1PrincipleandAimofHSEPlanHSE管理方针、目标
1.1Principle:
Humanshallbetheroot.SafetyFirst.PreventionisthemajorMeasurement.
方针：
以人为本，安全第一，预防为主。
Wewillprovideasafeworkingconditionforworker.Theenvironmentharmlessconstructionmethodshallbeused.
我们承诺为作业人员提供一个安全的作业环境，采用对环境没有损害的施工方法。
1.2Aim目标
1.2.1Toavoiddeathaccident,seriousinjury,fireandotherserioussafetyaccident.
杜绝死亡事故、重伤事故、火灾事故和其它重大安全事故。
1.2.2ZeroAccident,ZeroInjury
零事故，零伤害。
1.2.3NoHarmandContaminationonEnvironment
不损害、污染环境。
1.2.4Payattentiontohousekeeping,materialshallbestoredinorder.
文明施工、现场整洁，材料堆放整齐。
1.2.5Canteen,bathroom,toiletandcampforCNCECpersonshallbeclean.
职工食堂、浴室、厕所、住所符合健康、清洁要求。
2HSEManagementOrganizationHSE管理组织机构
HSEmanagementcommitteewillbeestablishedforprojectteamwhichtheprojectmanagerandsitemanagerwillbethechairman.ThememberofHSEmanagementcommitteeisconstructionmanager,safetymanager,departmentmanagers，constructionteamleader（engineer），safetyengineer,safetyinspector.Safetymanager,asanassistantofprojectmanager,whoseresponsibilityissuperviseandmanagethesitesafety,housekeeping,environmentprotection.Safetyengineer,safetyinspectorshallbearranged,PleaserefertotheattachedHSEorganizationchart.
项目部成立以项目经理和现场经理为首的安全生产领导小组，小组成员有施工经理、安全经理、部门经理和施工队长（工程师）、安全工程师、安全员。
项目部设置安全经理，协助项目经理对施工现场安全生产、文明施工、环境保护、职业健康工作进行有效的监督、管理。
安全经理下设专职安全员、HSE管理组织机构图（见附图一）。
MonthlymeetingwillbeheldbyHSEmanagementcommitteetosolvetheproblemduringinspection,toconsidercountermeasure,tochecktheun-completeditemduringinspectionoflastmonthandotherissuesrelatedtoHSE.HSEmassmeetingwillbeheldbysafetymanageroneveryweek,allthesafetymanagementstaffshalltakepartinthemeeting.Intheconstructionpeaktime,thetoolboxmeetingshallbeheldeverydaytosolvetheproblemassoonaspossible.
HSE领导小组应进行每月一次例会，会议议程包括检查中发现的问题和要求采取的措施，上月检查未完成的事项和其它与HSE相关的问题。
项目部每周一上午举行全体职工参加的安全例会（在施工高峰期每日召开安全碰头会，及时解决安全问题，消除生产安全隐患）。

3HSEResponsibilityHSE生产责任制
3.1ProjectManager’sHSEResponsibilities项目经理HSE职责
3.1.1ProjectmanagershallbethemajorresponsiblepersonforHSE.
项目经理是项目部HSE工作第一责任人。
3.1.2Projectmanagershallorganize,design,controlandcoordinatefortheprojectHSEwork.
组织、策划、控制与协调对本项目的HSE管理工作。
3.1.3ProjectmanagershallestablishtheHSEmanagementsystem,organizetherelativepersontopreparetheHSEmanagementrulestoensuretheconstructionandthehousekeepingcanbeperformedinsafecondition,sothattoreachtheHSEmanagingaim.
负责建立项目部HSE管理机构、组织制定HSE管理制度，确保安全生产、文明施工，达到预期的管理目标。
3.1.4Projectmanagershallarrangeenoughcost,manpowerandequipmentforHSEmanagingwork.
落实项目HSE管理所需的资金、人员、设施等资源。
3.1.5Projectmanagershallgivetheinstructiontocarryouttheemergencyplanwhiletheemergencyincidentoccurred;
shallorganizethesalvageandcooperateforinvestigation.
发生紧急情况后启动应急救援预案，组织抢救并配合调查。
3.2FieldManager’sHSEResponsibilities项目现场经理HSE职责
FieldManagershallbeasassistantofprojectmanager,andheisauthorizedpersontoperformtheprojectmanager’sHSEresponsibilitieswhileprojectmanagerisabsent.
