bv项目经理职责

1.2ProjectManagerResponsibility

Policy

Foreachproject,theProjectManagershallprimarilyberesponsibleforthesuccessfulexecutionofthecontractedengineering,procurement,andconstructionintheareasofperformance,financialmetrics,planning,schedule,quality,contractualcompliance,safety,andclientsatisfaction.

Practice

1.TheProjectManagershallmaintaintheoverall,primaryresponsibilityforday-to-dayprojectexecution,whiledelegatingsignificant,appropriateresponsibilitiestotheotherprojectteammembers.ThisdelegationshouldallowtheProjectManagertoensurethatthefollowingoccurs:

a.Projectteamismentored.

b.Themanagementpracticesindicatedinthismanualareunderstoodandimplemented.

c.ClientandJV/consortiumpartnerrelationsaremanaged.

d.Significantprojectproblemsareanticipatedand/orresolved.

e.Theprojectstatusisanalyzedandreviewedonacontinuousbasis.

2.TheProjectManagershallensurethattheprojectnumberandworkphasesareopenedinatimelymanner.ProjectControls,withassistancefromProjectAccounting,shallberesponsibleforcoordinatingtheprojectphasesetupconsistentwiththeProjectExecutionPlanandthe"assoldcost"budgetandfinalcontractnegotiations.PhaseswillbeopenedbytheProjectAccountantorManagerofAccountingasdirectedbyProjectControls.Afterprojectinitiation,furtherchangesandworkphaserevisionsshallbemadebytheProjectAccountantasdirectedbyProjectControls.

3.TheProjectManager,withtheassistanceoftheRegionManagementTeam,shallcontacteachDepartmentHeadtoarrangeforthestaffingoftheproject(refertoSection21.0,StaffingManagement,inthismanual).

4.TheProjectManagershallcoordinateandintegratetheactivitiesassociatedwiththeengineering,procurement,construction,andcommissioningelementsoftheprojectteam,includingtheactivitiesofallthirdpartycompaniescontributingtotheinitiative.

5.TheProjectManagershallcollaboratewiththeBusinessUnitDirectorforresolutionofproblemsthatcannotberesolvedwithintheprojectstructure.

6.Withinthefirstweekaftertheprojectteamisassignedandreleasedtoinitiatework,theProjectManagershallreadtheprimecontractandshallensurethattheprojectteamreadstheprimecontract.

7.TheProjectManagershallensurethattheprojectteamreadstheinformationintheproposalhandoffbookswithin1weekafterreceivingthisinformation.TheProjectManagershallalsoensurethattheactionitemsidentifiedintheproposalhandoffmeetingminutesandactionitemslistareresolvedinatimelymanner.RefertoEnergy-Std-2-03880-00150,StandardforDesignReview,forproposalhandoffmeetingdetails.ProjectsinwhichaProjectManagerservedastheseller/doermaynotrequireahandoffmeetingwhentheprojectteamperformedtheproposalactivities.

8.TheProjectManagershallconductaprojectkickoffmeetingwiththeprojectteaminaccordancewiththerequirementsofandwithinthetimeperiodspecifiedinAppendixBofthismanual.

9.TheProjectExecutionPlanthatwasdevelopedduringtheproposalstageoftheprojectshallbeupdated,reviewed(asnecessary)withtheSeniorProjectDirector,andreissuedbytheProjectManagerinatimelymanner.

10.TheProjectManagershallensurethatareviewofB&VEnergy'scontinuousimprovementprogramisconductedbytheprojectteam(refertotheB&VEnergyQualityManagementSystemManual).

11.Asneeded,theProjectManagershallcontinuetoupdatetheProjectExecutionPlanthatwasdevelopedduringtheproposalstageoftheproject.

12.TheProjectManagershallensurethatacompletesetofallfederal,state,andlocalpermitsandlicensespertainingtotheproposalisreceivedatthehandoffmeetingwiththeproposalgroup.Forproposalsdevelopedoutsideoftheproposalgroup,theProjectManagershallensurethatacompletesetofallfederal,state,andlocalpermitsandlicensespertainingtotheproposalisretained.TheProjectManagershallensurethatcopiesoftheproposalbasispermitsandallotherpermitsorlicensesobtainedduringprojectexecutionarekeptintheprojectfilesforreference.AlistofallpermitsandlicensesshallbekeptcurrentinSection1.5oftheProjectDesignManual.Permitsandlicensesobtainedbytheclientshallbereceivedfromtheclientandkeptintheprojectfilesforreference.

13.TheProjectManagershallalsoobtainfromtheproposalteamalistofpermitsandalistofconstraintsoractionsrequiredbythepermitsandlicenses.Theselistsshallbereviewedandupdatedthroughoutexecutionoftheproject.AcompositelistofrequirementsshallbeplacedinSection1.5oftheProjectDesignManual.Thislistshall

 

14.1ProcurementPlan

Policy

AProjectProcurementPlanshallbedevelopedtodefinetheproject'splanforexecutingthepurchasing,subcontracting,expediting,inspectionandtesting,remittance,logistics,andmaterialcontrolforallprojectsinwhichB&V'sscopeorinterestincludestheprocurementofmaterials,equipment,services,and/orsubcontracts.

