Itisaprinciplewhichpermitsastateintheselfishpursuitofpowertodisregarditstreatiesanditssolemnpledges,whichsanctionstheuseofforceorthreatofforceagainstthesovereigntyandindependenceofotherstates.

Suchaprinciple,strippedofalldisguise,issurelythemereprimitivedoctrinethatmightisright,andifthisprinciplewereestablishedthroughtheworld,thefreedomofourowncountryandofthewholeBritishCommonwealthofnationswouldbeindanger.
