A.Preamble前言
1.TheBillofQuantitiesshallbereadinconjunctionwiththeInstructionstoBidders,GeneralandSpecialConditionsofContract,TechnicalSpecifications,andDrawings.
本工程量清单应连同投标人须知、合同的通用和专用条件、技术规范以及图纸一并进行阅读。
2.ThequantitiesgivenintheBillofQuantitiesareestimatedandprovisional,andaregiventoprovideacommonbasisforbidding.Thebasisofpaymentwillbetheactualquantitiesofworkorderedandcarriedout,asmeasuredbytheContractorandverifiedbytheEngineerandvaluedattheratesandpricesbidinthepricedBillofQuantities,whereapplicable,andotherwiseatsuchratesandpricesastheEngineermayfixwithinthetermsoftheContract.
工程量清单中给出的工程量为估算的暂定量，仅作投标的共同依据。
而支付的依据则将是按指令进行并已实施的、由承包商计量并经工程师验证的实际工作量，按报价的工程量清单中所报单价和价格（如适用的话）计价，否则就按合同条件范围内工程师确定的其他单价和价格计价。
3.TheratesandpricesbidinthepricedBillofQuantitiesshall,exceptinsofarasitisotherwiseprovidedundertheContract,includeallConstructionalPlant,labor,supervision,materials,erection,maintenance,insurance,profit,taxes,andduties,togetherwithallgeneralrisks,liabilities,andobligationssetoutorimpliedintheContract.
除非合同另有规定，报价的工程量清单中所报的单价和价格，应包括所有施工设备、劳务、监督、材料、安装、维护、保险、利润、税收和关税，以及合同中明文规定或暗含的所有一般风险、义务和责任。
4.ArateorpriceshallbeenteredagainsteachiteminthepricedBillofQuantities,whetherquantitiesarestatedornot.ThecostofItemsagainstwhichtheContractorhasfailedtoenterarateorpriceshallbedeemedtobecoveredbyotherratesandpricesenteredintheBillofQuantities.
无论工程量是否已经给定，在报价的工程量清单中应逐项填写单价和价格，对于承包商未能填写的单价或价格的类目，其费用将视为已包括在工程量清单的其他类目的单价和价格之中。
5.ThewholecostofcomplyingwiththeprovisionsoftheContractshallbeincludedintheItemsprovidedinthepricedBillofQuantities,andwherenoItemsareprovided,thecostshallbedeemedtobedistributedamongtheratesandpricesenteredfortherelatedItemsofWork.
符合合同规定的全部费用都应包括在报价的工程量清单所列的各项类目中，报价清单中未列出的类目，其费用应视为已分配到相关的工作类目的单价和价格之中。
6.GeneraldirectionsanddescriptionsofworkandmaterialsarenotnecessarilyrepeatednorsummarizedintheBillofQuantities.ReferencestotherelevantsectionsoftheContractdocumentationshallbemadebeforeenteringpricesagainsteachiteminthepricedBillofQuantities.
工程量清单中不必重复和概述有关工作和材料的一般指示和说明，在逐项填写报价的工程量清单中的价格之前，应参阅合同文件的相关部分。
7.ProvisionalSumsincludedandsodesignatedintheBillofQuantitiesshallbeexpendedinwholeorinpartatthedirectionanddiscretionoftheEngineerinaccordancewithSub-Clause13.5oftheGeneralConditions.
工程量清单中包括和指定的各项暂定金额，应根据“合同通用条件”第13.5款，按照工程师的指示和决定开支全部或部分款项。
8.Themethodofmeasurementofcompletedworkforpaymentshallbeinaccordancewith[insertthenameofastandardreferenceguide,orfulldetailsofthemethodstobeused].