1.1.1ProcurementExecutionPlan

Procurementexecutionplanistobepreparedbyprocurementmanager,reviewedbyprojectmanagerandapprovedbyHEI’svicepresidentincharge.

Theprojectoverallprogressplanisthebasisofprocurementexecutionplan.

Thefollowingfactorsaretakenintoconsiderationwhenpreparingprocurementexecutionplan:

●Requirementofon-siteerectionprogress.

●Equipmentmanufacturinglead-time.

●Transportationperiodandon-sitestorageconditions.

●Designprogressandrequirementforequipmentdata.

 

1.Procurement

Theequipmentandmaterialprocurementwillproceedalongwiththedesignworkoncetherequisitionsareissuedfromthedesignengineeringteam.

TheprocurementwillbetakencarebytheprocurementdepartmentintheTaipeiandHarbinoffices.

However,duringconstructionperiod,theremightbesomeminorprocurement,whichwillbetakencaredbysiteengineers,whennecessary.

2.QualityControlinProcurement

ConsortiumTeamwillensurethatallprocuredequipmentsandmaterialsaswellascontractedsubcontractorareincompliancewithallqualityrequirementsofthisproject.

ThePPMwillacknowledgetheprocurementactivitiesanddevelopprocurementworkplantoexecuteduringpurchasestage.

Theprojectprocurementworkplanwillcontain:

●PurchasingandSubcontractingProcedure

●Expediting

●WorkshopInspectionandTestPlan

●ControlofPurchasedMaterials,EquipmentandServices

●Reporting

Keyactivitiesofeachprocurementworkaredescribedasfollows:

(1)PurchasingandSubcontracting

ØRequisition/TenderingWork

TheProjectEngineeringManagerwillensurethatprojectqualityrequirementsareincorporatedintoengineeringrequisitionsforsupplierpackagesandequipments.

Theprojectqualityrequirementsshallbeincorporatedintoengineeringrequisitionsforsupplierpackagesandequipmentsasfollows.

⏹Equipment/materialrequisition&subcontractplanpreparation

⏹Establishofprocurementinspectionlevel,testrequirementandacceptancecriteria.

⏹Equipment/materialMTOsummation,subcontractquantitysummationandpreparationofrequisition.

⏹Requisitionreview,control,andapproval

⏹Requisitionregister

⏹Setuprequisitionissuanceruleoftheproject

⏹Setuprequisitionrevisionruleoftheproject

ØProcurementandSubcontracting

PPMwillensurethatmanufacturerconfirmcertificationtomeettheminimumin-housequalitymanagementsystemandISO9000orequivalentstandard.

PPMalsowillsubmitallsuppliersandmanufacturerstoOwnerforapprovalbeforeanyitemsaretobesuppliedormanufacturedbyanysupplierormanufacturer.

(2)Expediting

Aftertheorderplacement,Expediterswillcommencetheexpeditingworkbasedonexpeditingplanandpurchaseorderdocuments.Thekeyactivitiesarelistedasfollowing:

ØExpeditingkick-offmeeting

ØDocumentexpediting

ØOverallschedule

ØDetailedFabricationProgress

ØExpeditingbythirdpartyfirm

(3)WorkshopInspection&Test(I&T)

ØInordertomeettheProjectqualityrequirementsforequipmentandmaterialstobeprocured,PPMwilldevelopandsubmitadetailedprojectinspectionandtestplan..

ØAllmanufactureditemsaretobepre-inspectedbyPPMatthemanufacturer’spremisesbeforeshipment,andinspectionrecordsaretobeforwardedtoOwnerforreference.

ØMaterialsand/orequipmentprovidedunderConsortiumTeamwillbefactorytestedand/orfieldtestedinaccordancewiththerequirementsoftheContractandSpecifications.Nolessthanthirty(30)daysinadvanceofthecommencementoftesting,ConsortiumTeamwillprovidetheEngineerwithdetailedtestproceduresforacceptance.

ØConsortiumTeamwillperformallfieldtestsandinspectionwithanindependentTestingLaboratoryacceptedbytheEngineerandwillfurnishallequipment,instruments,qualifiedpersonnel,andfacilitiesnecessarytoinspectallworksandperformalltestsrequiredbyConsortiumTeam.

(4)ControlofPurchasedMaterials,EquipmentandServices

ConsortiumTeamwillensurethatadequateandcontrolledmeasuresareestablishedforcleaning,protection,preservation,packing,handling,storageandshipping,toprotectitemsfromdamage,deteriorationorloss.

Keyactivitiesofpurchasedmaterials,equipmentandservicescontrolaredescribedasfollowing:

ØPPMwillutilizetheprocurementinformationsystemtomanageprocurementofoffshoreandonshoreequipmentandmaterial.

ØAtthevariousstagesbeforedelivery,thefollowingdocumentationshallbedeliveredtoprojectsiteofficesuchastherequisitionsreleasedforpurchaseorder,purchaseorder,
