Mr.VicePresident,MadamSpeaker,Mr.PrimeMinister,membersofLokSabhaandRajyaSabha,andmostofall,thepeopleofIndia.

IthankyouforthegreathonorofaddressingtherepresentativesofmorethanonebillionIndiansandtheworld’slargestdemocracy.（Applause.）Ibringthegreetingsandfriendshipoftheworld’soldestdemocracy--theUnitedStatesofAmerica,includingnearlythreemillionproudandpatrioticIndian-Americans.（Applause.）

Overthepastthreedays,mywifeMichelleandIhaveexperiencedthe--anddynamismofIndiaanditspeople--fromthemajestyofHumayun’sTombtotheadvancedtechnologiesthatareempoweringfarmersandwomenwhoarethebackboneofIndiansociety;

fromtheDiwalicelebrationswithschoolchildrentotheinnovatorswhoarefuelingIndia’seconomicrise;

fromtheuniversitystudentswhowillchartIndia’sfuture,toyou—-leaderswhohelpedtobringIndiatothismomentofextraordinarypromise.

Ateverystop,wehavebeenwelcomedwiththehospitalityforwhichIndianshavealwaysbeenknown.So,toyouandthepeopleofIndia,onbehalfofme,MichelleandtheAmericanpeople,pleaseacceptmydeepestthanks.（Applause.）Bahootdhanyavad.（Applause.）

Now,IamnotthefirstAmericanPresidenttovisitIndia.NorwillIbethelast.ButIamproudtovisitIndiasoearlyinmypresidency.It’snocoincidencethatIndiaismyfirststoponavisittoAsia,orthatthishasbeenmylongestvisittoanothercountrysincebecomingPresident.（Applause.）ForinAsiaandaroundtheworld,Indiaisnotsimplyemerging;

Indiahasemerged.（Applause.）

AnditismyfirmbeliefthattherelationshipbetweentheUnitedStatesandIndia--boundbyoursharedinterestsandoursharedvalues--willbeoneofthedefiningpartnershipsofthe21stcentury.ThisisthepartnershipI’vecomeheretobuild.Thisisthevisionthatournationscanrealizetogether.

MyconfidenceinoursharedfutureisgroundedinmyrespectforIndia’streasuredpast--acivilizationthat’sbeenshapingtheworldforthousandsofyears.Indiansunlockedtheintricaciesofthehumanbodyandthevastnessofouruniverse.It’snoexaggerationtosaythatourInformationAgeisrootedinIndianinnovations--includingthenumberzero.（Applause.）

Ofcourse,Indianotonlyopenedourminds,sheexpandedourmoralimaginations--withreligioustextsthatstillsummonthefaithfultolivesofdignityanddiscipline,withpoetswhoimaginedafuture“wherethemindiswithoutfearandtheheadisheldhigh”--（applause）--andwithamanwhosemessageofloveandjusticeendures--thefatherofyournation,MahatmaGandhi.（Applause.）

FormeandMichelle,thisvisithas,therefore,heldspecialmeaning.See,throughoutmylife,includingmyworkasayoungmanonbehalfoftheurbanpoor,I’vealwaysfoundinspirationinthelifeofGandhijiandhissimpleandprofoundlessontobethechangeweseekintheworld.（Applause.）AndjustashesummonedIndianstoseektheirdestiny,heinfluencedchampionsofequalityinmyowncountry,includingayoungpreachernamedMartinLutherKing.AftermakinghispilgrimagetoIndiaahalf-centuryago,Dr.KingcalledGandhi’sphilosophyofnon-violentresistance“theonlylogicalandmoralapproach”inthestruggleforjusticeandprogress.（Applause.）

SowewerehonoredtovisittheresidencewhereGandhiandKingbothstayed--ManiBhavan.AndwewerehumbledtopayourrespectsatRajGhat.AndIammindfulthatImightnotbestandingbeforeyoutoday,asPresidentoftheUnitedStates,haditnotbeenforGandhiandthemessagehesharedandinspiredwithAmericaandtheworld.（Applause.）

Anancientcivilizationofscienceandinnovation;

afundamentalfaithinhumanprogress--thisisthesturdyfoundationuponwhichyouhavebuilteversincethatstrokeofmidnightwhenthetricolorwasraisedoverafreeandindependentIndia.（Applause.）Anddespitetheskepticswhosaidthiscountrywassimplytoopoor,ortoovast,ortoodiversetosucceed,yousurmountedoverwhelmingoddsandbecameamodeltotheworld.

Insteadofslippingintostarvation,youlaunchedaGreenRevolutionthatfedmillions.Insteadofbecomingdependentoncommoditiesandexports,youinvestedinscienceandtechnologyandinyourgreatestresource--theIndianpeople.Andtheworldseestheresults,fromthesupercomputersyoubuildtotheIndianflagthatyouputonthemoon.

