  Speech:

  IncompliancewithacustomasoldastheGovernmentitself,IappearbeforeyoutoaddressyoubrieflyandtotakeinyourpresencetheoathprescribedbytheConstitutionoftheUnitedStatestobetakenbythePresident“beforeheentersontheexecutionofthisoffice.”

  Idonotconsideritnecessaryatpresentformetodiscussthosemattersofadministrationaboutwhichthereisnospecialanxietyorexcitement.

  ApprehensionseemstoexistamongthepeopleoftheSouthernStatesthatbytheaccessionofaRepublicanAdministrationtheirpropertyandtheirpeaceandpersonalsecurityaretobeendangered.Therehasneverbeenanyreasonablecauseforsuchapprehension.Indeed,themostampleevidencetothecontraryhasallthewhileexistedandbeenopentotheirinspection.Itisfoundinnearlyallthepublishedspeechesofhimwhonowaddressesyou.IdobutquotefromoneofthosespeecheswhenIdeclarethat:

  Itisseventy-twoyearssincethefirstinaugurationofaPresidentunderourNationalConstitution.DuringthatperiodfifteendifferentandgreatlydistinguishedcitizenshaveinsuccessionadministeredtheexecutivebranchoftheGovernment.Theyhaveconducteditthroughmanyperils,andgenerallywithgreatsuccess.Yet,withallthisscopeofprecedent,Inowenteruponthesametaskforthebriefconstitutionaltermoffouryearsundergreatandpeculiardifficulty.AdisruptionoftheFederalUnion,heretoforeonlymenaced,isnowformidablyattempted.Top
