外来船舶靠停舾装码头管理规定

1、目的

为了加强外来船舶靠泊舾装码头的管理，提高船舶靠泊安全系数，确保在建船舶和码头的安全，防止意外事故的发生，现对协作单位外来船舶靠泊舾装码头规定如下：

2、管理要求

2.1停泊申报：

协作单位外来船舶需靠泊公司舾装码头，公司相关对接部门须提前按要求填报《停泊申报表》，报领导批准后方可靠泊。

2.2临时靠泊必须以不影响码头和在建船舶安全为前提，****船舶签证簿，服从码头管理人员安排，不得私自随意停靠，确保在建船舶和码头的安全。

2.3、临时靠泊船舶未经同意不准私自接通岸电，应凭填报好的《停泊申报表》交码头管理人员，安排专业电工进行操作。

2.4、临时靠泊船舶必须严格遵守海事管理规定，不得影响航道安全，不得排放污水、垃圾、杂物、以及泄漏违禁油类等物品，污染长江水域。

2.5、临时靠泊船舶必须合理抛锚、系揽、设置登船梯，且及时了解天气情况，做好防台风等恶劣天气的安全防范工作，确保自身船舶及人员安全。

2.6、临时靠泊船舶夜间在船头和艉部必须悬挂警示灯，防止行船夜间碰撞。

2.7、临时靠泊船舶必须严格遵守公司治安等各项管理规定，不得以任何理由和借口动用公司财物，否则视为偷窃行为，参照公司相关规定予以处罚，并移交公安机关处置。

2.8、临时靠泊船舶严禁在码头区域内动火、焊接、捕鱼、游泳、捞铁。

2.9、临时靠泊船舶装卸货物完毕，经码头安保人员检查无异议后，退还签证簿，方可离港。

一、航行值班制度

总则

GeneralRules

船舶航行中，所有值班人员，必须严格遵守各项规章制度；以高度的责任感，认真、谨慎、果断地操作，确保安全航行。

Duringnavigationallthecrewondutyshouldcomplywithalltherulestoensurethesafenavigationbyearnestprudentialanddecisiveoperation.

值班人员不得闲谈、看阅书报和擅离岗位。

Thecrewondutyisprohibitedtochatting,readingandmissingduty.

下达的舵令和车钟口令及各项操作时要准确、清晰，受令者应清楚回令，立即执行，并汇报执行完成情况。

Theordersforrudderandenginetelegraphmustbeannouncedaccuratelyandclearly.Theexecutorsmustrepeattheordersclearlyandexecutetheoperationpromptlyandreporttheoperationresult.

如船长、轮机长分别在驾驶台或机舱，但未声明亲自接替指挥时，值班驾驶员、轮机员不应放弃其值班责任；在船长，轮机长接替指挥操纵后，值班驾驶员、轮机员仍应履行值班职责。

航行中未经船长同意：

Withoutthecaptain’sapprovalduringnavigation

值班驾驶员、轮机员除了因紧急应变必须短暂转向或变速外不得改变规定航向和车速。

Thedutyofficerandthedutyengineershouldnotalterthecourseandspeedexceptbriefchangeforcourseand/orspeedinemergency.

不得改变船长发布的有关安全航行措施；如发现与实际情况不符或执行上有困难时，立即报告船长，由其决定。

Thedutycrewshouldnotchangeanysafenavigationmeasurementorderedbycaptain.Ifthedutycrewfindsthatitisdifficulttocomplywithoritisnotconsistentwiththeactualcondition,theyshouldreportthefacttocaptainandwaitforcaptain’sdecision.

不得灌入、排出、移注淡水及压舱水。

Thedutycrewshouldnotballastordeballastortransferfreshwaterand/orballastwater

值班驾驶员、轮机员在遇到认为自己不能解决的困难时，应即报告船长或轮机长；船长或轮机长接到报告后立即奔赴现场。

Thedutyofficerorthedutyengineerencountersthedifficultythatcannotbesolvedbythemselves,theyshouldreportthesituationtothecaptainorthechiefengineerimmediatelyandthecaptainorthechiefengineershouldattendthescenerightnow.

值班水手、机工等人员的轮值班时间，分别由大副、大管轮编制值班时间表轮值。

大副及大管轮用晚餐时,分别由三副、三管轮暂代其值班职责;用餐时间一般不超过半小时。

TheshiftsinturnfordutysailersoroilerstobecarriedoutaccordingtothedeckdutyscheduleortheengineroomschedulemadebyC/Oor2ndengineer.Thechiefofficerissubstitutedbythirdofficerandthesecondengineerissubstitutedbyfourthengineerfordinner.Normallythetimefordinnercannotbeoverhalfanhour.