Insteadofresistingtheglobaleconomy,youbecameoneofitsengines--reformingthelicensingrajandunleashinganeconomicmarvelthathasliftedtensofmillionsofpeoplefrompovertyandcreatedoneoftheworld’slargestmiddleclasses.

Insteadofsuccumbingtodivision,youhaveshownthatthestrengthofIndia--theveryideaofIndia--isitsembraceofallcolors,allcastes,allcreeds.（Applause.）It’sthediversityrepresentedinthischambertoday.It’stherichnessoffaithscelebratedbyavisitortomyhometownofChicagomorethanacenturyago--therenownedSwamiVivekananda.Hesaidthat,“holiness,purityandcharityarenottheexclusivepossessionsofanychurchintheworld,andthateverysystemhasproducedmenandwomenofthemostexaltedcharacter.”

Andinsteadofbeingluredbythefalsenotionthatprogressmustcomeattheexpenseoffreedom,youbuilttheinstitutionsuponwhichtruedemocracydepends--freeandfairelections,whichenablecitizenstochoosetheirownleaderswithoutrecoursetoarms--（applause）--anindependentjudiciaryandtheruleoflaw,whichallowspeopletoaddresstheirgrievances;

andathrivingfreepressandvibrantcivilsocietywhichallowseveryvoicetobeheard.Thisyear,asIndiamarks60yearswithastronganddemocraticconstitution,thelessonisclear:

Indiahassucceeded,notinspiteofdemocracy;

Indiahassucceededbecauseofdemocracy.（Applause.）

Now,justasIndiahaschanged,so,too,hastherelationshipbetweenourtwonations.Inthedecadesafterindependence,Indiaadvanceditsinterestsasaproudleaderofthenonalignedmovement.Yet,toooften,theUnitedStatesandIndiafoundourselvesonoppositesidesofaNorth-`Southdivide,estrangedbyalongColdWar.Thosedaysareover.

HereinIndia,twosuccessivegovernmentsledbydifferentpartieshaverecognizedthatdeeperpartnershipwithAmericaisbothnaturalandnecessary.AndintheUnitedStates,bothofmypredecessors--oneaDemocrat,oneaRepublican--workedtobringuscloser,leadingtoincreasedtradeandalandmarkcivilnuclearagreement.（Applause.）

Sosincethattime,peopleinbothourcountrieshaveasked:

What’snext?

Howcanwebuildonthisprogressandrealizethefullpotentialofourpartnership?

That’swhatIwanttoaddresstoday--thefuturethattheUnitedStatesseeksinaninterconnectedworld,andwhyIbelievethatIndiaisindispensabletothisvision;

howwecanforgeatrulyglobalpartnership--notjustinoneortwoareas,butacrossmany;

notjustforourmutualbenefit,butforthebenefitoftheworld.

Ofcourse,onlyIndianscandetermineIndia’snationalinterestsandhowtoadvancethemontheworldstage.ButIstandbeforeyoutodaybecauseIamconvincedthattheinterestsoftheUnitedStates--andtheinterestswesharewithIndia-—arebestadvancedinpartnership.Ibelievethat.（Applause.）

TheUnitedStatesseekssecurity--thesecurityofourcountry,ouralliesandpartners.Weseekprosperity--astrongandgrowingeconomyinanopeninternationaleconomicsystem.Weseekrespectforuniversalvalues.Andweseekajustandsustainableinternationalorderthatpromotespeaceandsecuritybymeetingglobalchallengesthroughstrongerglobalcooperation.

Now,toadvancetheseinterests,IhavecommittedtheUnitedStatestocomprehensiveengagementwiththeworld,basedonmutualinterestandmutualrespect.Andacentralpillarofthisengagementisforgingdeepercooperationwith21stcenturycentersofinfluence--andthatmustnecessarilyincludeIndia.

Now,Indiaisnottheonlyemergingpowerintheworld.Butrelationshipsbetweenourcountriesisunique.Forwearetwostrongdemocracieswhoseconstitutionsbeginwiththesamerevolutionarywords--thesamerevolutionarywords--“Wethepeople.”Wearetwogreatrepublicsdedicatedtothelibertyandjusticeandequalityofallpeople.Andwearetwofreemarketeconomieswherepeoplehavethefreedomtopursueideasandinnovationthatcanchangetheworld.Andthat’swhyIbelievethatIndiaandAmericaareindispensablepartnersinmeetingthechallengesofourtime.（Applause.）

Sincetakingoffice,I’ve,therefore,madeourrelationshipapriority.IwasproudtowelcomePrimeMinisterSinghforthefirstofficialstatevisitofmypresidency.（App
