TheRoadDevelopmentAgencyintendstocarryoutperiodicmaintenanceworksonvariousroadsinthecountryusingfundsfromtheRoadFundassupporttotheongoingRoadSectorInvestmentProgramme（RoadSIPII）.TheRoadDevelopmentAgencynowintendstoapplypartofthefundstocovereligiblepaymentsunderthecontractfortheperiodicmaintenanceworksonmainanddistrictroads–D036fromMunungaviaNkoshyatoMukunsainLuapulaProvince（86.1km）.

TheZambiaNationalTenderBoard,onbehalfoftheRoadDevelopmentAgency,nowinvitessealedbidsfromeligiblebidders.ThetenderisopentofirmsthatareregisteredinZambiaascontractorsofroadworkswiththeNationalCouncilforConstruction（NCC）inCategoryR,Grade3,2and1.

Theprimaryobjectiveoftheworksandservicessoughtbythesecontractsistorehabilitatetheroadstoallweatheraccessibility.

Thescopeofworksforthiscontractincludes,butisnotlimitedtothefollowing:

1）rehabilitationworkswhichmayincludegravellinganddrainageworks;

2）worksincludinggrading,possiblere-gravelling,reshaping,bridgeandembankmentmaintenanceandvegetationcontrol;and

3）otherworksconsistingactivitiesneededtoensureallweatheraccessibilityoftheroads.

A.General

1.ScopeofBid

1.1TheEmployerasdefinedintheContractDatainvitesbidsfortheWorks,asdescribedintheContractData,SpecificationandBillofQuantities.ThenameandidentificationnumberoftheContractisprovidedintheContractData.

1.2ThesuccessfulBidderwillbeexpectedtocompletetheWorkswithinthecontractperiodspecifiedintheContractData.

2.TenderAuthority

2.1TheTenderAuthoritydefinedintheBiddingDataherebyinvitessealedtendersfromsuitablyqualifiedContractors.

2.2InterestedBiddersareherebyrequestedtocollectthebiddingdocumentsfromtheTenderAuthorityonpaymentofanon-refundablefee,sumisspecifiedintheBiddingData,orit’sequivalentinanyfreelyconvertiblecurrencyattheprevailingexchangerate,inCashorbyBank-certifiedcheque.

3.EligibleBidders

3.1ShouldberegisteredwiththeNationalCouncilforConstruction（NCC）incategoryR,Grade3,2and1.

3.2ThisInvitationforBidsisopentoallbidderswhoareValueAddedTaxregisteredwithZambiaRevenueAuthorityandshouldbeinapossessionofaVATcertificateand/orshowproofofaVATexemptioncertificate.

4.QualificationoftheBidder

4.1Allbiddersshallincludethefollowinginformationanddocumentswiththeirbids:

（a）CopyofCertificateofincorporation;

（b）CopyofRegistrationCertificatefromNCC;

（c）CopyoforiginalCertificateofValueAddedTaxregistration;orVATExemptionCertificate;

（d）Copyofthereceiptofpurchaseofthebiddingdocument;

（e）KeyPersonnelarelistedintheBiddingData.

f）Theproposedallocation/organisationoflabourresources;

g）CopyofrelevantbankstatementfromtheContractorsBank,notolderthantwomonthsfromtheclosingdateoftheTenderstatedintheInvitationofBids;

h）DailywagerateforcasualworkersconformingtothecurrentlabourLawsorbetter;

i）Detailsofplant,equipmentandvehiclesfortransporttobeusedwithanindicationofthetypeandage.CopiesofregistrationdocumentsshouldbeprovidedformajorequipmentownedbytheBidder.Iftheintentionistohiresomeplant,equipmentand/orvehicles,thenadeclarationshouldbeprovidedfromthehirer（accompaniedbycopiesofregistrationdocumentsforvehicles）clearlystatingtheavailabilityoftheplanttotheBidderifheisawardedthecontract.BiddershouldownESPECIALLYthelistedequipmentintheBiddingData.
