CHAPTERI.MEETINGS
Rule1
MeetingsoftheSecurityCouncilshall,withtheexceptionoftheperiodicmeetingsreferredtoinrule4,beheldatthecallofthePresidentatanytimehedeemsnecessary,buttheintervalbetweenmeetingsshallnotexceedfourteendays.
Rule2
ThePresidentshallcallameetingoftheSecurityCouncilattherequestofanymemberoftheSecurityCouncil.
Rule3
ThePresidentshallcallameetingoftheSecurityCouncilifadisputeorsituationisbroughttotheattentionoftheSecurityCouncilunderArticle35orunderArticleII(3)oftheCharter,oriftheGeneralAssemblymakesrecommendationsorrefersanyquestiontotheSecurityCouncilunderArticle11
(2),oriftheSecretary-GeneralbringstotheattentionoftheSecurityCouncilanymatterunderArticle99.
Rule4
PeriodicmeetingsoftheSecurityCouncilcalledforinArticle28
(2)oftheChartershallbeheldtwiceayear,atsuchtimesastheSecurityCouncilmaydecide.
Rule5
MeetingsoftheSecurityCouncilshallnormallybeheldattheseatoftheUnitedNations.
AnymemberoftheSecurity-CouncilortheSecretary-GeneralmayproposethattheSecurityCouncilshouldmeetatanotherplace.ShouldtheSecurityCouncilacceptanysuchproposal,itshalldecideupontheplaceandtheperiodduringwhichtheCouncilshallmeetatsuchplace.
CHAPTERII.AGENDA
Rule6
TheSecretary-GeneralshallimmediatelybringtotheattentionofallrepresentativesontheSecurityCouncilallcommunicationsfromStates,organsoftheUnitedNations,ortheSecretary-GeneralconcerninganymatterfortheconsiderationoftheSecurityCouncilinaccordancewiththeprovisionsoftheCharter.
Rule7
TheprovisionalagendaforeachmeetingoftheSecurityCouncilshallbedrawnupbytheSecretary-GeneralandapprovedbythePresidentoftheSecurityCouncil.
OnlyitemswhichhavebeenbroughttotheattentionoftherepresentativesontheSecurityCouncilinaccordancewithrule6,itemscoveredbyrule10,ormatterswhichtheSecurityCouncilhadpreviouslydecidedtodefer,maybeincludedintheprovisionalagenda.
Rule8
TheprovisionalagendaforameetingshallbecommunicatedbytheSecretary-GeneraltotherepresentativesontheSecurityCouncilatleastthreedaysbeforethemeeting,butinurgentcircumstancesitmaybecommunicatedsimultaneouslywiththenoticeofthemeeting.
Rule9
ThefirstitemoftheprovisionalagendaforeachmeetingoftheSecurityCouncilshallbetheadoptionoftheagenda.
Rule10
AnyitemoftheagendaofameetingoftheSecurityCouncil,considerationofwhichhasnotbeencompletedatthatmeeting,shall,unlesstheSecurityCouncilotherwisedecides,automaticallybeincludedintheagendaofthenextmeeting.
Rule11
TheSecretary-GeneralshallcommunicateeachweektotherepresentativesontheSecurityCouncilasummarystatementofmattersofwhichtheSecurityCouncilisseizedandofthestagereachedintheirconsideration.
Rule12
TheprovisionalagendaforeachperiodicmeetingshallbecirculatedtothemembersoftheSecurityCouncilatleasttwenty-onedaysbeforetheopeningofthemeeting.Anysubsequentchangeinoradditiontotheprovisionalagendashallbebroughttothenoticeofthemembersatleastfivedaysbeforethemeeting.TheSecurityCouncilmay,however,inurgentcircumstances,makeadditionstotheagendaatanytimeduringaperiodicmeeting.
Theprovisionsofrule7,paragraph1,andofrule9,shallapplyalsotoperiodicmeetings.
CHAPTERIII.REPRESENTATIONANDCREDENTIALS
Rule13
EachmemberoftheSecurityCouncilshallberepresentedatthemeetingsoftheSecurityCouncilbyanaccreditedrepresentative.ThecredentialsofarepresentativeontheSecurityCouncilshallbecommunicatedtotheSecretary-Generalnotlessthantwenty-fourhoursbeforehetakeshisseatontheSecurityCouncil.ThecredentialsshallbeissuedeitherbytheHeadoftheStateoroftheGovernmentconcernedorbyitsMinisterofForeignAffairs.TheHeadofGovernmentorMinisterofForeignAffairsofeachmemberoftheSecurityCouncilshallbeentitledtositontheSecurityCouncilwithoutsubmittingcredentials.
Rule14
AnyMemberoftheUnitedNationsnotamemberoftheSecurityCouncilandanyStatenotaMemberoftheUnitedNations,ifinvitedtoparticipateinameetingormeetingsoftheSecurityCouncil,shallsubmitcredentialsfortherepresentativeappointedbyitforthispurpose.ThecredentialsofsucharepresentativeshallbecommunicatedtotheSecretary-Generalnotlessthantwenty-fourhoursbeforethefirstmeetingwhichheisinvitedtoattend.
