Thehistoryoffoodsafetyandqualitylawswhichcanbetracedbackto1202.Atthattime,KingJohn(England)proclaimedthefirstEnglishfoodlaw:

theAssizeofBread.Thislawforbiddenaddingingredientssuchasbeansorpeasintobread.Sincethenwhengovernmentdraftedthesafetyandqualitylaw,theprimaryobjectivesofsafetyandqualitycontrolis:

In1984,WHOdefinedthefoodsafetyassameasfoodhygiene:

thenecessaryconditionsandmeasuresEnsurefoodsafetyandreliableinfoodproduction,processing,storage,distributionandtheprocessofmakingfood,whichishealthyandfitforhumanconsumption.

In1996,WHOdefinedthefoodsafetyas:

Aguaranteeaccordingtoitsoriginalpurposeforfoodproductionandeatingmaketheconsumersavoidsuffering.WHOalsodefinedthefoodhygieneas:

theconditionsandmeasuresmustbetakentoensurefoodsafetyandsuitabilityinalllevelsofthefoodchain.

In1992,aAmericanscholar,Jonesdividedthefoodsafetytoabsolutesafetyandrelativesafety.

·Absolutesafetymeansapromiseensurethathumancan'tsufferingdamageforeatingfood,whichmeansthefoodisabsolutelyriskless.

·Relativesafetymeansoftheactualcertaintywhichfoodoringredientsinaediblemethodsorundertheconditionofnormalappetitewon'tharmtothehealth.

Thedistinctionbetweenabsolutesafetyandrelativesecurity,toagreatextent,alsoreflectsthedifferentunderstandingangleofsafefoodfromconsumers,managers,producersandthetechworldmainstream.