协助项目经理工作。
在项目经理不在项目部时，履行项目经理HSE职责。
3.3ConstructionManager’sHSEResponsibilities项目施工经理职责
3.3.1ConstructionmanagershallresponseforthesiteHSEmanagingworkunderprojectmanager’sleading.
在项目经理的领导下对施工现场的HSE管理工作负责。
3.3.2ConstructionmanagershallresponsefortheHSEplanorganizationandexecution.Constructionmanagershallmaketheschedule,arrangement,inspection,summarizingandappraisingthroughcomparisonforconstructionwork,meanwhile,thesameworkshallbedoneforHSEbyconstructionmanager.
组织实施HSE管理规章制度，在计划、布置、检查、总结、评比生产时，同时计划、布置、检查、总结、评比HSE工作。
3.3.3Constructionmanagershallpushtherelativepersonforthesafetypotentialdangerousandstoptheinfringedwork.
督促安全隐患的整改，制止违章作业。
3.3.4Incasetheaccidentoccurred,constructionmanagershallgivetheinstructiontoprotecttheaccidentarea,shallparticipatetheaccidentinvestigation,andshalltakeactionofcountermeasure.
发生事故后，组织保护现场，参加事故分析，落实防范措施。
3.4TCCSafetyManager’sResponsibilitiesTCC安全经理职责
Safetymanagershallsuperviseandmanagethesiteconstructionsafety,housekeeping,environmentprotective,andoccupationhealthworkunderprojectmanager’sleading.Healsoshallensureallsiteworkactivitiesmeettherequirementonhealth,safetyandenvironmentprotectivebyEPCLPVC,CNCECandlocalgovernment.HSEinspectionshallbeorganizedandexecutedbysafetymanager.SuitableHSEplan,rulesshallbepreparedbysafetymanger.SafetymanageralsowillsupervisethePPEissuingandusage.Incasetheaccidentoccurred,safetymanagershallperformtheinvestigationandhandling.Safetymanagerisauthorizedtostoptheworkunderthedangerouscondition.
在项目经理的领导下，负责对施工项目安全生产、文明施工、环境保护、职业健康工作进行有效的监督和管理，保证在现场进行的全部工作符合业主、公司、当地地方政府对健康、安全、环保的标准要求。
组织进行HSE检查，制定适合项目的HSE管理制度、管理方案，监督劳动防护用品的发放和使用。
组织事故调查和处理。
在危险危急情况下有权发布停工令。
3.5CC-7SafetyManager’sResponsibilitiesCC-7安全经理职责
ToimplementtheHSEprocedurestrictlyandconfirmresponsibilitiesofsafetyengineerandinspectors,andtheyshouldbesupervisedandmanagedeffectively.Youshouldensuretoimplementthesafetytechnologyduringtheconstruction.ToorganizeHSEchecking.Andheshallnegotiatewithotherdepartmentstomakesurethespecificpersontosuperviseandrectifythehiddenhazards.Meanwhile,it’snecessarytoinvestigateaccidentsandissuetheorderofstoppingworkundertheemergencycondition.
严格有效执行安全管理体系，明确安全工程师和安全员的职责，并对其进行有效的监督和管理。
组织HSE检查，确保施工过程中安全技术措施的落实。
与项目其它部门进行有效协调，明确隐患整改人，督促安全隐患及时整改。
组织事故调查处理，在紧急危险情况下，有权发布停工令。
3.6SafetyEngineer’sResponsibilities安全工程师职责
ThesafetytrainingengineerisresponsibleforthetrainingofChinesenewcomersandspecialtypeofwork,andeducatesthemtoredresstheincorrectoperation;
thetrainingofemergentrescueandthemanagementofsafetydocument.Safetyengineerforscaffoldingsisresponsibleforcheckingthedesignofscaffolding.Beforeusingthescaffoldings,thesafetyengineershouldhangthetagandsupervisetorectifythehiddenhazard.Safetyengineerforinstrumentsisresponsibleforcheckingandpostingtheequipmentsatthesiteandtorectifythehiddenhazard.
