I.Preface

TheMillenniumDevelopmentGoals（MDGs）,formulatedonthebasisoftheMillenniumDeclarationduringtheMillenniumSummitoftheUnitedNationsin2000,arethemostcomprehensive,authoritative,andsystematicinternationaldevelopmentgoalstodate.SincetheestablishmentoftheMDGs15yearsago,theinternationalcommunityhasseenmuchpositiveprogressinimplementingtheGoals.Manyofthetargets—suchaseradicatingextremepoverty,providingaccesstosafedrinkingwater,eliminatinggenderdisparityinprimaryeducation,combatingmalaria,andimprovingthelivesofslumdwellers—havebeenmetorarenearingachievement.Atthesametime,however,countriesaroundtheworldstillfaceseriouschallengesinhealth,environmentandotherareas.Theprogressindifferentregionshasbeenuneven,andtheglobaldevelopmentpartnershipneedstobefurtherstrengthenedtobridgethegap.Inthiscontext,countriesshouldcontinuetodemonstratepoliticalwillandmakeconcreteeffortstopromoteglobaldevelopment.

TheUnitedNationswillholdaSummitduringits70thGeneralAssemblythisSeptembertoreviewtheprogressoftheMDGsandadoptthePost-2015DevelopmentAgenda,whichwillguideinternationaldevelopmentcooperationforthenext15years.TheChinesegovernmentattachesgreatimportancetotheSummitandhopesthattheeventwilldemonstratethestrategicvisionoftheleaders,thesolidarityofallparties,andtheircommitmenttoaddressglobaldevelopmentissuesthroughcooperation.Welookforwardtopracticaloutcomesinthefollowingareas:

（i）tobuildpoliticalconsensusandadoptanewdevelopmentapproachtopromoteglobaldevelopment,addresstheproblemofunevenanduncoordinateddevelopmentandstrikeabalancebetweeneconomicdevelopment,socialjusticeandenvironmentalprotection.

（ii）tobuildacomprehensiveandbalancedframeworkforinternationaldevelopmentcooperationandstrengthenglobaldevelopmentpartnershiptoensureeffectiveimplementationofthepost-2015developmentagenda.

（iii）topromoteNorth-SouthcooperationandstrengthenSouth-Southcooperation,thuscreatingbetterconditionsandenvironmentfordevelopingcountriestoachievecommondevelopmentobjectives.

II.GuidingPrinciples

GiventhatthePost-2015DevelopmentAgendaisintendedtocontinueandbuilduponthesuccessesoftheMDGs,theinternationalcommunityshouldtakestockofitsexperienceduringtheMDGseraandworktogethertodrawupafair,inclusive,andsustainablesetofshareddevelopmentaspirations.Thefollowingprinciplesshouldthusbeobservedduringthisinter-governmentalprocess:

―Focusonthekeyissues.Itisessentialtoputemphasisonissuessuchaspoverty,hungerandpublicsanitation,whicharecrucialtobasicsubsistenceofpeopleindevelopingcountries.Effectivemeasuresshouldalsobetakentotackleclimatechange,energyandresourcesecurity,weakeconomicgrowth,andothernewemergingchallengesthatcouldimpedesustainabledevelopment.

―Respectdiversityindevelopmentmodels.Itisimportanttorecognizethedifferentnationalrealitiesandthelevelofdevelopmentamongcountriesandsupporttheirchoiceofdevelopmentstrategies,models,andpathsmostsuitedtotheirrespectiveconditions.

―Adheretotheprincipleof“commonbutdifferentiatedresponsibilities”.Countriesneedtomakedevelopmenttheircommonobjective,and—basedontheircapabilities—achievetheirowndevelopmentandparticipateinglobaldevelopmentcooperationintheirownways.

―Seekwin-wincooperation.Itisimportanttoabandonthezero-summentality,fosterasenseofcommunityofsharedinterests,replaceconfrontationandmonopolizationwithwin-wincooperation,seekacommongroundwhileacknowledgingdifferences,andlookforthebiggestcommondenominatorinpursuitofglobaldevelopment.

―Carryoutconsultationonanequalfooting.Countriesshouldtakeanequalpartininternationaldevelopmentrule-makinginajust,democratic,andtransparentmanner,andincreasethevoiceandrepresentationofdevelopingcountriesareincreased.

III.KeyThemesandPriorities

（I）Eradicatingpovertyandhunger,andpromotingeconomicgrowth.Povertyeradicationisessentialtopeople'sfundamentalrighttosubsistenceanddevelopment,andisatoppriorityforallcountries,developingcountriesinparticular,astheypursueeconomicandsocialdevelopment.ItshouldthereforebeviewedasacorepriorityofthePost-2015DevelopmentAgenda.Towardthisend,governmentsshouldscaleupinvestmentinpovertyeradication,strengthencapacitybuildingforthepoor,womenandchildren,andothervulnerablegroups,whilealsoencouragingtheparticipationofenterprisesandcivilsocietyorganizationsinpovertyeradication.Economicgrowthshouldbeemphasizedasaprioritytask,includingbyputtinginplaceopenmarketsystemsfeaturingorderlycompetition,increasingpeople’sincome,andimprovingtheirlivingstandards.Itisnecessarytomaintaincontinuityandstabilityofthemacro-economicpolicies,speedupeconomicreform,promotescientificinnovation,andfosternewgrowthareassoastoachievesteadyandsoundeconomicdevelopment.Significanteffortsshouldbemadetoadvancemodernagriculture,increasefoodproductioncapacity,andsafeguardfoodsecurity.Governmentsshouldalsodevelopwell-plannedurbanizationstrategiesinasystematicmannerandgiveplaytotheroleofurbanizationindrivingeconomicgrowth.

