尊敬的基辛格博士，尊敬的希尔斯大使、布朗先生、赵小兰部长，女士们、先生们：

首先，我要感谢美中关系全国委员会、美中贸易全国委员会、美国对外关系委员会、亚洲协会、美国商会、美国中国总商会、百人会、美中政策基金会、美国中国论坛、商业圆桌会议和华美协进社共同举办这场活动，使我们有机会同各位老友新朋再次相聚，共叙情谊。

记得２００３年我对美国进行正式访问期间，你们在华盛顿也举办了这样盛大的宴会。

那次我发表了题为《共同谱写中美关系新篇章》的演讲，对中美关系作出三条结论：

一是中美两国合则两利，斗则俱伤；

二是中美两国有合作的基础和共同的利益；

三是中美合作有利于亚太地区的稳定，也有利于世界的和平与发展。

WorkingTogethertoWriteaNewChapterinChina-USRelations,"

inwhichIdrewthreeconclusionsonSino-U.S.relations.First,forChinaandtheUnitedStates,cooperationbenefitsboth,whilecontentionhurtsboth.Second,thetwocountrieshavethefoundationforcooperationandcommoninterests.Third,China-U.S.cooperationisconducivetostabilityintheAsia-Pacificregionaswellaspeaceanddevelopmentintheworld.

转眼５年过去了，我高兴地看到，这三条结论经受住了时间的检验，中美关系取得了重要的发展。

首先，中美高层接触比以往任何时期都要频繁。

中美之间各种对话和磋商机制已超过６０个，特别是中美战略经济对话和战略对话机制，为增进双方战略互信发挥了重要作用。

第二，双边贸易额从２００３年的１２６０亿美元增加到去年的３０２０亿美元，五年中增长了近一倍半，中美互为第二大贸易伙伴。

双方在能源资源、气候变化、产品质量和食品安全等一系列新领域开展了对话与合作。

不久前，两国签署的《中美能源环境十年合作框架》文件就是一个突出例子。

第三，中美在反恐、防扩散等全球安全领域和朝鲜半岛核问题等地区和国际热点问题上保持了沟通与协调，共同致力于维护世界和平与稳定。

FiveyearshavepassedsincethenandIamhappytoseethatthesethreeconclusionshavestoodthetestoftime.China-USrelationshavemadesignificantprogress.First,ourhigh-levelcontactsaremorefrequentthaneverbefore.Therearenowmorethan60dialogueandconsultationmechanismsbetweenourtwocountries.TheStrategicEconomicDialogueandtheStrategicDialoguehave,inparticular,haveplayedanimportantpartinincreasingstrategicmutualtrustbetweenthetwosides.Second,ourtwo-waytradegrewfrom126U.S.billiondollarsin2003to302billiondollarslastyear,anincreaseofnearlyoneandahalftimeswithinfiveyears.ChinaandtheUnitedStatesarenoweachother'

ssecondlargesttradingpartner.Thetwosideshaveconducteddialogueandcooperationinaseriesofnewsareas,suchasenergyresources,climatechange,productqualityandfoodsafety.TheU.S.-ChinaTenYearEnergyandEnvironmentCooperationFrameworksignednotlongagostandsoutasagoodexampleofsuchcooperation.Third,ChinaandtheUnitedStateshavemaintainedcommunicationandcoordinationonglobalsecurityissuessuchascounter-terrorismandnon-proliferationandonregionalandinternationalhotspotissuessuchasthenuclearissueontheKoreanpeninsula,tojointlycontributetoworldpeaceandstability.

