andfriendswatchingaroundtheworld,thankyouforjoiningusatthistrulyhistoricmomentaswepreparetoraisetheUnitedStatesflaghereatourembassyinHavana,symbolizingthere-establishmentofdiplomaticrelationsafter54years.ThisisalsothefirsttimethataUnitedStatesSecretaryofStatehasbeentoCubasince1945.(Applause.)

ThismorningIfeelverymuchathomehere,andI'

mgratefultothosewhohavecometoshareinthisceremonywhoarestandingaroundoutsideofourfacilities,andIfeelathomeherebecausethisistrulyamemorableoccasion–adayforpushingasideoldbarriersandexploringnewpossibilities.

AnditisinthatspiritthatIsayonbehalfofmycountry,LosEstadosUnidosacogenconbeneplacitoestenuevocomienzodesurelacionconelpuebloyelGobiernodeCuba.Sabemosqueelcaminohaciaunasrelacionesplenamentenormaleseslargo,peroesprecisamenteporelloquetenemosqueempezarenestemismoinstante.Nohaynadaquetemer,yaqueseranmuchoslosbeneficiosdelosquegozaremoscuandopermitamosanuestrosciudadanosconocersemejor,visitarseconmasfrecuencia,realizarnegociosdeformahabitual,intercambiarideasyaprenderlosunosdelosotros.

Myfriends,wearegatheredheretodaybecauseourleaders–PresidentObamaandPresidentCastro–madeacourageousdecisiontostopbeingtheprisonersofhistoryandtofocusontheopportunitiesoftodayandtomorrow.Thisdoesn'

tmeanthatweshouldorwillforgetthepast;

howcouldwe,afterall?

Atleastformygeneration,theimagesareindelible.

In1959,FidelCastrocametotheUnitedStatesandwasgreetedbyenthusiasticcrowds.ReturningthenextyearfortheUNGeneralAssembly,hewasembracedbythen-SovietPremierNikitaKhrushchev.In1961,theBayofPigstragedyunfoldedwithPresidentKennedyacceptingresponsibility.AndinOctober1962,themissilecrisisarose–13daysthatpushedustotheverythresholdofnuclearwar.Iwasastudentthen,andIcanstillrememberthetautfacesofourleaders,thegrimmapshowingthemovementofopposingships,theapproachingdeadline,andthatpeculiarword–quarantine.Wewereunsettledanduncertainaboutthefuturebecausewedidn'

tknowwhenclosingoureyesatnightwhatwewouldfindwhenwewokeup.

Inthatfrozenenvironment,diplomatictiesbetweenWashingtonandthiscapitalcitywerestrained,thenstretchedthin,thensevered.Inlate1960,theU.S.ambassadorleftHavana.EarlythefollowingJanuary,Cubademandedabigcutinthesizeofourdiplomaticmission,andPresidentEisenhowerthendecidedhehadnochoicebuttoshuttheembassydown.

MostoftheU.S.staffdepartedquickly,butafewstayedbehindtohandthekeysovertoourSwisscolleagues,whowouldservediligentlyandhonorablyasourprotectingpowerformorethan50years.IjustmetwiththeForeignMinisterDidierBurkhalter,andwe'

regratefultoSwitzerlandalwaysfortheirserviceandtheirhelp.(Applause.)

AmongthoseremainingattheembassywerethreeMarineguards:

LarryMorris,MikeEast,andJimTracy.Astheysteppedoutside,theywereconfrontedbyalargecrowdstandingbetweenthemandtheflagpole.Tensionswerehigh.Noonefeltsafe.ButtheMarineshadamissiontoaccomplish.Andslowly,thecrowdjustpartedinfrontofthemastheymadetheirwaytotheflagpole,loweredOldGlory,foldedit,andreturnedtothebuilding.

Larry,Mike,andJimhaddonetheirjobs,buttheyalsomadeaboldpromisethatonedaytheywouldreturntoHavanaandraisetheflagagain.(Applause.)

Atthetime,noonecouldhaveimaginedhowdistantthatdaywouldbe.

Formorethanhalfacentury,U.S.-CubanrelationshavebeensuspendedintheamberofColdWarpolitics.Intheinterim,awholegenerationofAmericansandCubanshavegrownupandgrownold.TheUnitedStateshashadtennewpresidents.InaunitedGermany,theBerlinWallisafadingmemory.FreedfromSovietshackles,CentralEuropeisagainhometothrivingdemocracies.

Andlastweek,IwasinHanoitomarkthe20thanniversaryofnormalizationofrelationsbetweentheUnitedStatesandVietnam.Thinkaboutthat.Alongandterriblewarthatinflictedindeliblescarsonbodyandmind,followedbytwodecadesofmutualhealing,followedbyanothertwodecadesofdiplomaticandcommercialengagement.Inthisperiod,Vietnamevolvedfromacountrytornapartbyviolenceintoadynamicsocietywithoneoftheworld'

sfastestgrowingeconomies.Andallthattime,throughreconciliation,throughnormalization,Cuban-Americanrelationsremainedlockedinthepast.

