Descendingfromthesegeneralprinciples,wefindthepropositionthatinlegalcontemplationtheUnionisperpetualconfirmedbythehistoryoftheUnionitself.TheUnionismucholderthantheConstitution.Itwasformed,infact,bytheArticlesofAssociationin1774.ItwasmaturedandcontinuedbytheDeclarationofIndependencein1776.Itwasfurthermatured,andthefaithofallthethenthirteenStatesexpresslyplightedandengagedthatitshouldbeperpetual,bytheArticlesofConfederationin1778.Andfinally,in1787,oneofthedeclaredobjectsforordainingandestablishingtheConstitutionwas“toformamoreperfectUnion.”

ItfollowsfromtheseviewsthatnoStateuponitsownmeremotioncan

thatresolvesandordinancestothateffectarelegallyvoid,andthatactsofviolencewithinanyStateorStatesagainsttheauthorityoftheUnitedStatesareinsurrectionaryorrevolutionary,accordingtocircumstances.
IthereforeconsiderthatinviewoftheConstitutionandthelawstheUnionisunbroken,andtotheextentofmyability,Ishalltakecare,astheConstitutionitselfexpresslyenjoinsuponme,thatthelawsoftheUnionbefaithfullyexecutedinalltheStates.DoingthisIdeemtobeonlyasimpledutyonmypart,andIshallperformitsofaraspracticableunlessmyrightfulmasters,theAmericanpeople,shallwithholdtherequisitemeansorinsomeauthoritativemannerdirectthecontrary.Itrustthiswillnotberegardedasamenace,butonlyasthedeclaredpurposeoftheUnionthatitwillconstitutionallydefendandmaintainitself.
