SAFETY,HEALTHANDENVIRONMENTALREQUIREMENTS
GENERALPROVISIONS
1.COMPLIANCEWITHSAFETY,HEALTHANDENVIRONMENTALREQUIREMENTS
CONTRACTORandallCONTRACTORemployees,agentsandsubcontractorsshallcomplyatalltimeswithallapplicableSaudiArabGovernmentsafety,healthandenvironmentalregulationsandallSAUDIARAMCOGeneralInstructions(G.I.s),andotherrelatedrulesandregulations.Specifically,CONTRACTORshallcomplywiththeprovisionsoftheSAUDIARAMCOConstructionSafetyManual(CSM),SAUDIARAMCOConstructionSafetyManualHandbook(CSMH),sectionsI&IIofthisScheduleandallothersuchrelatedrequirements,specificationsandstandardsasaremadeknowntoCONTRACTORbySAUDIARAMCO.Incaseofconflictingrequirements,themoststringentrequirementshallapply.
CONTRACTORshallhaveavailableattheWORKsitethemostcurrentcopyoftheSAUDIARAMCOConstructionSafetyManualandallapplicableSAUDIARAMCOG.I.s,Handbooks,andEngineeringStandards.CONTRACTORmayrequest,fromtheCompanyRepresentative,copiesofthoseSAUDIARAMCOstandards,rulesandregulationswhichareapplicabletothiscontract.
Additionally,CONTRACTORshallcomplywithallapplicableSAUDIARAMCOOperationsorRefineryInstructionManuals.ForoffshoreWORK,CONTRACTORshallcomplywithProducingDepartment'sOperationsInstructionManual(O.I.M.Number1.519)andMarineDepartment'slatestupdatedversionofthe"BasicMarineVesselSpecificationsandRequirements."
CONTRACTORshallalsotakeorcausetobetakenanyadditionalmeasuresunderthedirectionoftheCompanyRepresentativetopreventtheinjuryordeathofanyperson,oranydamageorlossofproperty,lossofprocess,ordamagetotheenvironmentduringCONTRACTOR'sperformanceoftheWORK.
SAUDIARAMCOreservestherighttomonitorandinspectanyWORKSite,laydownyard,fabricationyard,clinic,campanddiningfacility(onoroffSAUDIARAMCOproperty)forcompliancewiththeabovereferencedSafety,HealthandEnvironmentalRequirements.
2.DEVIATIONFROMSAFETY,HEALTHANDENVIRONMENTALREQUIREMENTS
AnydeviationbyCONTRACTORfromSAUDIARAMCO's(orotherapplicable)safety,healthandenvironmentalrequirements(orrulesandregulations)shallbeapproved,inadvance,inwritingbytheCompanyRepresentative.
3.FAILURETOCOMPLY
ShouldCONTRACTORfailtocomplywithanyoftherequirementsofthisSchedule"D",SAUDIARAMCOreservestherighttonotifyCONTRACTORofthissituation.Uponreceivingsuchnotification,CONTRACTORshallimmediatelytakeallnecessarycorrectiveactions.Anycorrectiveactionshall,unlessprovidedotherwiseinthisContract,betakenatCONTRACTOR'sexpense.IfCONTRACTORfailstotakepromptcorrectiveaction,theCompanyRepresentativemaydirectCONTRACTORtosuspendallorpartoftheWORKpursuanttoSchedule"A"untilsatisfactorycorrectiveactionhasbeentaken.CostsincurredbyCONTRACTORasaresultofsuchWORKsuspensionshallbesolelyCONTRACTOR'sresponsibility,andanyresultantCONTRACTORperformancedelaysshallnotbedeemedexcusablehereunder.
4.SAUDIARAMCOASSISTANCE
CONTRACTORmayrequestassistancefromSAUDIARAMCOwithrespecttotheimplementationofitsSafety,HealthandEnvironmentalRequirements.TheCompanyRepresentative(ortheCompanyRepresentative’sdesignatedpartyorparties)mayprovideassistancetotheCONTRACTORbyexplaininggoodsafetyandsoundenvironmentalpractices,pointingoutunsafeconditions,andbyapplyingexperienceandjudgment,toassistCONTRACTORinimprovingsafetyandtosafeguardtheenvironment.SuchassistancebySAUDIARAMCOshallinnowayrelieveCONTRACTORofitsresponsibilitiesassetforthinthisSchedule"D".
ENDOFGENERALPROVISIONS
SECTIONI-SAFETYANDHEALTHREQUIREMENTS:
1.LOSSPREVENTIONPROGRAM
CONTRACTORshallprepareandsubmitaLossPreventionProgramwithajob-specificHazardIdentificationPlan(HIP),asdescribedinsectionI-1.3oftheSAUDIARAMCOConstructionSafetyManual,totheCompanyRepresentativeforapprovalnolaterthanfifteen(15)workingdaysbeforestartingWORK.CONTRACTORshallensurefullimplementationoftheProgram.CONTRACTORshallappointaqualifiedfull-timeSafetySupervisor(whoissubjecttoSAUDIARAMCOapproval),fluentinspokenandwrittenEnglish,tocoordinatetheLossPreventionProgram.Heistobeprovidedwithadedicatedmeansoftransportation.Thename,qualifications,servicevehicletype,phonenumber,andaddressoftheSafetySupervisorshallbesubmittedtotheCompanyRepresentativeforapprovalandconcurrence.TheSafetySupervisorshallbefrequentlypresentattheWORKsitewhileCONTRACTORpersonnelareworking.