值班驾驶员、轮机员、GMDSS操作员等应按要求认真、完整、详细记录航海日志、轮机日志、电台日志等。

Thedutyofficer,engineerandGMDSSoperatorshouldearnestlyentirelyanddetailedlyrecordthelogbook,enginelogbookandradiobookbasedonrelevantrules.

交接班制度

RulesforDutyHanding/TakingOver

交接班人员应在正点前三十分钟叫班，接班人应提前十五分钟到达岗位；接班逾时未到，当值人员不得擅离岗位，并报告船长、轮机长。

Thehandingcrewshouldinformthetaking-overcrewhalfanhourearlierthanfinishinghourandthetaking-overcrewshouldarriveattheworkingsite15minutesearlier.Ifthetaking-overcrewdoesnotarriveattheworkingsiteonschedule,thehandingcrewshouldnotleavetheworkingsiteandreportthesituationtothecaptainorthechiefengineer.

交班人必须按交接项目，详细交接，待接班人员了解清楚后方可离开值班岗位。

Thehandingcrewshouldhandoveralltheitemsdetailedlyandheonlycanleavetheworkingsiteafterthetaking-overcrewknowwellalltheitems.

交接班人员在交接班时发生意见分歧应报告船长、轮机长，按船长、轮机长的意见交接，并将情况记入有关日志。

Ifanydisputebetweenthehandingcrewandthetaking-overcrew,themattershouldbereportedtothecaptainorthechiefengineer.Thecaptain’sorthechiefengineer’ssuggestionshouldbefollowedandallsituationshouldberecordedinrelevantlogbook.

凡遇下列情况者暂缓交接：

Dutyhanding/takingovershouldbesuspendedwhenthefollowingconditionarises

将要指挥船舶避让时；

Commandgivingwaytoanothervessel

在险要地段指挥航行时；

Commandsailingduringthedangerouswaterarea

接拖或解拖时；

TugonorTugoff

已动车准备靠离码头时，值班水手可暂缓交接；

Thedutysailorshouldsuspendthehanding/takingoverwhenmaneuveringforberthingorunberthing.

机电设备发生故障，集中力量进行处理时；

Engineorelectricequipmentfoundintroubleandbeingrepaired.

船舶发生事故及进行各项应变时；

Anaccidentoccurredandinemergencyarrangements

经船长和轮机长指示暂缓交接者。

航行值班驾驶员的职责

Responsibilitiesofthedutyofficerinnavigation

严格遵守有关避碰规则及当地港口的特殊规定。

StrictlycomplywithInternationalregulationsforpreventingcollisionatseaandspecialstipulationoflocalports.

不得中断了望,尤其在夜间、航区复杂视线不良时；如果驾驶员需要进入海图室查阅海图，要督促水手加强了望，同时要尽量缩短时间。

Shouldnotinterruptaproperlook-outbysightandhearingespeciallyatnight,incomplexwaterareaandwithrestrictedvisibility.Shouldurgethesailortokeeponwatchanddohisbesttominimizetheroomtimewhenhegoesintothechartroom.

确认陆标、灯标、浮标的外型及颜色等,核对出现方位无误方能应用；如发现异常，应记入航海日志，并通知二副及时改正和报告主管部门。

Shouldcheckuptheshapeandcoloretc.ofthelandmark,lightbeaconandbuoyandutilizethemonlyafterthecorrectbearingshavingbeenconfirmed.Anyabnormalconditiontoberecordedinlogbook,informthesecondofficertorectifyitandreportthesametoauthorityincharge.

对船长所采取的航线、风流压差及罗经差均应及时核对，遇疑问即报告船长。

Shouldcheckuptheroute,angleofdriftandcompassdeviationdecidedbythecaptainandanydoubtiffoundshouldbereporttothecaptainintime.

认真进行海图作业,按规定测定船位,能见度不良时应充分发挥助航仪器的作用,勤测船位。

Chartoperationshouldbedoneearnestly.Measuretheship’spositionbasedonrulesandmeasureittimeaftertimebyaidoftheaidnavigationinstallationwhenrestrictedvisibility.

按规定测算助航仪器误差，并认真记录；注意罗经的稳定性，防止故障。

Calculatetheerrorofaidnavigationinstallationandrecordaccordingly.Payattentiontothestabilityofcompasstopreventfailure.