女士们，先生们：

“国之交在于民相亲”。

中美关系的发展还体现在两国人民之间的友好感情不断加深。

四川汶川特大地震发生后，美方向中国提供了大量援助资金和物资，总价值超过１亿美元，其中大部分来自民间。

记得大地震发生后的第二天，我在受灾最严重的北川县察看灾情时，偶遇三个美国青年。

交谈中得知，他们是从成都赶来的美国志愿者。

这是我在灾区见到的第一批外国志愿者。

后来，由美国国际开发署牵头，美国一些著名企业和机构的代表冒着余震危险，前往重灾区考察，为恢复重建工作出谋献策。

这在两国交往中也是首次，我在北京会见了他们。

目前，在美国政府和社会各界的大力促成下，１５０名来自地震灾区的中国大学生正在纽约州立大学学习。

我相信他们学成回国后一定能更好地为家乡建设服务，也一定会加入到促进中美友好的事业中来。

在上个月结束的北京奥运会上，我们同样见到许多中美友好的感人场景。

例如，布什总统全家三代人来到北京，与中国观众一起为两国运动员加油；

由中国教练执教的美国女排和体操队与中国队同场竞技；

在美国ＮＢＡ打球的中国运动员很受人们喜爱；

美国花样游泳队在赛场上高举“谢谢你，中国”的标语，中国观众对此报以热烈的掌声，等等。

这些例子再次证明，中美两国人民心灵是相通的，情感是相连的。

借此机会，我要向长期致力于促进中美友好事业的美国各界人士表示崇高的敬意，对美国政府和人民对中国抗震救灾和举办奥运会的大力支持表示衷心感谢！

ThegrowingChina-U.S.relationsisalsoreflectedbytheever-deepeningfriendshipbetweenourtwopeoples.InthewakeofthedevastatingearthquakethathitWenchuanofSichuanProvince,theU.S.sideprovidedgenerousassistanceincashandinkindtoChina.IrememberrunningintothreeyoungAmericansinBeichuan,oneofthehardest-hitareas,whenIwasoverseeingtherescueandreliefworktherethedayafterthequakestruck.IlearnedfrommyconversationwiththemthattheywereAmericanvolunteersrushingtothequakezonefromChengdu,capitalcityofSichuan.TheywerethefirstgroupofvolunteersfromforeigncountriesthatImetinthequake-struckareas.Afterthem,headedbytheUSAID,representativesofsomewell-knownAmericancompaniesandorganizationsalsowenttothequakeareas,attheriskofaftershocks,andofferedustheiradviceonrecoveryandreconstruction.Theirvisitwastheveryfirstofitskindinthehistoryofexchangesbetweenourtwocountries,andIlaterhadameetingwiththeminBeijing.

ThankstoeffortsoftheU.S.governmentandpeopleofvarioussectors,150Chinesestudentsfromtheearthquake-hitareasarenowstudyingintheStateUniversityofNewYork.IamconvincedthatwhentheyreturntoChinaafterfinishingtheirstudieshere,theywillbeabletobetterhelpthebuildingoftheirhomelandandwillsurelyjoinintheendeavortopromoteChina-U.S.friendship.WealsosawmanyscenesshowingChina-U.S.friendshipduringtheBeijingOlympicGamesthatendedlastmonth.Hereareafewexamples.PresidentBushandthreegenerationsoftheBushfamilytraveledtoBeijingandjoinedChinesespectatorsincheeringforChineseandU.S.athletes.TheU.S.women'

onitbythepoolside,andtheyreceivedthunderousapplausefromtheChinesespectators.Theseexamplesshowonceagainthatthereexistadeepaffinityandastrongbondoffriendshipbetweenourtwopeoples.IwishtotakethisopportunitytoexpressmysincereappreciationtotheAmericanpeoplefromallwalksoflifefortheirlong-termcommitmenttotheChina-USfriendship,andtoextendheartfeltgratitudetotheU.S.governmentandpeoplefortheirstrongsupporttoourearthquakerescueandreliefworkandoureffortsinhostingtheOlympicGames.