TheProgramshalloutlinespecificessentialmeasurestobetakenbyCONTRACTORtopreventhumaninjuries,property/equipmentdamage,lossofprocess,ordamagetotheenvironmentandtoensurecompliancewiththisSchedule"D".
TheProgramshallbeorganizedandimplementedbyeachcraftorcrewsupervisor.Itshallincludeaspecificplantoholdadocumentedten-minutesafetydiscussion,organizedandimplementedbyeachcraftorcrewsupervisoratleastonedayineachworkingweek.ThesemeetingsshallbemonitoredbyCONTRACTOR’Smanagementandkeystaffpersonnel.
2.WORKPERMITS
CONTRACTORshallobtainaWORKPermit(SAUDIARAMCOform924-1through924-4)foranyWORKtobecarriedoutduringeachshiftinanySAUDIARAMCOspecified"RestrictedArea"orasmayberequiredbytheCompanyRepresentative.ItshallbeCONTRACTOR'sresponsibilitytoascertain,inadvance,whethertheWORKareaisdesignatedaRestrictedArea.TheCompanyRepresentativecangiveguidanceonRestrictedArealocations.CONTRACTORshallonlyprovidequalifiedandcertifiedcraftpersonneltoexecuteand/orsuperviseWORK.WORKPermitcoursesareprovidedbytheLossPreventionDepartment.ThecertificatesofallSAUDIARAMCOcontractorsshallbeapprovedbytheproponentorganizationsuperintendent.
SupervisorypersonnelorotherqualifiedstaffmustalwaysbepresentattheWORKSitewhileanyWORKisinprogress.AllWORKPermitproceduresshallbecarriedoutbyCONTRACTORinaccordancewithSAUDIARAMCOG.I.2.100,WorkPermitSystem.OtherG.I.smayapplyaswell,suchasG.I.2.102,PressureTestingSafely,G.I.6.012,Isolation,LockoutandUseofHoldTags,andG.I.2.709,GasTestingProcedure-Using3-In-1GasMonitor.AlsoseesectionII-1oftheSAUDIARAMCOConstructionSafetyManual,titled“WorkPermitSystem.”
3.WELDINGANDCUTTINGEQUIPMENT
Allweldingandcuttingequipmentshallcomplywithbestindustrystandards,andbemaintainedingoodcondition.AllCONTRACTORweldersorweldingoperatorsshallbequalifiedandcertifiedperSaudiAramcoEngineeringProceduresSAEP-321,SAEP-322,SAEP-323,SAEP-324,andSAEP-1101to1117fortheWORKtheywillbedoing.(AlsoseesectionII-5oftheSAUDIARAMCOConstructionSafetyManual,titled“Welding,Cutting,andBrazing.”)
4.PERSONALPROTECTIVEEQUIPMENT(PPE)
CONTRACTORshall,asaminimum,provide,maintainandenforcetheuseoftheitemsofpersonalprotectiveequipment(PPE)listedinsectionI-9,“PersonalProtectiveEquipment,”oftheSAUDIARAMCOConstructionSafetyManual,andG.I.6.020,PersonalFlotationDevicesforWorkOn,OverorNearWater;G.I.6.021,SafetyRequirementsforAbrasiveBlastCleaning;G.I.7.027,CraneSuspendedPersonnelWorkPlatforms;G.I.8.001,SafetyRequirementsforScaffolds;G.I.8.002,SafetySpectacles;andG.I.8.005,Protective(Safety)Footwear.SAUDIARAMCOrequires"special"personalprotectiveequipmenttobeusedforanyoperationinvolvingchemicalhandling,tetraethyllead,asbestos,abrasiveblasting,painting/coatingorotherhazardous/toxicmaterial.CONTRACTORshallcomplywiththeserequirementsandallPPErequirementsstipulatedbythemanufacturerofthehazardous/toxicmaterial.SpecificationsofallPPEtobeusedbytheCONTRACTORshallbeincludedintheCONTRACTOR’SLossPreventionProgramsubmittedforreview.
5.TOOLSANDPORTABLEPOWERTOOLS
Toolsshallbeequippedwithpropersafeguardsandusedonlyinapplicationsforwhichtheyweredesigned.Portablepowertoolsshallbeofthedoubleinsulatedtypeorthree-wiregroundedtype,andshallnotberatedorusedatavoltageexceeding125volts(seesectionII-10.3,“PowerTools,General,”oftheSAUDIARAMCOConstructionSafetyManual).Allel
