1.0PURPOSE

Thissectioncoverstherequirementsforcleaningoftankandrelevantlinesfromthesand,dust,rustparticles,afterhydrotestofCACATTankandconnectedpipesasasupplementofcleaningprocedure.

Thewatercirculation/flushingandblowingoperationsshallbecarriedoutsystematicallyuntilbeingsurethatnoforeignmatteriscirculatingatthemomentofStartUp.

4.0PRECAUTIONONPLANNING

CleaningplansshouldbepreparedinaccordancewithPre-commissioningprocedureandspecificjobspecification.

Forwatercleaningbycirculation,prepareaschemedrawingbyenteringthe

informationintheduplicatesoftheP&IDdiagramandutilityflowdiagram.

Astomaterialsconsiderednecessaryindesigningacleaningplan,prepareamateriallisttoarrangeforobtainingnecessarymaterials.

Openandclosetheventanddrainvalvesatthepropertimetocheckforclogging.

Forwater/aircleaning,markthedischargepoint“Danger”ormakeabarricadetapearounditbyasuitablemeans.

Plandisposalofsludgeandwasteliquidsduringthetankwashingandlineflushing

Fortemporarypiping,usepipingmaterialsthatarefreefromrustandcontamination.

Airblowingisahazardousoperation,veryhighforcesaregeneratedattheoutletpipe.

therefore,specificsafetyproceduresmustbecloselyadheredto;

anareaofatleast10metersaroundoutletpointswillberopedoffatthereleaseof

airespeciallyduringsummerseason

5.0PREPARATIONFORWASHINGANDBLOWING

Beforethewaterflushing/blowingthroughthetankandconnectedlines,theyshallberequiredtopreparethecircuitsbycarryingoutfollowingoperations.

Fieldsupervisorwillprovideanytemporaryandsuitablereinforcementonthesupportsinordertoavoidanypipingmovementduringthecleaning.

Opentheflangeatconnection,andinstallablindplatetothedrumsuctionanddischargenozzlestopreventtheentryofforeignmatterintothem.

Allmeasurementelement,diaphragm,instrument,PSVcontrolandcheckvalvethatmightbepluggedbydirt,shallberemovedfromtheflushinglinesandwashingtanks.

Fortemporaryflushing/blowing,usecompressedasbestosgaskets.

Insertpropergasketsonlyforthefinalreassemblingofthecircuit.

IfnotsupplybyfixedtemporarydemiwaterfromU&O,usethealternativewater,whichshouldbeprepared.

Waterconsumptionisestimatedtobemoredoublethevolumeofpipingandtank.

IfnotsupplybypermanentaircompressorfromU&O,usethetemporaryaircompressor,whichshouldbepreparedinthefollowingway.

a.Installanoilfiltertothedischargesideoftemporarycompressortopreventtheentranceofoilintoequipmentoruseanoil-freecompressor

b.Temporarycompressorwillbeequippedwithconnectionhose,engineoil,coolingsystemandtemporarydryeretc.

Fortemporaryflushing/blowing,usecompressedasbestosgaskets.

Insertpropergasketsonlyforthefinalreassemblingofthecircuit.

Confirmalwayscleaningwater/airofsourcethroughLABanalysis,beforeinitialstartforblowingandwashing.

5.1InternalWashingforTank

InternalwashingofdrumisgenerallyperformedbyaspecializedSUBcontractor,whichwillberequestedtoissuetherelevantcleaningdetailedprocedure.

ForFloatingRoofTank（FRT）madebythestainlesssteel,itisnecessaryto

Chemicaltreatmentphasetoremoveironoxidesbysubcontractor

Finallyinternalsurfaceshouldbecompletelycleanedwiththewashingwater

Thewashingofwallinsideoftankwithpressuredspraywateriseffectiveinremovingloosedebris,rustandmillscale.

Elementsofinsideoftankinthevicinityshallbeprotectedfromthewaterspray,ifnecessary

Adequatemeasuresshallbetakentoensuresafeandenvironmentallyacceptabledisposalofeffluent

Aftercleaningtheinsidedrum,wipethemoistureofthedrumbottombyclothes,ifpossible

5.2Drying-outforTank（ifneed）

Beforechargingtheprocessfluidssuchasproductsandfeedstockintothestoragetanks,thesystemincludingthepipesandaccessories,shouldbedriedoutthoroughlytoavoidthecontaminationofwashedwater.