（II）Comprehensivelypromotingsocialprogress,andsafeguardingfairnessandjustice.Itisimportanttopursueinclusivegrowth,alwaysputpeoplefirst,eradicateinequalityinallforms,andensurethatthefruitsofdevelopmentarefairlysharedbyall.Employmentshouldbethepriorityoftheeconomicandsocialdevelopmentagenda,whileacoordinatingmechanismbetweeneconomicgrowthandjobcreationshouldbeestablishedtopromotehigher-qualityemployment.Afairerandmoresustainablesocialsecuritysystemshouldbeputinplaceandeffortsmadetohelpthevulnerablegroupsstrengthentheirdevelopmentcapacities.Itisalsoessentialtoguaranteepeople’srighttoeducation,promoteequalityandqualityofeducation,andrealizeuniversaleducationatahigherlevel.Asoundbasichealthcaresystemshouldbeimplementedtomakebasicmedicalandhealthservicesmoreequitableandaccessible,andraisethequalityandefficiencyoftheseservices.Effortsshouldbemadetopromoteall-rounddevelopmentofwomen,improvethehealthofwomenandchildren,raisethequalityofpopulation,andpromotelong-termandbalanceddemographicgrowth.Itisalsoimportanttomodernizethenationalgovernancesystemandgovernancecapacity,comprehensivelypromotetheruleoflaw,protecthumanrights,andcreateagoodsocialenvironmentconducivetodevelopment.

（Ш）Enhancingecologicalconservationandpromotingsustainabledevelopment.Countriesneedtorespectandprotectnature,raisepublicawarenessoftheimportanceofenvironmentalandecologicalprotectionandresourceconservation,andsustainablepatternsofproduction.Theinternationalcommunityshouldvigorouslyaddressglobalclimatechangeinaccordancewiththeprinciplesofcommonbutdifferentiatedresponsibilities,equityandrespectivecapabilities.Itisimportanttopreservebiologicaldiversityandupholdglobalecologicalsecuritythroughmulti-prongedendeavorssuchastheexpansionofforestcoverage,rationalharnessingofforestresources,controlofairpollution,andsafedisposalofhazardouswaste.Effortsshouldbemadetoensuresafedrinkingwaterforbothurbanandruralresidents,allocateandusewaterresourcesefficiently,promotewaterrecyclingandreuse,strengtheninternationalcooperationondisasterrelief,andimprovethedisasterreliefsystemtofightfloodanddrought.Intensifiedeffortsshouldalsobemadetoprotectthemarineenvironmentandensurerationaluseofmarineresources.

Ⅳ.Enhancingtheglobaldevelopmentpartnership

―Buildamoreequitableandbalancedglobalpartnershipfordevelopment.North-Southcooperationshouldcontinuetoserveasthemainchannelofdevelopmentfinancing.DevelopedcountriesmusthonortheirOfficialDevelopmentAssistance（ODA）commitments,andscaleuptheirsupportfordevelopingcountries,especiallyAfricannationsandleastdevelopedcountries.South-SouthcooperationisasupplementtoNorth-Southcooperation,andtheinternationalcommunityshouldencourageandsupporttheeffortsofdevelopingcountriestostrengthenSouth-Southcooperationonthebasisofmutualrespect,equalityandmutualbenefit,expandtheareasofcooperation,improvethequalityofcooperation,andseekstrengththroughunityonthebasisofmutuallybeneficialcooperation.Theprivatesector,civilsocietyorganizations,philanthropicgroups,andotherstakeholdersshouldbeencouragedtoplayabiggerroleininternationaldevelopmentcooperationtoincreasetheefficiencyofdevelopmentassistance.

―Strengthencapacitybuildingofallcountries.Countriesshouldtaketheprimaryresponsibilityfortheirowndevelopment,formulatedevelopmentstrategiesthataresuitedtotheirnationalconditions,mobilizedomesticresourcestothegreatestextent,increaseinputindevelopment,createasounddomesticenvironmentfordevelopment,andimprovepeople’swellbeing.

―GivefullplaytothecoordinatingroleoftheUnitedNations.ThefunctionsoftheUnitedNationsinpolicyguidanceandcoordinationshouldbestrengthenedtoformsynergyamongtheUNdevelopmentsystem,specializedagencies,fundsandprograms,andintegratedmeasuresshouldbetakento
