ThiseditionofNFPA16,StandardfortheInstallationofFoam-WaterSprinklerandFoam-WaterSpraySystems,waspreparedbytheTechnicalCommitteeonFoam-WaterSprinklers,releasedbytheTechnicalCorrelatingCommitteeonAutomaticSprinklerSystems,andactedonbytheNationalFireProtectionAssociation,Inc.,atitsFallMeetingheldNovember16-18,1998,inAtlanta,GA.ItwasissuedbytheStandardsCouncilonJanuary15,1999,withaneffectivedateofFebruary4,1999,andsupersedesallpreviouseditions.
ThiseditionofNFPA16wasapprovedasanAmericanNationalStandardonFebruary4,1999.
OriginandDevelopmentofNFPA16
Thefirststandardinvolvingfoam-watersprinklersystemswaspublishedin1954bytheNationalBoardofFireUnderwriters(nowAmericanInsuranceAssociation)andwastitledStandardforCombinedFoam-andWater-SpraySystems.TheNFPATechnicalCommitteeonfoam-watersprinklerswasestablishedin1959withassistancefromtheNBFU.Thefirsteditionofthisstandardwaspublishedin1962.
Variousupdatestothestandardwerecompletedin1968,1974,1988,and1990.Changesweremadetorecognizetheuseofnewfoamconcentratesandtoimprovethelanguageandformatofthedocument.
The1995editionincludedclarificationofthescopeofthestandard,improvementstothehydraulicdesigncriteria,andrecognitionofafourthproportioningmethod.
The1999editioncombinestheprevioustextofNFPA16andNFPA16Aintoonecomprehensivedocument.Numerouseditorialchangeshavealsobeeninstituted.

Thisstandardcontainsminimumrequirementsforthedesign,installation,andmaintenanceoffoam-watersprinklerandspraysystems.Thesesystemsshallbedesignedwiththerequireddensityforeitherfoamorwaterapplicationasthecontrollingfactor,dependingonthedesignpurposeofthesystem.Itisnottheintentofthisstandardtospecifywherefoam-watersprinklerandsprayprotectionisrequired.Thedeterminationofwherefoam-watersprinklersandspraysystemsarerequiredshallbemadeinaccordancewithsuchapplicablestandardsasNFPA30,FlammableandCombustibleLiquidsCode,andNFPA409,StandardonAircraftHangars.

Thisstandardshallapplyonlytosystemsusinglow-expansionfoam.

Thepurposeofthisstandardistoprovideareasonabledegreeofprotectionforlifeandpropertyfromfirethroughinstallationrequirementsforfoam-watersprinklerandspraysystemsbasedonsoundengineeringprinciples,testdata,andfieldexperience.
Nothinginthisstandardisintendedtorestrictnewtechnologiesoralternatearrangements,providedthelevelofsafetyprescribedbythestandardisnotlowered.