Afterthewaterwashingandhydrostatictestofthestoragetanks,theremainedwatershouldbedrainedoutcompletelythroughtheeachpoint

Takecarenottogetvacuumtankduringthewaterdraining.Ventvalveormanholecovershallbefullyopenedforthatpurpose.

Dryingiscarriedoutbyblowingtheairtotheatmospherethroughtheventanddrainvalves,inthatcaseblowingcanbeperformedwithtemporarilyinstalledequipmentsuchasblower,compressorandfanetc.

Ifthedewpointofthegasinthetankreachestotherequiredvalue,dryingiscompleted

Thedryplantairispreferableforthedryingoutoftheatmospherictankshouldremovedduringthedryingoutoperationtoavoidthepluggingofthembythedustaccompaniedwithblownair

5.3InternalInspectionforTank

Beforetostartanyactivityonstaticequipmentitisnecessarytoinspectinternallyforcleanliness,

Internalatmosphereshallbetestedtochecktheoxygencontentanddetectthepresenceofanydangeroussubstancebeforeenteringinthedrumandtheconfinedspaceentryprocedureshallbefollowed.

Tankshallbesufficientlycleanedtoallowvisualinspectionofallinternalsurfaces（ifanylighting,ventilationunitorscaffoldingisrequired,theyshallbeproperlyprovideasperrelevantsiteprocedures）.

Tankshallbecheckedforcorrosion,erosion,anddamage;incasestartingcorrosionevidencewillbefounditwillbereportedtoContractorCorrosionSpecialist.

Tankconnectionsshallbeinspectedtoensurethatapropernumberofthreadsareengagedbasedonsupplierrequirementsandpipingspecification.

Allopeningsleadingtoanyexternalfittingsorcontrolsshallbeexaminedasthoroughlyaspossibletoensuretheyarefreefromobstructions.

Tankclosures,whichareusedfrequentlyintheoperationofapressuretank,shallbecheckedforadequacyandwear.

5.4FinalBox-up

Boxupisthefinalactivitytobeperformedonstaticequipmenttoensurethemechanicalrequirementshavebeenachievedtomaketheequipmentreadytocontainhydrocarbonsandutilities

Performfinalinspectionbeforemanholeclosing.Appropriateactionshallbetakenifanyfurthercleaningisrequired;

Beforeboxingup,verifymanholeflangefinishesandcleanliness.Properfinalgasketsandboltsmustbeusedforfinalboxingup;

EquipmentoffinalboxingisuptobeapprovedbyOwner.

5.5RotatingEquipment

ItincludesalltheseactivitiesrequiredtoachievetheREADYFORSTART.

Duringthisphaseelectricalequipmentwillbefinallyenergizedandequipment/circuitwillbepressurizedandtestedtocheckasfaraspossibletheirperformancebyconstructionteam

6OPERATINGPROCEDURE

6.1Waterflushingbydirectsupplyofwater

Theplanforcleaningeachpipingwithwaterdirectlysuppliedfromthewatersource,withtemporarypiping,shouldbepreparedinthefollowingway:

Decidethevalvestobeoperatedforwatercleaningandentertheoperatingprocedureintheplan.

Enterthewaterflowdirection

Forvalvesandinstrumentsinstalledinthepipingtobecleaned,plantheirhandlinginaccordancewithpre-commissioningprocedureandspecificjobspecification.

Cleanbranchpipesaftercleaningmainpipes.

Markthedrainpointsandenterthenumbersshowingthedrainingorder.

Wherethedrainpointinvolvesthepossibilityofcausingdamagetootherparts,drainwatertoadrainageditch,throughtemporarypiping.

Checktoseeifthedrainageditchintheplantcancovercleaninganddrainingrequirements,andifnecessary,investigateaplanfordrainingwateroffdependingonitsquantity

6.2Waterflushingbyoperatingapermanentpump

Theplanforcleaningpipingwithwaterbyoperatingapermanentpumpshouldbepreparedinthefollowingway:
