1.1scopeofTender招标范围

C.E.OGENCO一IITPSGUDDU（hereinaftercabledTheEmployerwishestoreceivetenderfor

HiringofInternationallyreputedandexperiencedindependentengineer（s）todeterminethe

BenchmarkPerformanceParametersofHeatrate，AnnualAvailability.DependableCapacity，Reliabilityandthebaselinemulti-yeartariffofallblocksofThermalPowerStation，Cuddu

CEOGENCO-IITPSGUDDU（下文称为招标者）面向国际知名工程师，给Guddu热电厂机组的热容量，年可用小时数，可靠容量，安全性，多年费用基线等性能参数做评测

1.2SourceofFunds资金来源

TheEmployerhasarrangedthefundsfromPEPCU'SownresourcesofForeignExchangeallocatedto

G.M.（Thermal）forHiringservicesformajoroverhauling.

招标人已得到隶属于通用公司的PEPCO公司的国际交易资金，用于付这次大修的服务费用

IT2EligibleTenderers投标资格

Tenderingisopentoallfirmswhoarebona-fideSpecialistsconsultants.Thefirm

shouldhaveproperequipmentandateamofqualified&experiencedworldrenownedexpertstocarry

outsuchservicesmentionedinSCHEDULETOTENDER/SCOPEOFWORK.

本次投标面向本行业的各资深专家顾问，投标公司应拥有能提供在招标行程及工程范围里提到的各项服务的设备及资深专家团队。

IT3CostofTendering投标成本

Thetenderershallbearallcostsassociatedwiththepreparationandsubmissionofitstenderandthe

Employerwillinnocaseberesponsibleorliableforthosecosts，regardlessoftheconductoroutcome

ofthetenderingprocess

投标人应承担在投标准备阶段及完成任务期间的相关费用，招标人在此期间不对这些费用负责。

IT5ClarificationofTenderDocuments投标文件澄清

5.1Aprospectivetendererrequiringanyclarification（s）inrespectoftheTenderDocumentsmay

notifytheEmplpyer'saddressgivenhereinbelow：

准投标者若需要投标文件澄清可以通过以下方式与招标人联系获取：

5.2Theemployerwillrespondtoanyrequestforclarificationwhichitreceivesearlierthan15days

priortothedeadlineforthesubmissionoftenders.Copiesoftheemployer‘sresponsewillbefor

wardedtoallprospectivetenderers，atleast7dayspriortodeadlineforthesubmissionoftenders，who

havepurchasedtheTenderDocumentsincludingadescriptionoftheenquirybutwithoutidentifying

itssource。

招标单位将会对在招标截止前15天索取投标文件澄清作出回应，招标文件或其复印件最迟将在投标截止前7天寄出。

副本看老板的反应将提交给所有的人,发出的招标文件，包括描述了调查，但没有查明其来源。

IT6AmendmentofTenderDocuments投标文件的修改

6.1Atanytimepriortothedeadlineforsubmissionoftenders，theemployermay，foranyreason，whetherathisowninitiativeorinresponsetoaclarificationrequestedbyaprospectivetenderers，

modifytheTenderDocumentsbyissuinganamendment

在提交标书最后期限前，业主可根据自己的意愿，或应回复潜在投标者的解释文件的要求，发布附录修改投标文件。

6.2AnyamendmentthusissuedshallbepartoftheTenderDocumentspursuanttosub

Clause6.1hereof，andshallbecommunicatedinwritingtoallpursuanttotheTender

the

towritinginamendmenteachofreceiptacknowledgeshalltendersDocuments.Prospective

employer

根据6.1，对投标文件的任何修改仍属于投标文件并应按照与投标文件相关内容或格式载入。

准投标者应以书面形式向招标单位表示已收到关于投标文件有所修改的通知

6.3Toaffordprospectivetenderersreasonabletimeinwhichtotakeanamendmentintoaccountin

preparingtheirtenders，theEmployermayatitsdiscretionextendthedeadlineforsubmissionof

