WASHINGTON（CNN）--ThefollowingisatranscriptofthefulltextofPresidentBush'sStateoftheUnionaddress,releasedbytheWhiteHouse:

Mr.Speaker,VicePresidentCheney,membersofCongress,membersoftheSupremeCourtanddiplomaticcorps,distinguishedguestsandfellowcitizens:

Todayournationlostabeloved,graceful,courageouswomanwhocalledAmericatoitsfoundingidealsandcarriedonanobledream.Tonightwearecomfortedbythehopeofagladreunionwiththehusbandwhowastakenfromhersolongago,andwearegratefulforthegoodlifeofCorettaScottKing.

EachtimeIaminvitedtothisrostrum,Iamhumbledbytheprivilege,andmindfulofthehistorywehaveseentogether.WehavegatheredunderthisCapitoldomeinmomentsofnationalmourningandnationalachievement.WehaveservedAmericathroughoneofthemostconsequentialperiodsofourhistory--andithasbeenmyhonortoservewithyou.

Inasystemoftwoparties,twochambers,andtwoelectedbranches,therewillalwaysbedifferencesanddebate.Buteventoughdebatescanbeconductedinaciviltone,andourdifferencescannotbeallowedtohardenintoanger.Toconfrontthegreatissuesbeforeus,wemustactinaspiritofgoodwillandrespectforoneanother--andIwilldomypart.Tonightthestateofourunionisstrong--andtogetherwewillmakeitstronger.

Inthisdecisiveyear,youandIwillmakechoicesthatdetermineboththefutureandthecharacterofourcountry.Wewillchoosetoactconfidentlyinpursuingtheenemiesoffreedom--orretreatfromourdutiesinthehopeofaneasierlife.Wewillchoosetobuildourprosperitybyleadingtheworldeconomy--orshutourselvesofffromtradeandopportunity.

Inacomplexandchallengingtime,theroadofisolationismandprotectionismmayseembroadandinviting--yetitendsindangeranddecline.Theonlywaytoprotectourpeople...theonlywaytosecurethepeace...theonlywaytocontrolourdestinyisbyourleadership--sotheUnitedStatesofAmericawillcontinuetolead.

Endtotyranny

Abroad,ournationiscommittedtoanhistoric,long-termgoal--weseektheendoftyrannyinourworld.Somedismissthatgoalasmisguidedidealism.Inreality,thefuturesecurityofAmericadependsonit.

OnSeptember11th,2001,wefoundthatproblemsoriginatinginafailedandoppressivestate7,000milesawaycouldbringmurderanddestructiontoourcountry.

Dictatorshipsshelterterrorists,feedresentmentandradicalism,andseekweaponsofmassdestruction.Democraciesreplaceresentmentwithhope,respecttherightsoftheircitizensandtheirneighbors,andjointhefightagainstterror.

Everysteptowardfreedomintheworldmakesourcountrysafer,andsowewillactboldlyinfreedom'scause.

Farfrombeingahopelessdream,theadvanceoffreedomisthegreatstoryofourtime.In1945,therewereabouttwodozenlonelydemocraciesonearth.Today,thereare122.Andwearewritinganewchapterinthestoryofself-government--withwomenlininguptovoteinAfghanistanandmillionsofIraqismarkingtheirlibertywithpurpleinkandmenandwomenfromLebanontoEgyptdebatingtherightsofindividualsandthenecessityoffreedom.

Atthestartof2006,morethanhalfthepeopleofourworldliveindemocraticnations.Andwedonotforgettheotherhalf--inplaceslikeSyria,Burma,Zimbabwe,NorthKorea,andIran--becausethedemandsofjustice,andthepeaceofthisworld,requiretheirfreedomaswell.

Noonecandenythesuccessoffreedom,butsomemenrageandfightagainstit.AndoneofthemainsourcesofreactionandoppositionisradicalIslam--theperversionbyafewofanoblefaithintoanideologyofterroranddeath.

Terroristthreat

TerroristslikebinLadenareseriousaboutmassmurder--andallofusmusttaketheirdeclaredintentionsseriously.

Theterroristshavechosentheweaponoffear.

TheyseektoimposeaheartlesssystemoftotalitariancontrolthroughouttheMiddleEast,andarmthemselveswithweaponsofmassmurder.TheiraimistoseizepowerinIraq,anduseitasasafehaventolaunchattacksagainstAmericaandtheworld.

Lackingthemilitarystrengthtochallengeusdirectly,theterroristshavechosentheweaponoffear.WhentheymurderchildrenataschoolinBeslanorblowupcommutersinLondonorbeheadaboundcaptivetheterroristshopethesehorrorswillbreakourwill,allowingtheviolenttoinherittheearth.Buttheyhavemiscalculated:

Weloveourfreedom,andwewillfighttokeepit.