安全培训工程师负责全场新进中国人员的入场培训，特殊工种的专项培训，违章操作再教育，紧急救援培训及安全文件资料管理。
专业安全工程师负责对脚手架搭设方案审核，脚手架搭设完成后挂牌验收，督促脚手架隐患整改。
专业安全工程师负责现场机具，用电设备检查贴标，督促机具设备隐患整改。
3.7Safetyinspector’sResponsibilities专职安全员职责
Safetyinspectorsshallresponseforthesafetymanagerasassistantundersafetymanager’sleading.SafetyinspectorsshallsupervisefortheexecutionoftheHSEmanagingrulesandsafetymeasurementintheirownarea.SafetyinspectorsshallparticipatetheHSEinspection.Hecanstoptheinfringedwork.Safetyinspectorisauthorizedtostoptheworkunderthedangerouscondition,andhewillreporttosafetymanagertimely.SafetyinspectorshallstudytheHSEmanagingdevelopmentandsubmitthesuggestionandmeasurementforimprovement.Safetyinspectorshallparticipateororganizetheinspectionworkforrelatedsafetyprotectivefacilities.SafetyinspectoralsowillsupervisethePPEissuingandusage.Monthlystatistic,analyzeandreportforHSEmanagingshallbeperformedbysafetyinspector.Theareasafetyinspectorshouldinsistoncruising,supervisingandmakerelevantrecordseveryday.
监督HSE管理制度和安全技术措施的落实。
对各自区域进行HSE检查，制止违章作业。
在危险危急情况下有权发布停工令，并及时报告安全经理。
了解HSE管理动态，提出改进建议和措施。
参加或组织对有关安全防护设施的验收工作。
监督劳动防护用品的发放和使用。
对HSE管理情况进行月度统计、分析、上报。
区域安全员应坚持每天现场巡查和监督，并作好相关记录。
3.8ConstructionEngineer’sHSEResponsibilities工程技术人员HSE职责
3.8.1ConstructionengineershallexecutetheHSErules.
认真执行HSE规章制度。
3.8.2Whileengineerpreparetheconstructionmethodstatement,therelativesafetymeasurementshallbeprepared.
编制施工方案的同时，制定有针对性的安全技术措施。
3.8.3Safetyclarificationshallbegiventoworkerbyengineer.Anditmusthavewrittenrecords.
进行安全技术交底，交底应有书面记录。
3.8.4Constructionengineershallsupervisetheworkerscomplyingtheconstructionmethodandoperationrules.Constructionengineercanstoptheinfringedwork.
督促作业人员严格执行施工工艺及操作规程，制止违章作业。
3.8.5Constructionengineershallparticipatetheinspectionworkrelatedthesafetyprotectivefacilities.
参加有关安全防护设施的检查验收工作。
3.8.6Constructionengineershallparticipatethesafetymeasurementpreparationworkforthenewtechnical,newmaterial,newconstructionmethodandnew
参加制定新技术、新材料、新工艺、新设备相应的安全技术措施。
3.8.7Exceptaboveresponsibilities,electricalengineeralsoresponseforthefollowingitems.a.toprepare“MethodStatementforConstructionTemporaryElectrical”;
b.Hewillattendthesafetyinspectionforconstructiontemporaryelectricalwhichwillbeheldonceamonth.Hewillresponsefortherectificationworkregardingthepotentialdangerousofconstructiontemporaryelectrical.
电气技术人员除了履行以上职责，还应履行：
a.编制“临时施工用电方案”；
b.参加每月一次施工用电安全检查，并负责对施工用电安全隐患的整改。
3.8.8Thetechniciansandcaptainmustapplytotheareasafetyinspectorbeforetheyarereadytoworkunderthesafecondition.Thedetailcanbereferredtotherequirementforworkpermit.
工程技术人员、队长在进行作业许可规定的作业前，必须向区域安全员申请，区域安全员在保证安全措施的前提下，进行批复后才可作业。
具体参见作业许可规定。
3.9Worker’sHSEResponsibilities作业人员HSE职责
Workershallstrictlycomplywiththecompanyandprojectteam’sHSErules.Workershallperformtheconstructionworkaspersafetyrequirement.Workercanstoptheinfringedworkandrefusetheinfringedinstruction.Workershallcarryoutthehousekeeping,complytheHSEmanagingandcommand.Anyaccidentorpotentialdangerousisdis