tenders

考虑修改投标文件后时间有所变动，招标单位将会适当延长提交标书的截止日期

CPREPARATIONOFTENDERS投标准备

IT7languageoftender投标语言

7.1thetenderpreparedbythetenderersandallcorrespondenceanddocumentsrelatingtothe

tender，exchangedbythetendererandtheemployershallbewrittenintheEnglishlanguage，providedthatanyprintedliteraturefurnishedbythetenderersmaybewrittenanotherlanguagesolong

asaccompaniedbyanEnglishtranslationofitspertinentpassagesinwhichcase，forpurposesof

interpretationoftheTender，theEnglishtranslationshallbegovern

招标过程的组织及相关文件的准备由招标单位提供，投标者与招标单位将用英语交流，投标者标书中的一些辅助文件或小册子可使用另外的语言，但与投标有关的段落要有英语译文。

在标书翻译时，以英文为准

IT8documentscomprisingthetender标书的组成文件

8.1Thetenderpreparedbythetenderershallcomprisethefollowingcomponents：

投标者准备的标书应包括以下几部件

a．coveringletter附信

b.formoftenderdulyfilled，signedandsealed标书的正式填写，签署，密封格式

C.schedulestotenderdulyfilledandinitiated，inaccordancewiththeinstructionscontainedtherein

标书正式填写及生效的日程安排和其中包含的说明书

D.tendersecurity投标保证书

IT9SufficiencyofTender投标的充分性

9.1EachtenderershallsatisfyhimselfbeforeTenderingastothecorrectnessandsufficiencyof

hisTenderandoftheratesandpricesenteredinthePriceSchedule,whichratesandpricesshall

exceptinsofarasitisotherwiseexpresslyprovidedinContract/PurchaseOrder，coverallhis

obligationsundertheContract/PurchaseOrderandallmattersandthingsnecessaryforthe

properSupplyofGoods/Spares

每位投标者应该确保其标书的正确性及其充分性并接受费用预算表所确定的费率与价格，这些费率与价格不包括合同或订购单里明文规定的费率与价格，包括了投标人在履行合同或订购单里的义务和工程过程所需的一些必要物件及零件的费用。

9.2Thetendererisadvisedtoobtainforhimselfathisowncostandresponsibility

allinformationthatmaybenecessaryforpreparingthetenderandenteringintocontractfor

executionofthework/supplyofgoods/spares..

招标人应承担参加投标或在合同准备过程所需的一些费用

IT-10.TenderPrice,currencyofTender.&Payment标价，投标的支付货币

10.1ThetenderershallfilluptheScheduleofPriceindicatingtheunitratesandpricesofthegoods

tobesuppliedunderlinecontract/purchaseorder.

对单价和总价未标明的项目，在工程中业主不予以支付，其价格视作已包括在工程量表中其他的单价、总价中。

10.2UnlessotherwisestipulatedintheConditionsofContract，pricesquotedbythetenderershall

remainfixduringthetenderers.performanceoftheContractandnotsubjecttovariationonany

account.

除非合同中另有明确规定，合同包括条款一所述全部工程，以投标者提供的项目单价和总价为基础

IT-11TenderSecurity投标保证

11.1Eachtenderershallfurnish,aspartofhistender,aTenderSecurityintheamountequalto

2%oftheTenderpriceintheformofDepositatcalloraBankGuaranteeissuedbyaScheduled

BankinPakistaninfavouroftheEmployervalidforaperiod30daysbeyondthetenderValiditydate.

投标者应随其标书提交一份投标保函，金额不少于投标价格的２％。

在标书生效30天前，以活期存款或以巴基斯坦预算银行作担保形式交到招标单位。

11.2Anytendernot.accompaniedbyanacceptableTenderSecurityshallberejectedbythe

Employerasnon-responsive任何未附可接受的投标保函的标书都将被招标单位拒绝

11.3The.tendersecuritiesofunsuccessfultendererswillbereturneduponawardofcontractto

thesuccessfultendererorontheexpiryofvalidityofTenderSecuritywhicheverisearlier.