Meanwhile,newtechnologiesenabledpeopleeverywheretobenefitfromsharedprojectsacrossvaststretchesofoceanandland.Myfriends,itdoesn'

ttakeaGPStorealizethattheroadofmutualisolationandestrangementthattheUnitedStatesandCubaweretravelingwasnottherightoneandthatthetimehascomeforustomoveinamorepromisingdirection.

IntheUnitedStates,thatmeansrecognizingthatU.S.policyisnottheanvilonwhichCuba'

sfuturewillbeforged.Decadesofgoodintentionsaside,thepoliciesofthepasthavenotledtoademocratictransitioninCuba.Itwouldbeequallyunrealistictoexpectnormalizingrelationstohave,inashortterm,atransformationalimpact.Afterall,Cuba'

sfutureisforCubanstoshape.Responsibilityforthenatureandqualityofgovernanceandaccountabilityrests,asitshould,notwithanyoutsideentity;

butsolelywithinthecitizensofthiscountry.

ButtheleadersinHavana–andtheCubanpeople–shouldalsoknowthattheUnitedStateswillalwaysremainachampionofdemocraticprinciplesandreforms.Likemanyothergovernmentsinandoutsidethishemisphere,wewillcontinuetourgetheCubanGovernmenttofulfillitsobligationsundertheUNandinter-Americanhumanrightscovenants–obligationssharedbytheUnitedStatesandeveryothercountryintheAmericas.

Andindeed,weremainconvincedthepeopleofCubawouldbebestservedbygenuinedemocracy,wherepeoplearefreetochoosetheirleaders,expresstheirideas,practicetheirfaith;

wherethecommitmenttoeconomicandsocialjusticeisrealizedmorefully;

whereinstitutionsareanswerabletothosetheyserve;

andwherecivilsocietyisindependentandallowedtoflourish.

Letmebeclear:

Theestablishmentofnormaldiplomaticrelationsisnotsomethingthatonegovernmentdoesasafavortoanother;

itissomethingthattwocountriesdotogetherwhenthecitizensofbothwillbenefit.Andinthiscase,thereopeningofourembassiesisimportantontwolevels:

People-to-peopleandgovernment-to-government.

First,webelieveit'

shelpfulforthepeopleofournationstolearnmoreabouteachother,tomeeteachother.ThatiswhyweareencouragedthattravelfromtheUnitedStatestoCubahasalreadyincreasedby35percentsinceJanuaryandiscontinuingtogoup.WeareencouragedthatmoreandmoreU.S.companiesareexploringcommercialventuresherethatwouldcreateopportunitiesforCuba'

sownrisingnumberofentrepreneurs,andweareencouragedthatU.S.firmsareinterestedinhelpingCubaexpanditstelecommunicationsandinternetlinks,andthatthegovernmenthererecentlypledgedtocreatedozensofnewandmoreaffordableWi-Fihotspots.

WealsowanttoacknowledgethespecialrolethattheCubanAmericancommunityisplayinginestablishinganewrelationshipbetweenourcountries.Andinfact,wehavewithusthismorningrepresentativesfromthatcommunity,someofwhomwerebornhereandotherswhowerebornintheUnitedStates.Withtheirstrongtiesofcultureandfamily,theycancontributemuchtothespiritofbilateralcooperationandprogressthatweareseekingtocreate,justastheyhavecontributedmuchtotheircommunitiesintheiradoptedland.

Therestorationofdiplomatictieswillalsomakeiteasierforourgovernmentstoengage.Afterall,weareneighbors,andneighborswillalwayshavemuchtodiscussinsuchareasascivilaviation,migrationpolicy,disasterpreparedness,protectingmarineenvironment,globalclimatechange,andothertougherandmorecomplicatedissues.Havingnormalrelationsmakesiteasierforustotalk,andtalkcandeepenunderstandingevenwhenweknowfullwellwewillnotseeeyetoeyeoneverything.

WeareallawarethatnotwithstandingPresidentObama'

snewpolicy,theoverallU.S.embargoontradewithCubaremainsinplaceandcanonlybeliftedbycongressionalaction–astepthatwestronglyfavor.Fornow–(applause).Fornow,thePresidenthastakenstepstoeaserestrictionsonremittances,onexportsandimportstohelpCubanprivateentrepreneurs,ontelecommunications,onfamilytravel,butwewanttogofurther.ThegoalofallofthesechangesistohelpCubansconnecttotheworldandtoimprovetheirlives.Andjustaswearedoingourpart,weurgetheCubanGovernmenttomakeitlessdifficultfortheircitizenstostartbusinesses,toengageintrade,accessinformationonline.Theembargohasalwaysbeensomethingofatwo-waystreet–bothsidesneedtoremoverestrictionsthathavebeenholdingCubansback.
