IwouldliketothanktheSecretaryGeneraloftheUnitedNationsforinviting2metobepartoftheUnitedNationsFourthWorldConferenceonWomen.Thisistrulyacelebration-acelebrationofthecontributionswomenmakeineveryaspectoflife:

inthehome,onthejob,intheircommunities,asmothers,wives,sisters,daughters,learners,workers,citizensandleaders.Itisalsoacomingtogether,muchthewaywomencometogethereverydayineverycountry.Wecometogetherinfieldsandinfactories.Invillagemarketsandsupermarkets.Inlivingroomsandboardrooms.Whetheritiswhileplayingwithourchildreninthepark,orwashingclothesinariver,ortakingabreakattheofficewatercooler,wecometogetherandtalkaboutouraspirations3andconcerns.Andtimeandagain,ourtalkturnstoourchildrenandourfamilies.Howeverdifferentwemaybe,thereisfarmorethatunitesusthandividesus.Weshareacommonfuture.Andweareheretofindcommongroundsothatwemayhelpbringnewdignityandrespecttowomenandgirlsallovertheworld-andinsodoing,bringnewstrengthandstabilitytofamiliesaswell.Bygathering4inBeijing,wearefocusingworldattentiononissuesthatmattermostinthelivesofwomenandtheirfamilies:

accesstoeducation,healthcare,jobsandcredit,thechancetoenjoybasiclegalandhumanrightsandparticipatefully5inthepoliticallifeoftheircountries.Therearesomewhoquestionthereasonforthisconference.Letthemlistentothevoicesofwomenintheirhomes,neighborhoods,andworkplaces.Therearesomewhowonderwhetherthelivesofwomenandgirlsmattertoeconomicandpoliticalprogressaroundtheglobe.LetthemlookatthewomengatheredhereandatHuairou-thehomemakers,nurses,teachers,lawyers,policymakers,andwomenwhoruntheirownbusinesses.Itisconferenceslikethisthatcompelgovernmentsandpeopleeverywheretolisten,lookandfacetheworld'

smostpressingproblems.Wasn'

sconferenceinNairobitenyearsagothattheworldfocusedforthefirsttimeonthecrisisofdomesticviolence?

Earliertoday,IparticipatedinaWorldHealthOrganizationforum6,wheregovernmentofficials,NGOs,andindividualcitizensareworkingonwaystoaddressthehealthproblemsofwomenandgirls.Tomorrow,IwillattendagatheringoftheUnitedNationsDevelopmentFundforWomen.There,thediscussionwillfocusonlocal-andhighlysuccessful-programsthatgivehard-workingwomenaccesstocreditsotheycanimprovetheirownlivesandthelivesoftheirfamilies.Whatwearelearningaroundtheworldisthatifwomenarehealthyandeducated,theirfamilieswillflourish.Ifwomenarefreefromviolence,theirfamilieswillflourish.Ifwomenhaveachancetoworkandearnasfullandequalpartnersinsociety,theirfamilieswillflourish.Andwhenfamiliesflourish,communitiesandnationswillflourish.Thatiswhyeverywoman,everyman,everychild,everyfamily,andeverynationonourplanethasastakeinthediscussionthattakesplacehere.Overthepast25years,Ihaveworkedpersistently7onissuesrelatingtowomen,childrenandfamilies.Overthepasttwo-and-a-halfyears,Ihavehadtheopportunitytolearnmoreaboutthechallengesfacingwomeninmyowncountryandaroundtheworld.IhavemetnewmothersinJojakarta,Indonesia,whocometogetherregularlyintheirvillagetodiscussnutrition,familyplanning,andbabycare.IhavemetworkingparentsinDenmarkwhotalkaboutthecomforttheyfeelinknowingthattheirchildrencanbecaredforincreative,safe,andnurturing8after-schoolcenters.IhavemetwomeninSouthAfricawhohelpedleadthestruggletoendapartheidandarenowhelping9buildanewdemocracy.IhavemetwiththeleadingwomenoftheWesternHemispherewhoareworkingeverydaytopromoteliteracyandbetterhealthcareforthechildrenoftheircountries.IhavemetwomeninIndiaandBangladeshwhoaretakingoutsmallloanstobuymilkcows,rickshaws,threadandothermaterialstocreatealivelihood10forthemselvesandtheirfamilies.IhavemetdoctorsandnursesinBelarusandUkrainewhoaretryingtokeepchildrenaliveintheaftermathofChernobyl.ThegreatchallengeofthisConferenceistogivevoicetowomeneverywherewhoseexperiencesgounnoticed,whosewordsgounheard.Womencomprisemorethanhalftheworld'

spopulation.Womenare70%percentoftheworld'

spoor,andtwo-thirdsofthosewhoarenottaughttoreadandwrite.Womenaretheprimarycaretakersformostoftheworld'

schildrenandelderly.Yetmuchoftheworkwedoisnotvalued-notbyeconomists11,notbyhistorians,notbypopularculture,notbygovernmentleaders.Atthisverymoment,aswesithere,womenaroundtheworldaregivingbirth,raisingchildren,cookingmeals,washingclothes,cleaninghouses,plantingcrops,workingonassemblylines,runningcompanies,andrunningcountries.Womenalsoaredyingfromdiseasesthatshouldhavebeenpreventedortreated;

