First,thevillagePartybranch"ultravires"totakeoveralltheaffairsofthevillage,theemergenceof"branchindependencepolitics"phenomenon.ThatisthecoreofruralPartybranchorganizationsandallkindsofwork,sotheleadershipofthePartybranchofruralwork,understandthevillagethingsregardlessofsize,sizeofthePartybranchsays,andtheworkofthevillagecommitteeactingontheirbehalf.Two,thevillagecommitteecannotconsciouslyaccepttheleadershipofthePartybranch,theleadingroleoftheleadingroleofthevillagePartybranchisweakened,andthephenomenonof"villagecommitteeholdingpolitics"appears.Somethinkheisthedirectorofthevillagecommitteeinaccordancewiththe"VillageCommitteeOrganizationLaw"afterthevillagerselected,canrepresentthemajorityofthewishesofthemasses,thePartybranchsecretaryofjustafewPartymemberselectedrepresentatives,astheirownface,thinkthattheaffairsofthevillagebythevillagecommitteedirectorshouldhavethefinalsay.TherethedirectorofthevillagecommitteeandtheSecretaryofthePartybranchonthelevel,power.Threeisthevillage"twocommittees"responsibilityisnotclear,thevillagecommitteeappeared"forpolitics"phenomenon.SomevillagecommitteedirectorsbelievethatthecoreroleoftheleadershipofthePartybranchofthevillageisembodiedinthepartybuildingandthemanagementofpartyaffairs,inadditiontothejurisdictionofthevillagecommittee.Individualdirectorofthevillagecommitteeaftertheelection,whendifferentpartybranchsecretarytodiscussresponsibility;plusthevillagePartybranchsecretaryandsomeduetotheirownreasonswillnotknowhowtoleadtothevillage,notdaretolead,notgoodatleadership,leadingtotherelationshipbetween"twocommittees"misplaced.FouristhevillagePartybranchandvillagelackofcoordination,thevillagecommittee"appeareachactsinhisownway,putpolitics"and"politicalpush"phenomenon.Theworkdoesnotsupporteachotherandcooperatewitheachother,butwranglingwitheachother,defeatingeachother.SomeofthevillagePartybranchsecretaryworkinglevelandabilityislimited,impropermethodsplus,someofthevillagecommitteedirectordoesnotunderstandtheworkingprocedure,theprincipleofpoor,strongsenseofresponsibility,withoutmajorproblemswiththevillagePartybranchtodiscussit,

Intwo"topleaders"relationshipgettingmoreXinjiang,thegradualintensificationofcontradictions,soastoreducethe"twocommittees",thecredibilityofcohesionandfightingcapacity,goodtoappeardry,difficulttopushaway,thetwosideskicktheball.

Two,analysisofthereasonscausedbyinconsistentrelationshipbetween"twocommittees"ofthevillage

Thecauseofthenoncoordinationrelationshipbetween"twocommittees"ofthevillageisinmanyaspects:

（a）thevillage"twocommittees"especiallytheSecretaryanddirectoroftheunevenqualityoftheconsciousnessofsmallpeasantnarrowleadtotheimbalanceofthevillage"twocommittees".First,therearedeviationsincognition.Themeaningandpurposeofunderstandingindividualvillagecadresoftheimplementationofvillagers'autonomyisnotdeepunderstanding,stillremaininthe"whosaidthesuperficiallevelisontheunderstandingofthecooperationinthevillagePartybranchandvillageisnotdeep,notthrough.Twoisthewayofwork,themethodisrelativelysimple.Somevillagecadrestodothework,togostraight,rarelypayattentiontotheworkofart.Forthousandsofyears,theremnantsofthefeudalideologyofthecountrysidehavebeenentrenchedamongotherpeople,andthenarrowsenseofsmallholderfarmerswillcausecontradictionsbetweenthetwosides.Atthesametime,theycannottaketheinitiativetoresolveconflicts,ofteninthe"olddeath,noexchanges"waytoavoid,putasidecontradictions,andsomeevengiveupideologicalcommunicationandexchanges.Threeistheindividualvillagecadre'soverallsituationconsciousnessandtheunityconsciousnessisbad.Thedirectorofthevillagecommitteeelections,insomeplacesbythetraditionalconceptandfamily（clan）influence,oftendothingsintheirownorinitsownfamily（clan）interests,andeagertoreturntheso-called"elected"supportersofthepast,insomeofthemajorissuesinvolvedinthemajorityoftheinterestsofthevillagersandnotthroughthevillagecommittee"leadershipcollectiveresearchmakedecision.Especiallysomenewservedasthedirectorofthevillagecommittee,inprinciple,thesenseofresponsibilityisrelativelypoor,thelackofawarenessoftheinitiativetoaccepttheleadershipofthePartybranch,whichdeepenedthevillage"twocommittees"contradiction.Four,partofthevillagecadresonthenegativeimpactofthemarketeconomy,poorabilitytoresist.Ithasanegativeimpactontheconstructionofruralgrass-rootsorganizationsandtheworldoutlookandvaluesofindividualvillagecadres.Moneyworship,hedonismandfeudalsuperstitionhavebeenthrownup,andthepartymembersandcadreswhohavenodefinitewillhaveweakenedthefightingcapacityandcohesionofthepartyorganizationsatthegrass-rootslevel,andhaveaffectedtheimageandstatusofthepartyinthemasses.

（two）theeducationandmanagementofthevillagecadresarenotinplace,resultingininconsistentrelationshipbetween"twocommittees"ofthevillage.First,thenewlyelectedvillagecadres,especiallythenewlyelectedvillagecommitteedirector,lackofnecessarypreposttraining.Asawhole,thelevelofcadresatthevillagelevelislow,theirabilityandqualityarenothigh,themethodsofdealingwithproblemsaresimple,andtheylacktheexperienceofdemocraticmanagement.Thetwoisthetown（township）partyintherelationshipbetween"twocommittees"treatmentguidanceisnotinplace.Lackofforesightinpeacetime,themanagementofvillagecadresisnotstrict,educationisnotinplace,thelackofsystematiceducationandmanagement."Heavy"tothevillage"twocommittees"and"light"