为支付工程费而对已完成工作的计量办法（填写标准参考指南的名称或准备采用的详细方法）
9.ErrorswillbecorrectedbytheContractingAgencyforanyarithmeticerrorsincomputationorsummationasfollows:
计算或汇总方面出现的任何算术性错误，将由业主按以下原则更正：
（a）wherethereisadiscrepancybetweenamountsinfiguresandinwords,theamountinwordswillgovern;and
数字和文字表示的金额不一致时，以文字表述的金额为准；
（b）wherethereisadiscrepancybetweentheunitrateandthetotalamountderivedfromthemultiplicationoftheunitpriceandthequantity,theunitrateasquotedwillgovern,unlessintheopinionoftheContractingAgency,thereisanobviouslygrossmisplacementofthedecimalpointintheunitprice,inwhicheventthetotalamountasquotedwillgovernandtheunitratewillbecorrected.
单价和将单价乘以数量得出的总金额不一致时，将以所报单价为准，除非业主认为单价中的小数点明显放错了位置，在这种情况下则以所报总金额为准而改正单价。
10.Rockisdefinedasallmaterialsthat,intheopinionoftheEngineer,requireblasting,ortheuseofmetalwedgesandsledgehammers,ortheuseofcompressedairdrillingfortheirremoval,andthatcannotbeextractedbyrippingwithatractorofatleast150brakehpwithasingle,rear-mounted,heavy-dutyripper.
岩石是指按工程师的意见，需要爆破或用金属锲和大锤、或空压钻才能移走，或至少要用后装重型松土机的150制动马力重型牵引机才能松土将其拔出的各种物质。

2.BiddersshallpricetheBillofQuantitiesinlocalcurrencyonlyandshallindicateintheAppendixtoBidthepercentageexpectedforpaymentinforeigncurrencyorcurrencies.
投标人在工程量清单中只能用业主所在国本国货币报价，并在“投标书附录”中注明其要求支付的一种或几种外币的百分比。

（b）DayworkSchedule
General
1.ReferenceshouldbemadetoSub-Clause52.4ofPartIoftheConditionsofContract.WorkshallnotbeexecutedonadayworkbasisexceptbywrittenorderoftheEngineer.BiddersshallenterbasicratesfordayworkitemsintheSchedules,whichratesshallapplytoanyquantityofdayworkorderedbytheEngineer.Nominalquantitieshavebeenindicatedagainsteachitemofdaywork,andtheextendedtotalforDayworkshallbecarriedforwardasaProvisionalSumtotheSummaryTotalBidAmount.Unlessotherwiseadjusted,paymentsfordayworkshallbesubjecttopriceadjustmentinaccordancewiththeprovisionsintheConditionsofContract.
DayworkLabor
2.IncalculatingpaymentsduetotheContractorfortheexecutionofdaywork,thehoursforlaborwillbereckonedfromthetimeofarrivalofthelaboratthejobsitetoexecutetheparticularitemofdayworktothetimeofreturntotheoriginalplaceofdeparture,butexcludingmealbreaksandrestperiods.OnlythetimeofclassesoflabordirectlydoingworkorderedbytheEngineerandforwhichtheyarecompetenttoperformwillbemeasured.Thetimeofgangers（chargehands）actuallydoingworkwiththegangswillalsobemeasuredbutnotthetimeofforemenorothersupervisorypersonnel.
3.TheContractorshallbeentitledtopaymentinrespectofthetotaltimethatlaborisemployedondaywork,calculatedatthebasicratesenteredbyhimintheScheduleofDayworkRates:
1.Labor,togetherwithanadditionalpercentagepaymentonbasicratesrepresentingtheContractor’sprofit,overheads,etc.,asdescribedbelow:
（a）ThebasicratesforlaborshallcoveralldirectcoststotheContractor,including（butnotlimitedto）theamountofwagespaidtosuchlabor,transportationtime,overtime,subsistenceallowances,andanysumspaidtooronbehalfofsuchlaborforsocialbenefitsinaccordancewith[countryofBorrower]law.Thebasicrateswillbepayableinlocalcurrencyonly.
