IT1ScopeofTender&SourceofFunds招标范围和资金来源

1.1scopeofTender招标范围

C.E.OGENCO一IITPSGUDDU（hereinaftercabled"TheEmployer"wishestoreceivetenderforHiringofInternationallyreputedandexperiencedindependentengineer（s）todeterminetheBenchmarkPerformanceParametersofHeatrate，AnnualAvailability.DependableCapacity，Reliabilityandthebaselinemulti-yeartariffofallblocksofThermalPowerStation，Cuddu

CEOGENCO-IITPSGUDDU（下文称为招标者）面向国际知名工程师，给Guddu热电厂机组的热容量，年可用小时数，可靠容量，安全性，多年费用基线等性能参数做评测

1.2SourceofFunds资金来源

TheEmployerhasarrangedthefundsfromPEPCU'SownresourcesofForeignExchangeallocatedtoG.M.（Thermal）forHiringservicesformajoroverhauling.

招标人已得到隶属于通用公司的PEPCO公司的国际交易资金，用于付这次大修的服务费用

IT2EligibleTenderers投标资格

Tenderingisopentoallfirmswhoarebona-fideSpecialistsconsultants.Thefirmshouldhaveproperequipmentandateamofqualified&experiencedworldrenownedexpertstocarryoutsuchservicesmentionedinSCHEDULETOTENDER/SCOPEOFWORK.

本次投标面向本行业的各资深专家顾问，投标公司应拥有能提供在招标行程及工程范围里提到的各项服务的设备及资深专家团队。

IT3CostofTendering投标成本

ThetenderershallbearallcostsassociatedwiththepreparationandsubmissionofitstenderandtheEmployerwillinnocaseberesponsibleorliableforthosecosts，regardlessoftheconductoroutcomeofthetenderingprocess

投标人应承担在投标准备阶段及完成任务期间的相关费用，招标人在此期间不对这些费用负责。

IT5ClarificationofTenderDocuments投标文件澄清

5.1Aprospectivetendererrequiringanyclarification（s）inrespectoftheTenderDocumentsmaynotifytheEmplpyer’saddressgivenhereinbelow：

准投标者若需要投标文件澄清可以通过以下方式与招标人联系获取：

5.2Theemployerwillrespondtoanyrequestforclarificationwhichitreceivesearlierthan15dayspriortothedeadlineforthesubmissionoftenders.Copiesoftheemployer‘sresponsewillbeforwardedtoallprospectivetenderers，atleast7dayspriortodeadlineforthesubmissionoftenders，whohavepurchasedtheTenderDocumentsincludingadescriptionoftheenquirybutwithoutidentifyingitssource。

招标单位将会对在招标截止前15天索取投标文件澄清作出回应，招标文件或其复印件最迟将在投标截止前7天寄出。

副本看老板的反应将提交给所有的人,发出的招标文件，包括描述了调查，但没有查明其来源。

IT6AmendmentofTenderDocuments投标文件的修改

6.1Atanytimepriortothedeadlineforsubmissionoftenders，theemployermay，foranyreason，whetherathisowninitiativeorinresponsetoaclarificationrequestedbyaprospectivetenderers，modifytheTenderDocumentsbyissuinganamendment

在提交标书最后期限前，业主可根据自己的意愿，或应回复潜在投标者的解释文件的要求，发布附录修改投标文件。

6.2AnyamendmentthusissuedshallbepartoftheTenderDocumentspursuanttosubClause6.1hereof，andshallbecommunicatedinwritingtoallpursuanttotheTenderDocuments.Prospectivetendersshallacknowledgereceiptofeachamendmentinwritingtotheemployer

根据6.1，对投标文件的任何修改仍属于投标文件并应按照与投标文件相关内容或格式载入。

准投标者应以书面形式向招标单位表示已收到关于投标文件有所修改的通知

6.3Toaffordprospectivetenderersreasonabletimeinwhichtotakeanamendmentintoaccountinpreparingtheirtenders，theEmployermayatitsdiscretionextendthedeadlineforsubmissionoftenders

考虑修改投标文件后时间有所变动，招标单位将会适当延长提交标书的截止日期

CPREPARATIONOFTENDERS投标准备

IT7languageoftender投标语言

7.1thetenderpreparedbythetenderersandallcorrespondenceanddocumentsrelatingtothetender，exchangedbythetendererandtheemployershallbewrittenintheEnglishlanguage，providedthatanyprintedliteraturefurnishedbythetenderersmaybewrittenanotherlanguagesolongasaccompaniedbyanEnglishtranslationofitspertinentpassagesinwhichcase，forpurposesofinterpretationoftheTender，theEnglishtranslationshallbegovern

招标过程的组织及相关文件的准备由招标单位提供，投标者与招标单位将用英语交流，投标者标书中的一些辅助文件或小册子可使用另外的语言，但与投标有关的段落要有英语译文。

在标书翻译时，以英文为准

IT8documentscomprisingthetender标书的组成文件

8.1Thetenderpreparedbythetenderershallcomprisethefollowingcomponents：

投标者准备的标书应包括以下几部件

a．coveringletter附信

b.formoftenderdulyfilled，signedandsealed标书的正式填写，签署，密封格式

C.schedulestotenderdulyfilledandinitiated，inaccordancewiththeinstructionscontainedtherein

标书正式填写及生效的日程安排和其中包含的说明书

D.tendersecurity投标保证书

IT9SufficiencyofTender投标的充分性

9.1EachtenderershallsatisfyhimselfbeforeTenderingasto