Inatimeoftesting,wecannotfindsecuritybyabandoningourcommitmentsandretreatingwithinourborders.Ifweweretoleavetheseviciousattackersalone,theywouldnotleaveusalone.Theywouldsimplymovethebattlefieldtoourownshores.

Thereisnopeaceinretreat.Andthereisnohonorinretreat.

ByallowingradicalIslamtoworkitswill--byleavinganassaultedworldtofendforitself--wewouldsignaltoallthatwenolongerbelieveinourownideals,oreveninourowncourage.

Butourenemiesandourfriendscanbecertain:

TheUnitedStateswillnotretreatfromtheworld,andwewillneversurrendertoevil.

Americarejectsthefalsecomfortofisolationism.WearethenationthatsavedlibertyinEurope,andliberateddeathcamps,andhelpedraiseupdemocracies,andfaceddownanevilempire.Onceagain,weacceptthecallofhistorytodelivertheoppressed,andmovethisworldtowardpeace.

Weremainontheoffensiveagainstterrornetworks.Wehavekilledorcapturedmanyoftheirleaders--andfortheothers,theirdaywillcome.

WeremainontheoffensiveinAfghanistan--whereafinepresidentandnationalassemblyarefightingterrorwhilebuildingtheinstitutionsofanewdemocracy.

HopesforIraq

AndweareontheoffensiveinIraq,withaclearplanforvictory.

First,wearehelpingIraqisbuildaninclusivegovernment,sothatoldresentmentswillbeeased,andtheinsurgencymarginalized.

Weareinthisfighttowin,andwearewinning.

Second,wearecontinuingreconstructionefforts,andhelpingtheIraqigovernmenttofightcorruptionandbuildamoderneconomy,soallIraqiscanexperiencethebenefitsoffreedom.

Third,wearestrikingterroristtargetswhilewetrainIraqiforcesthatareincreasinglycapableofdefeatingtheenemy.Iraqisareshowingtheircourageeveryday,andweareproudtobetheiralliesinthecauseoffreedom.

OurworkinIraqisdifficult,becauseourenemyisbrutal.Butthatbrutalityhasnotstoppedthedramaticprogressofanewdemocracy.

Inlessthanthreeyears,thatnationhasgonefromdictatorship,toliberation,tosovereignty,toaconstitution,tonationalelections.Atthesametime,ourcoalitionhasbeenrelentlessinshuttingoffterroristinfiltration,clearingoutinsurgentstrongholds,andturningoverterritorytoIraqisecurityforces.

Iamconfidentinourplanforvictory,IamconfidentinthewilloftheIraqipeople,Iamconfidentintheskillandspiritofourmilitary.Fellowcitizens,weareinthisfighttowin,andwearewinning.

Theroadofvictoryistheroadthatwilltakeourtroopshome.Aswemakeprogressontheground,andIraqiforcesincreasinglytakethelead,weshouldbeabletofurtherdecreaseourtrooplevels--butthosedecisionswillbemadebyourmilitarycommanders,notbypoliticiansinWashington,D.C.

OurcoalitionhaslearnedfromexperienceinIraq.Wehaveadjustedourmilitarytacticsandchangedourapproachtoreconstruction.Alongtheway,wehavebenefitedfromresponsiblecriticismandcounselofferedbymembersofCongressofbothparties.Inthecomingyear,Iwillcontinuetoreachoutandseekyourgoodadvice.

Yetthereisadifferencebetweenresponsiblecriticismthataimsforsuccess,anddefeatismthatrefusestoacknowledgeanythingbutfailure.Hindsightaloneisnotwisdom.Andsecond-guessingisnotastrategy.

Withsomuchinthebalance,thoseofusinpublicofficehaveadutytospeakwithcandor.AsuddenwithdrawalofourforcesfromIraqwouldabandonourIraqialliestodeathandprisonputmenlikebinLadenandZarqawiinchargeofastrategiccountryandshowthatapledgefromAmericameanslittle.

MembersofCongress:

howeverwefeelaboutthedecisionsanddebatesofthepast,ournationhasonlyoneoption:

Wemustkeepourword,defeatourenemies,andstandbehindtheAmericanmilitaryinitsvitalmission.

AMarine'ssacrifice

Ourmenandwomeninuniformaremakingsacrifices--andshowingasenseofdutystrongerthanallfear.Theyknowwhatitisliketofighthouse-to-houseinamazeofstreets,towearheavygearinthedesertheat,toseeacomradekilledbyaroadsidebomb.Andthosewhoknowthecostsalsoknowthestakes.

Aswehonorourbravetroops,letusneverforgetthesacrificesofAmerica'smilitaryfamilies.