不成功的标书的投标保函将尽快返还，不迟于标书有效期结束前

11.4TheTenderSecurityofthesuccessfultendererwillbereturnedwhenthetendererhasfurnished

therequiredperformanceSecurity.

成功的投标者的投标保函将在其开始进行工程和按要求提供履约保函后返还.

11.5TheTenderSecuritymaybeforfeited投标保函在下列情况将失去

a.Ifatendererwithdrawshistenderduringtheperiodofrendervalidity，

投标者在标书有效期内撤标．

b.Inthecaseofasuccessfultendererifhefailsto：

成功的投标者未签约或未提供必要的履约保函.

i.FurnishtherequiredPerformanceSecurity.

ii.SigntheContract.Agreement/Acknowledgementofpurchaseorder/serviceorder.

11.6TheTenderSecurityandPerformanceSecurityshallbefurnishedonnon-judicialpaperofvalue

prescribedbytheGovt.ofPakistan.投标保证金和履约基金应按巴基斯坦政府所规定的非司法文件形式签署

IT-12.VALIDITYOFSIGNINGANDSUBMISSIONOFTENDERS有效签署及提交标书

12.1Tendersshallremainvalidfortheperiodof.180daysafterthedateofTenderopening.

从特定的投标结束期起６个月内投标书保持有效且可供接受

12.2Inexceptionalcircumstances,theEmployermayrequesttheTendererstoextend.theperiod

ofvalidityforaspecificperiodTherequestandresponsestheretoshallbemadeinwriting.A

TenderermayrefusetherequestwithoutforfeitureofhisTenderSecurity.ATenderer

agreeing.to.therequestwillnotberequired.orpermitted.tomodifyhisTender,butwillberequired

toextendthevalidityofhisTenderSecurityfortheperiodofalltensionandincompliancewith

ClauseIT-11inallrespect.

在特殊条件下，在原标书有效期结束前，业主或其代理人可要求投标者延长其标书有效期。

业主的要求和投标者的答复均应是书面的形式。

投标者可以拒绝这样的要求，且不会因此失去其投标保函。

答应这样要求的投标者不得改动其标书，但被要求顺延其投标保函有效期。

条款IT11中有关投标保函的返还和失去的规定同样适用于延长期。

12.3TenderersareparticularlydirectedthatamountenteredontheformofTenderforperforming.the

contractshallbestrictlyinaccordancewiththeTenderdocuments.

投标者应严格按照招标文件所要求的文件格式及数量签署合同

12.4EachTenderershallprepareoneoriginalandonecopyortheDocumentscomprisingtheTender

andclearlymarkthemORIGINALandCOPYasappropriate.

投标者应准备条款十

（一）规定的标书的一个原本和两个副本，并分别注明“原本”和“副本”。

IntheeventofdiscrepancybetweenthemtheOriginalshallprevail.

如果两者之间有不同，以原本为准。

12.5TheoriginalandcopyoftheTendershallbetypedorwritteninindelibleinkandshallbesigned

bythepersonorperson（s）dulyAuthorizedtosign.Inthecaseofcopies,Photostatsarealso

acceptable.Thisshallbeindicatedbysubmittingawrittenpowerofattorneyauthorizingthe

signatoryoftheTenderer.toactforandonbehalfofTenderer.AllpagesofTendershall.be

initialedandstampedbythepersonorpersonssigningtheTender标书原本和两个副本应打字或用不能抹掉的墨水书就，并由一名或多名有权责成投标者遵守合同的人士签字。

与标书一起应有一份书面委托书用以证明授权。

写有条目和修订内容的每一页标书都要有在标书上签字人士的缩写签名。

12.6Tenderercanquoteforanitemoritems投标者可适当增加条目

12.7Noalternationistobemadeinthe.formofTendernorintheschedulet
