eachfortheirtuitionfee,andthislowchargeisexpectedtoberaisedgradually.Thefigure

washigherinspecialeconomiczonesandeconomicallydevelopedregionssuchas

GuangdongProvinceandShanghai,butwascappedat300yuan.Studentslivingoncampus

paidabout20yuanperyearforaccommodationandthechargewasslightlyhigherforbetter

furnishing.Normalschoolstudentsandthoseadmittedonscholarshipsneedonlypayfor

accommodation.Reducedtuitionsandfeesareavailabletostudentsinneedoffinancial

assistance,butaccommodationexpenseswillremainthesame.

InJune1992,theStateEducationCommission,theMinistryofFinanceandtheState

PriceBureaudecidedtoallowregularinstitutionsofhighereducationtosettheirowntuition

ratesandchargesforaccommodation,short—termtrainingprograms,correspondence

coursesandnightschool.Theseshouldbedeterminedaccordingtotheneedsofeachschool,

theabilitiesofstudentstopayandgeneralconditionsineacharea.Thetuitionforstudentsin

thesciencesandengineeringcanrangefrom300to500yuanperacademicyear.Liberalarts,

historyandeconomicsstudentsofthefineartspay400to600yuanperyear,andstudentsof

thefinearts400to750yuan.Statisticsfor1992showstudentspaidanaverageof340yuan

intuitionthatyear,only5percentoftherealcost.Measureshavebeentakentolimitthepossibledetrimentalaffectsofrising

tuition.Shanghai,forinstance,exemptsthechildrenofrevolutionarymartyrsfrom

payingtuition.Andthesecostsmaybereducedorwaivedforstudentswithlimited

familyfinancialsupportastheirparentsareeitherbothdeadorarereceivingsubsidies

fromtheirworkunits.Somecollegeshavealsosetupwork—studyprogramsto

benefitstudentswithfinancialdifficulties.

Guidelinesconcerningself—payingstudentswerefirstsetoutin1989.TheState

EducationCommission,theMinistryofFinanceandtheStatePriceBureaustipulated

thatthesestudentsshouldpay80percentofthecostoftheireducation.Suchstudents

wholiveoncampuspaythestandardrateforaccommodationandmustcovertheir

ownmedicalexpenses.Thechargeforeachself—payingstudentaveraged2000yuan

ofthecostin1992,or30percentofthecost.Chargesforundergraduatesandstudents

ofspecialcollegeswhoseeducationissponsoredbyworkunits,withpaymentcoming

eitherinpartorinfullfromtheirunits,aresomewhathigher.Self—payingstudents

arenotassignedjobsbythestateaftergraduation,whereasstudentssentbytheirunits

willreturntothemaftergraduating.

Chargesforcorrespondencecoursesandnightschoolareequaltoorslightly

higherthanthoseforfull-timestudentsenrolledaccordingtothestateplan.

Withtheirimprovementoftheirlivingstandardsandthedeepeningofreform,

peopleingeneralacceptthechangesinthetuitionsystem.Tofacilitatethe

developmentofhighereducation,theincreasesintuitionrateswillbemoreflexible

anddiversified.Studentpaymentswillbeaugmentedbyfindingfromthestate,
