AnalysisofChina'srealestatemarketproblemsandCountermeasures

Thehousingmarketinterferencecanbegenerallyclassifiedintotwomethods:

thenumberofinterferenceandinterference.Theamountofinterferenceisimportantforthehousingsupplyamountofinterference,directlythroughthegovernmentbuiltalargenumberofpublichousingtorenttosupplylowincomehouseholdsandharduserapplications,butthisapproachiseasytocarrytheheavyburdenoffinance.Therefore,inpractice,inadditiontopublichousing,thegovernmentalsoadoptedthefinanceallowancemethod,thatisactuallyonhousingpriceregulationandinterference,financialsubsidiescanbedividedintothedemandforpropertybuyersanddeveloperssupplysubsidiessubsidiesto.Inaccordancewiththegovernmentpolicyandrealestatemarketinterferenceofdifferentcharacteristics,thisarticlefromtheamountofinterferenceandinterferenceoftwopartpriceassessmentrealestatepolicy,governmentinterventionintwopartinvestigatesthegovernmentrealestatepolicy,interventionandpolicyevolution

Reformingandopeningespeciallyhousingsystemreform,ourcountryrealestateindustrysuchasbambooshootsafteraspringrainisswiftandviolentdevelopment,therealestatemarketemergeasthetimesrequire.Therealestateindustryandthedevelopmentofrealestatemarket,ontheonehand,promotethedevelopmentofeconomyofourcountrycountryman,peoplelivingconditionisimprovedtohavepositiveeffect,butalsocausessomeproblemscannotbeignoredinthemarket.

ThefirstsectionofthecurrentrealestatemarketinChinathemainproblems

Atpresent,China'srealestatemarketproblems,tosumup,mainlyinthefollowingfouraspects:

(1)theinvestmentinrealestatedevelopmentinvestmentscaleistoolarge,resultingineconomicrisk.AccordingtotheNationalAcademyofSocialSciences,"2008realestateBlueBook"providesdata,in2007thenationalrealestateinvestmentof2.52yuan,ayear-on-yearincreaseof30.2%,anincreaseof8.1percentagepointsyear-on-yeargrowthrate,higherthanthesameperiodofurbanfixedassetinvestmentgrowthrate4.4percentagepoints;wherein,commodityresidentialinvestment1801000000000yuan,ayear-on-yearincreaseof32.1%,thehighestsince2003,increasingratioyearincreaseby6.5percentagepointshigherthanthesameperiod,therealestateinvestmentgrowthrate1.9percentagepointssince2004,continuedtheresidentialinvestmentgrowthratewerehigherthanthatoftherealestateinvestmentgrowthtrend.Accordingtoanothersurveyoftrafficbank,investmentinrealestatedevelopment,mostenterprisesofrealestatedevelopersbecauseofitsownfundsless,developmentofsourceoffundingtothebankcreditandindirectfinancing,assetindebtedrateishigher.Inthefiercecompetitioninthemarketandthegovernmentmacroeconomicregulationandcontrolpolicyundertheinfluence,theenterpriseoncetheoperationerrorsorcapitalchainruptures,willleadtoalargenumberofbadassetsandnon-performingloans,containsthefinancialrisksandeconomicriskscannotbeignored.

(2)housingsalespriceisexorbitant,causethemajorityofconsumersatthehousingstop.Inrecentyears,thecountryhousepricescontinuetosoar.

(3)housingtheunbalanceofstructureofsupplyanddemand,leadingtomanyconsumerstobuysuitablehousing.Atpresentourcountry'srealestatemarkethousingsupply,prevalenceofhighprofile,small-sizedapartmenthouseslantsmuch,cheap,large-sizedapartmenthousingandeconomichousing,lowrenthousinglessproblems,leadingtomanylivingconditionsforpropertybuyerstobuysuitablehousing,arousedthepublicespeciallylowincomegroupsdissatisfaction,andthenincreasethedifferencesbetweengroupsofsocialcontradiction,increasesocialdisharmoniousfactors.

(4)themarketorderandchaos,ledtotheillegalbehaviorincreases.Oneisthedevelopmentofenterprisesinthehousingsales,landacquisitionandplanningapprovalsuchlinksexistillegalacts;thetwoisthegovernmentdepartmentsatalllevelsinlanddevelopment,housingconstructionexistsintheprocessoflandexpropriation,thedevelopmentofenterprisestochaostocollectfeesbehavior.AccordingtotheMinistryofconstructionin2007eightdepartmentstocarryoutthenationalrealestatemarketorderspecialrectificationworkinstatistics,allaroundtherealestatedevelopment,trade,intermediaryandotheraspectsofthecomprehensiveinspection,inaccordancewiththelawandrealestateenterprisesanddepartmentsinchargeofallkindsofillegalacts,Shanxiprovinceinvestigatesillegalfor189projects,total22%;HebeiProvincefoundproblematicdevelopmentprojectfor326,accountedfor24%ofthetotal;Chongqingcityhadproblemsfindingtherealestatedevelopmentprojects158,accountingfor16%ofthetotal.