theyarewatchingtheirchildrensuccumb12tomalnutrition13causedbypovertyandeconomicdeprivation14;

theyarebeingdeniedtherighttogotoschoolbytheirownfathersandbrothers;

theyarebeingforcedintoprostitution,andtheyarebeingbarredfromthebanklendingofficeandbannedfromtheballot15box.Thoseofuswhohavetheopportunitytobeherehavetheresponsibilitytospeakforthosewhocouldnot.AsanAmerican,Iwanttospeakupforwomeninmyowncountry-womenwhoareraisingchildrenontheminimumwage,womenwhocan'

taffordhealthcareorchildcare,womenwhoselivesarethreatenedbyviolence,includingviolenceintheirownhomes.Iwanttospeakupformotherswhoarefightingforgoodschools,safeneighborhoods,cleanairandcleanairwaves;

forolderwomen,someofthemwidows,whohaveraisedtheirfamiliesandnowfindthattheirskillsandlifeexperiencesarenotvaluedintheworkplace;

forwomenwhoareworkingallnightasnurses,hotelclerks,andfastfoodcookssothattheycanbeathomeduringthedaywiththeirkids;

andforwomeneverywherewhosimplydon'

thavetimetodoeverythingtheyarecalledupontodoeachday.Speakingtoyoutoday,Ispeakforthem,justaseachofusspeaksforwomenaroundtheworldwhoaredeniedthechancetogotoschool,orseeadoctor,orownproperty,orhaveasayaboutthedirectionoftheirlives,simplybecausetheyarewomen.Thetruthisthatmostwomenaroundtheworldworkbothinsideandoutsidethehome,usuallybynecessity.Weneedtounderstandthatthereisnoformulaforhowwomenshouldleadtheirlives.Thatiswhywemustrespectthechoicesthateachwomanmakesforherselfandherfamily.EverywomandeservesthechancetorealizeherGod-givenpotential.Wealsomustrecognizethatwomenwillnevergainfulldignityuntiltheirhumanrightsarerespectedandprotected.OurgoalsforthisConference,tostrengthenfamiliesandsocietiesbyempoweringwomentotakegreatercontrolovertheirowndestinies,cannotbefullyachievedunlessallgovernments-hereandaroundtheworld-accepttheirresponsibilitytoprotectandpromoteinternationallyrecognizedhumanrights.Theinternationalcommunityhaslongacknowledged-andrecentlyaffirmedatVienna-thatbothwomenandmenareentitledtoarangeofprotectionsandpersonalfreedoms,fromtherightofpersonalsecuritytotherighttodeterminefreelythenumberandspacingofthechildrentheybear.Nooneshouldbeforcedtoremainsilentforfearofreligiousorpoliticalpersecution16,arrest,abuseortorture.Tragically17,womenaremostoftentheoneswhosehumanrightsareviolated.Eveninthelate20thcentury,therape18ofwomencontinuestobeusedasaninstrumentofarmedconflict.Womenandchildrenmakeupalargemajorityoftheworld'

srefugees.Whenwomenareexcludedfromthepoliticalprocess,theybecomeevenmorevulnerabletoabuse.Ibelievethat,ontheeveofanewmillennium19,itistimetobreakoursilence.ItistimeforustosayhereinBeijing,andtheworldtohear,thatitisnolongeracceptabletodiscusswomen'

srightsasseparatefromhumanrights.Theseabuseshavecontinuedbecause,fortoolong,thehistoryofwomenhasbeenahistoryofsilence.Eventoday,therearethosewhoaretryingtosilenceourwords.ThevoicesofthisconferenceandofthewomenatHuairoumustbeheardloudandclear:

Itisaviolation20ofhumanrightswhenbabiesaredeniedfood,ordrowned,orsuffocated21,ortheirspines22broken,simplybecausetheyareborngirls.Itisaviolationofhumanrightswhenwomenandgirlsaresoldintotheslaveryofprostitution.Itisaviolationofhumanrightswhenwomenaredoused23withgasoline,setonfireandburnedtodeathbecausetheirmarriagedowriesaredeemedtoosmall.Itisaviolationofhumanrightswhenindividualwomenareraped24intheirowncommunitiesandwhenthousandsofwomenaresubjectedtorapeasatactic25orprizeofwar.Itisaviolationofhumanrightswhenaleadingcauseofdeathworldwideamongwomenages14to44istheviolencetheyaresubjectedtointheirownhomes.Itisaviolationofhumanrightswhenyounggirlsarebrutalizedbythepainfulanddegradingpracticeofgenitalmutilation.Itisaviolationofhumanrightswhenwomenaredeniedtherighttoplantheirownfamilies,andthatincludesbeingforcedtohaveabortions26orbeingsterilized27againsttheirwill.Ifthereisonemessagethatechoesforth28fromthisconference,itisthathumanrightsarewomen'