再过一个多月美国将举行总统选举。

有不少人问我如何看待美国大选后的中美关系？

我告诉他们，不管谁出任美国下届总统，中国都希望与美国保持和发展建设性合作关系。

同时，我们坚信，无论谁入主白宫，中美关系都要向前发展，历史的潮流不会逆转。

这是因为：

第一，中美两国从未像今天这样拥有广泛的共同利益。

从维护世界和平与稳定，到应对日益增多的全球性挑战和推动贸易与投资自由化，中美合作的领域和意义已远远超出双边范畴，正在全球产生越来越重要的影响。

中美关系稳定发展符合两国人民的根本利益，也顺应时代潮流。

第二，中美社会制度、发展水平和历史文化不同，两国在一些问题上存在分歧，这并不是什么可怕的事情。

只要双方坚持在相互尊重的基础上开展平等对话协商，就能够逐步消除疑虑，加深互信。

第三，中美两个民族都具有海纳百川、好学求新的品质。

美国在短短２００多年时间里，成为世界上最强大的国家，在经济、科技领域取得了辉煌成就。

中国悠久的文明绵延５０００年不中断，在新的时代日益焕发出勃勃生机。

不同的历史，同样精彩，靠什么？

靠开放包容、博采众长。

两个相互欣赏，相互学习的民族，也应该是友好相处、共同进步的民族。

WiththeU.S.presidentialelectionlessthantwomonthsaway,manypeoplehaveaskedformyopinionoftheChina-U.S.relationsaftertheelection.ItoldthemthatwhoeverbecomesthenextU.S.president,ChinahopestomaintainanddeveloptheconstructiveandcooperativerelationswiththeUnitedStates.AndweareconfidentthatwhoeverbecomesthenextU.S.president,China-U.S.relationswillcontinuetomoveforward,asthetrendofhistorywillnotturnback.Isaythisbecause:

First,ChinaandtheUnitedStateshaveneverenjoyedsoextensivecommoninterestsastheydotoday.Frommaintainingworldpeaceandstabilitytotacklinggrowingglobalchallenges,topromotingtradeandinvestmentliberalization,China-U.S.cooperationhasgonebeyondthebilateralcontextintermsofbothitssubstanceandsignificance,andishavingincreasinglyimportantimpactontheworld.SteadygrowthofChina-U.S.relationsservesthefundamentalinterestsofourtwopeoplesandmeetsthetrendofthetimes.Second,duetodifferencesinsocialsystem,developmentlevel,historyandculture,theremaybedifferencesbetweenthetwocountriesoncertainissues.Thisisnothingtofear.Aslongasthetwosidesengageindialogueandconsultationonthebasisofequalityandmutualrespect,theywillbeabletograduallydispelmisgivingsandenhancemutualtrust.Third,boththeChinesepeopleandtheAmericanpeopleareopen,innovative,andeagertolearn.

Injustmorethan200years,theUnitedStateshasdevelopeditselfintothemostpowerfulcountryintheworld,withbrilliantachievementsinthefieldsofeconomy,scienceandtechnology.TheChinesecivilization,datingback5,000years,isshowinggreatvitalityinthenewera.Whatisbehindthesplendidachievementswebothhavescoredthoughourhistoriesaredifferent?

Ithinkitisopenness,inclusivenessandthespiritofdrawinguponthestrengthsofothers.Twocountriesthatappreciateeachotherandlearnfromeachothercanlivetogetherinamityandachievecommonprogress.

第四，中国的发展不会损害任何人，也不会威胁任何人。

中国是国际体系的积极参与者和建设者，不是破坏者。

中国是一个负责任的大国。

中国经济对世界经济增长的贡献率已超过１０％。

中国积极参与解决朝鲜半岛核问题、伊朗核问题等重大国际和地区问题。

中国愿与国际社会一道，共同应对金融动荡、能源紧张、粮食短缺、气候变化等全球性挑战。

中美不是竞争对手，而是合作伙伴，也可以成为朋友。

布什总统在出席北京奥运会期间对我说，美中关系不是一种你输我赢或你赢我输的关系，中国所得并不意味着美国所失，反之亦然。

美国可以从中国的繁荣发展中获益，美中两国可以共同发展。

我也高兴地看到，美国共和、民主两党阵营都重视中美关系。

我认为，这体现了布什总统和美国两党阵营的战略眼光和政治智慧，也代表了全体美国人民的愿望。

我要强调的是，中国政府历来重视发展中美关系。

我们真诚希望，中美友好合作能够走出一条不同文化背景的大国和谐相处、共同发展的光明大道。

台湾问题始终是中美关系中最核心、最敏感的问题。