Sectionsecondofthecurrentourcountryrealestatemarketisthemaincauseoftheproblem

Ledtotheabove-mentionedproblemsismanysided,butalsoisacomplex.Tosumup,Ithink,mainlyincludingtheobjectivereasons,subjectiveintentionmainlyconsistingmainlyofreasonofunbalanceofsupplyanddemandandhousinginthreeaspects.

(1)thedominantcauseofobjectiveconditions.Oneisfromtherealestatemarketsituation,duetothedevelopmentofChina'smarketeconomyisstillinsufficient,marketeconomicsystemasapartoftherealestatemarketsystemisstillinthestageofconstructionandperfectceaselessly,marketselfregulationandperfectmechanismisnotyetfullyformed,realestatemarkethasledtotheemergenceoftheseproblems.Twofromthegovernment'smacro-controlrealestatemarketsituation,becausetherealestatemarketinChinaisstillanewbornthing,thegraspoftherealestatemarketisaprocessofadaptation,andthegovernmenthasintroducedregulatorymeasuresalsohaveaprocess,sotheeffectofgovernmentregulationofmarketshownodoubthasoppositelagcharacteristics,realestatemarkethasledtotheproblemdifficulttosolve.Threefromthepricerisingfactors,largedemandforhousing,land,rawmaterialpricerisesceaselessly,laborremunerationincreasegradually,therealestateproductqualityandcontentofscienceandtechnologycontinuedtoimprove,leadingtotherealestateproductioncostishigher,therebyaffectingthepricescontinuedtorise.

(2)thesubjectiveintentionmainreasons.Undertheconditionofmarketeconomy,themarketmainbodyandotherpartieshavetheirowninterestpursuit.Whenthepartiesinterestsgame,toachieveitsmaximumbenefitsofdesire,oftenappearweakandstrongdamagepublicinterestsphenomenon,resultingintherealestatemarkettheproblems.Itsincorporateis:

oneisthepartoftherealestatedevelopersinpursuitoftheirowninterests,regardlessofnationalpolicyandregulations,regardlessoftheharmthepublicinterest,andthereforethereisblindinvestment,anillegalpart,isformedbetweentheenterprisepriceallianceorpropertyhoarding,driveuppricesofbuildinghighprofilesmall-sizedapartmentbuildlesslow-gradelarge-sizedapartmenthousingact,causeinvestmenttoobig,marketdisorder,unbalanceofstructureofsupplyanddemand,housingpricesrisehigh.Twoisthenumberofintermediaryorganizationsandsocialspeculationfundstoparticipateinthehousingspeculation,housingsupply,housingpricessoared,confusioninthemarketplayarole.Peopleforhavinghearditmanytimes"Wenzhourealmission"andforeignfundsthroughvariouschannelstoenterthedomesticrealestatespeculationisapowerfulexample.Threeispartofthelocalgovernmentfromlocalinterests,one-sidedpursuitofeconomicgrowthandtherealestatemarketshort-termprosperity,neglecttheimportanceandurgencyofmacroscopicaladjustingcontrol,intheimplementationprocessofthecentralregulatorypolicyfilter,selecttheavailablecontentexecution,ortakeanalternativeimplementationandsymbolicexecution,resultingin"apolicy,apolicyof"implementationdeviation,leadingtotherealestatemarketregulationpolicyintheimplementationofaliasing,ledtotherealestatemarketproblemshavenotbeeneffectivelyresolved,theimpactofthegovernmentmacro-controlmeasureseffect.

(3)housingthecauseofunbalanceofsupplyanddemand.Theincreaseinhousingsupplycannotkeepupwithdemandgrowth,marketsupplyanddemandimbalance,leadingtotherealestatemarketistheproblemofadeep-seatedreason.Largescalefarmersbasichousingdemand,towndwellerconsumesastructuretoupgradetoimprovethehousingneeds,oldhousingrenovationcausedbythepassivenatureofthehousingdemand,theindustrializationthatfinishonthebusinesspremisesoftheincrementaldemand,thedemandofseveralsuperimposed,resultinginaChineseurbanhousingdemandrigidity,decidedthefuturefordecadesinChinacityhousingsupplycannotmeetthedemandofthebasicsituation.Peopleonthehousingconsumptiondemandincreasesceaselessly,thehousingsupplycannotmeettheincreasingdemandofthesociety,inthiscase,theinvestmentincreases,pricesandspeculationandotherproblemswillbedifficulttoavoid.

Sectionthirdofthegovernmentmacroeconomicregulationandcontrolistosolvetherealestatemarketistheinevitablechoiceoftheproblem
