Wemustrecognizethatenvironmentalhealthissuesdonotstopatcitylimits,countylines,stateorevenfederalboundaries.Wecannolongeraffordtobetunnel-versionedinourapproach.Wemustvisualizeissuesfromeveryperspectivetomaketheobjectivedecisions.Wemustexpressourviewsclearlytopreventmediadistortionandpublicconfusion.Ibelievewehaveathree—partmissionforthepresent.First,wemustcontinuetopressforimprovementsinthequalityoflifethatpeoplecanmakeforthemselves.Second,wemustinvestigateandunderstandthelinkbetweenenvironmentandhealth.Third,wemustbeabletocommunicatetechnicalinformationinaformthatcitizenscanunderstand.Ifwecanaccomplishthesethreegoalsinthisdecade,maybewecanfinallystopenvironmentaldegradation,andnotmerelyholditback.Wewillthenbeabletospendpollutiondollarstrulyonpreventionratherthanonbandages.