通过渔船密集区域，应认真观察渔船动态，判断是否锚泊或联合作业；并按章施放声号，谨慎避让。

Whencrossingthedensefishingboatwaterarea,dutyofficershouldobserveandjudgefishingboatmooringorjointoperation.Meantimesoundsignalshouldbegivenandkeepclearprudently.

注意气象变化，如遇雾或雨等造成能见度不良时，应严格执行雾航有关规定，迅速测定船位并报告船长。

Regardingweather,whennavigatingornearinganareaofrestrictedvisibilityduetorainingorfoggingetc.,thedutyofficershouldcomplywiththerulesfornavigationinfogandrapidlymeasuretheship’spositionandreportittothecaptain.

注意船舶航行状态，如发现有不正常的倾斜等异常情况，应马上派人检查，并报告船长。

Payingattentiontoship’ssailingsituation,ifanyabnormalthingssuchasabnormalheelingetc.dutyofficershouldarrangecrewtocheckitandreportittothecaptain.

如发现船舶遇难信号应即报告船长。

Afterasignalofdistressisreceived,dutyofficershouldreportittothecaptainimmediately.

航行中值班驾驶员按规定记录航海日志。

航行值班驾驶员交接班事项

接班前首先单独在海图室了解上一班的航行情况，了解本班航区的特点、有关航行通知、各种气象要素及船长的命令等。

Beforetakingover,thetaking-overdutyofficershouldfindoutthenavigationconditionsofformershiftinchartroomandstudythecharacterofnavigationarea,relevantnavigationnotice,weatherfactorsandcaptain’sorder.

应在驾驶台适宜了望的位置进行交接，如需要在海图室共同核对项目时，应根据当时环境并督促水手加强了望，尽快完成。

Inbridge,thehanding/takingovershouldbecarriedthroughinthepositionwhereitisgoodforlookout.Ifdutyofficersneedtoassuresomeitemsinchartroom,theyshouldorderthesailorstokeeponlookingoutandfinishhanding/takingoverassoonaspossible.

航行中驾驶员的交接项目：

Itemsfordutyofficerhanding/takingoverinnavigation

船位、航向（包括标准罗经）、罗经改正量和风流压差；内河航行时的地名、水流及航标等情况；

Ship’sposition,course（includingstandardcompass）,compasserrorandangleofdrift.Whennavigatingininternalriver,theplacename,currentandnavigationmarketc.

已过往船舶和前方在望船舶的动态；已发现或在望的陆标、灯标、浮标、漂浮物其他可疑情况。

Thestateofpassedvesselandlookingoutforwardvessel.Discoveredandlookingoutsuspiciousconditionsoflandmark,light,buoyandfloatingobjects.

气象预报及实测数据，当气象恶劣时对水密装置和可移动物体的绑扎所采取的安全措；

Weatherforecastandactualdata,Precautiontakenforwatertightinstallationandlashingformovableobjectsinheavyweather

船舶航速，舵效及操舵装置的技术状况，和各种助航仪器的使用情况。

Speed,efficiencyofrudderandconditionofsteeringrudderinstallation,Conditionofalltheaidnavigationinstallation

航行灯及信号灯；声号装置及其他已显示的旗号、号型、是否处于正常状态；

Navigationlightsandsignallight.Soundingsignalinstallationandothershowedflagsignalandshapes.Innormalconditionornot.

车钟或主机及其遥控装置的技术状况和主机的转速；

Technicalconditionoftelegraph,mainengine,remotecontroldeviceandRPM

航行中船长指示的灌注、调驳或排出压舱水的执行情况；

Processofballasting,transferring,deballastingappointedbycaptaininnavigation

正在了头人员的姓名及轮值名单；

Thecrewnameofforwardlookingoutandcrewlistinturns.

本班所出现的事项及处理经过。

Anymattersduringtheshiftandhowtoprocess.

交接过程中,当交班驾驶员到海图室记录或测定船位时,接班驾驶员应暂代了望及指挥避让。

Duringthehanding/takingover,whenthehandingdutyofficergoesintochartroomorfixesship’sposition,thetakingoverdutyofficershouldtemporarilysubstitutestolookoutandcommand.

航行值班水手的职责

注意舵效，要听清并回答操舵口令，准确把握操舵航向

应协助值班驾驶员观察对方显示的信号。

按时开关航行灯升降国旗;按规定升降船名旗、其它信号旗和号型，经常检查其正常情况；并负责按规定回旗。