Rule15
ThecredentialsofrepresentativesontheSecurityCouncilandofanyrepresentativeappointedinaccordancewithrule14shallheexaminedbytheSecretary-GeneralwhoshallsubmitareporttotheSecurityCouncilforapproval.
Rule16
PendingtheapprovalofthecredentialsofarepresentativeontheSecurityCouncilinaccordancewithrule15,suchrepresentativeshallbeseatedprovisionallywiththesamerightsasotherrepresentatives.
Rule17
AnyrepresentativeontheSecurityCouncil,towhosecredentialsobjectionhasbeenmadewithintheSecurityCouncil,shallcontinuetositwiththesamerightsasotherrepresentativesuntiltheSecurityCouncilhasdecidedthematter.
CHAPTERIV.PRESIDENCY
Rule18
ThepresidencyoftheSecurityCouncilshallbeheldinturnbythemembersoftheSecurityCouncilintheEnglishalphabeticalorderoftheirnames.EachPresidentshallholdofficeforonecalendarmonth.
Rule19
ThePresidentshallpresideoverthemeetingsoftheSecurityCounciland,undertheauthorityoftheSecurityCouncil,shallrepresentitinitscapacityasanorganoftheUnitedNations.
Rule20
WheneverthePresidentoftheSecurityCouncildeemsthatfortheproperfulfilmentoftheresponsibilitiesofthepresidencyheshouldnotpresideovertheCouncilduringtheconsiderationofaparticularquestionwithwhichthememberherepresentsisdirectlyconnected,heshallindicatehisdecisiontotheCouncil.Thepresidentialchairshallthendevolve,forthepurposeoftheconsiderationofthatquestion,ontherepresentativeofthemembernextinEnglishalphabeticalorder,itbeingunderstoodthattheprovisionsofthisruleshallapplytotherepresentativesontheSecurityCouncilcalleduponsuccessivelytopreside.ThisruleshallnotaffecttherepresentativecapacityofthePresidentasstatedinrule19,orhisdutiesunderrule7.
CHAPTERV.SECRETARIAT
Rule21
TheSecretary-GeneralshallactinthatcapacityinallmeetingsoftheSecurityCouncil.TheSecretary-GeneralmayauthorizeadeputytoactinhisplaceatmeetingsoftheSecurityCouncil.
Rule22
TheSecretary-General,orhisdeputyactingonhisbehalf,maymakeeitheroralorwrittenstatementstotheSecurityCouncilconcerninganyquestionunderconsiderationbyit.
Rule23
TheSecretary-GeneralmaybeappointedbytheSecurityCouncil,inaccordancewithrule28,asrapporteurforaspecifiedquestion.
Rule24
TheSecretary-GeneralshallprovidethestaffrequiredbytheSecurityCouncil.ThisstaffshallformapartoftheSecretariat.
Rule25
TheSecretary-GeneralshallgivetorepresentativesontheSecurityCouncilnoticeofmeetingsoftheSecurityCouncilandofitscommissionsandcommittees.
Rule26
TheSecretary-GeneralshallberesponsibleforthepreparationofdocumentsrequiredbytheSecurityCouncilandshall,exceptinurgentcircumstances,distributethematleastforty-eighthoursinadvanceofthemeetingatwhichtheyaretobeconsidered.
CHAPTERVI.CONDUCTOFBUSINESS
Rule27
ThePresidentshallcalluponrepresentativesintheorderinwhichtheysignifytheirdesiretospeak.
Rule28
TheSecurityCouncilmayappointacommissionorcommitteeorarapporteurforaspecifiedquestion.
Rule29
ThePresidentmayaccordprecedencetoanyrapporteurappointedbytheSecurityCouncil.
TheChairmanofacommissionorcommittee,ortherapporteurappointedbythecommissionorcommitteetopresentitsreport,maybeaccordedprecedenceforthepurposeofexplainingthereport.
Rule30
Ifarepresentativeraisesapointoforder,thePresidentshallimmediatelystatehisruling.Ifitischallenged,thePresidentshallsubmithisrulingtotheSecurityCouncilforimmediatedecisionanditshallstandunlessoverruled.
Rule31
Proposedresolutions,amendmentsandsubstantivemotionsshallnormallybeplacedbeforetherepresentativesinwriting.
Rule32
Principalmotionsanddraftresolutionsshallhaveprecedenceintheorderoftheirsubmission.
Partsofamotionorofadraftresolutionshallbevotedonseparatelyattherequestofanyrepresentative,unlesstheoriginalmoverobjects.
Rule33
Thefollowingmotionsshallhaveprecedenceintheordernamedoverallprincipalmotionsanddraftresolutionsrelativetothesubjectbeforethemeeting:
1.Tosuspendthemeeting;
2.Toadjournthemeeting;
