  Sowedecidedtodoanindependentassessmentof10high-riskurbanareas,focusingonkeysecurityindicators.Weanalyzedpublicdata,consultedwithfederalandlocalemergencyworkers,andcontactedthemayors'officestogauge(测量)thereadinessofthesecitiestomeetbothnaturalandman-madedisasters.
