortheyhaveforgottenwhatthis

countryhasalreadydone;whatfreemenandwomencanachievewhenimaginationisjoinedto

commonpurpose,andnecessitytocourage.

Whatthecynicsfailtounderstandisthatthegroundhasshiftedbeneaththem-thatthestale

politicalargumentsthathaveconsumedusforsolongnolongerapply.Thequestionweask

todayisnotwhetherourgovernmentistoobigortoosmall,butwhetheritworks-whetherit

helpsfamiliesfindjobsatadecentwage,caretheycanafford,aretirementthatisdignified.

Wheretheanswerisyes,weintendtomoveforward.Wheretheanswerisno,programswillend.

Andthoseofuswhomanagethepublic’sdollarswillbeheldtoaccount-tospendwisely,reform

badhabits,anddoourbusinessinthelightofday-becauseonlythencanwerestorethevital

trustbetweenapeopleandtheirgovernment.

Noristhequestionbeforeuswhetherthemarketisaforceforgoodorill.Itspowertogenerate

wealthandexpandfreedomisunmatched,butthiscrisishasremindedusthatwithouta

watchfuleye,themarketcanspinoutofcontrol-andthatanationcannotprosperlongwhenit

favorsonlytheprosperous.Thesuccessofoureconomyhasalwaysdependednotjustonthesize

ofourGrossDomesticProduct,butonthereachofourprosperity;onourabilitytoextend

opportunitytoeverywillingheart-notoutofcharity,butbecauseitisthesurestroutetoour

commongood.

Asforourcommondefense,werejectasfalsethechoicebetweenoursafetyandourideals.

OurFoundingFathers,facedwithperilswecanscarcelyimagine,draftedachartertoassurethe

ruleoflawandtherightsofman,acharterexpandedbythebloodofgenerations.Thoseideals

stilllighttheworld,andwewillnotgivethemupforexpedience’ssake.Andsotoallother

peoplesandgovernmentswhoarewatchingtoday,fromthegrandestcapitalstothesmallvillage

wheremyfatherwasborn:

knowthatAmericaisafriendofeachnationandeveryman,woman,

andchildwhoseeksafutureofpeaceanddignity,andthatwearereadytoleadoncemore.

Recallthatearliergenerationsfaceddownfascismnotjustwithmissilesandtanks,butwith

sturdyalliancesandenduringconvictions.Theyunderstoodthatourpoweralonecannotprotect

us,nordoesitentitleustodoasweplease.Instead,theyknewthatourpowergrowsthroughits

prudentuse;oursecurityemanatesfromthejustnessofourcause,theforceofourexample,the

temperingqualitiesofhumilityandrestraint.

Wearethekeepersofthislegacy.Guidedbytheseprinciplesoncemore,wecanmeetthose

newthreatsthatdemandevengreatereffort-evengreatercooperationandunderstanding

betweennations.WewillbegintoresponsiblyleaveIraqtoitspeople,andforgeahard-earned

peaceinAfghanistan.Witholdfriendsandformerfoes,wewillworktirelesslytolessenthe

nuclearthreat,androllbackthespecterofawarmingplanet.Wewillnotapologizeforourway

oflife,norwillwewaverinitsdefense,andforthosewhoseektoadvancetheiraimsbyinducing

terrorandslaughteringinnocents,wesaytoyounowthatourspiritisstrongerandcannotbe

broken;youcannotoutlastus,andwewilldefeatyou.

Now,therearesomewhoquestionthescaleofourambitions-whosuggestthatoursystem

cannottoleratetoomanybigplans.Theirmemoriesareshort.Fortheyhaveforgottenwhatthis

countryhasalreadydone;whatfreemenandwomencanachievewhenimaginationisjoinedto

commonpurpose,andnecessitytocourage.
