Tenderer’sBidProposalshallrespondtoeachoftherequirementssetforthbelowandcontaintheinformationrequestedinthisITT.
The“ProposalContentsandForms”areonlytheminimumrequirementsforthecontentofTenderer’sBidProposal.IntheeventthatTendererswishtoproposeinformationbeyondthescopeoftheprovidedrequirementslistedherein,TendererswillenhanceorenrichitsBidProposalinadditiontotherequirementsbelow.
1.0PROPOSALCOVERLETTER
TenderersshallcompleteandsignthecoverletteronTenderer’sletterheadasshowninAttachment2A.TenderersshallincludethecoverletterinitsTechnicalProposal,CommercialProposalandPriceProposal.BidProposalmustbesignedbyapersondulyauthorizedtodoso.
2.0TECHNICALPART
TenderersshallsubmitaTechnicalProposaldiscussingthemethodsandresourcestobeusedtoaccomplishtheServicesdescribedintheScopeofWorksetforthinSection3ofTECHNICALPACKAGE.TheTechnicalProposalsubmittedbyTenderersshallcontainalltechnicalinformationasspecifiedbyCompanyincludingtechnicaldata,manualsandotherun-pricedinformationtoallowCompanytoperformanevaluationoftheTechnicalProposalpriortotheopeningofTenderer’sCommercialandPriceProposal.
TheTechnicalProposalshallnotcontainanypricinginformation.IfpricinginformationisincludedintheTechnicalProposal,theTendererswillbeautomaticallydisqualified.
TenderersshallprepareatableofcontentsintheTechnicalProposal,includingthecontents,ataminimum,asfollows:
2.1INTRODUCTION
Prepareabriefintroductionincludingageneraldemonstrationofunderstandingofthescopeandcomplexityoftherequiredwork.
2.2ORGANIZATIONSTRUCTURE
TenderersshallsubmitanorganizationchartindicatingallkeypersonnelthatwillbeinvolvedintheworkcoveredbythisITT,indicatingalllinesofcommandandthejobscopeorganization.
2.3PROJECTMANAGEMENT
Tenderersshallincludeastatementastohowtheworkwillbeadministered,implementedandcontrolled,withspecificattentiontointerfaces.
Tendererisrequiredtoprepareadetaileddescriptionofexistingproceduresandspecificationsthatareproposedfortheoverallguidanceofeachdisciplineduringexecutionofthework.ThedescriptionmustdemonstratethattheproposedproceduresandspecificationshavesufficientdetailtoguidetheapplicationofapplicablenationalregulationsandindustrycodesandstandardsthroughoutthetermoftheProposedContract.
2.4EXECUTIONPLAN
Tenderersshalldescribetheplanandmethodologiestobeemployedtoaccomplishtherequiredwork.Theplanshouldinclude:
●TheProposedOperationProgram;
●LogisticSupportPlan;
●HSEmanagementscheme;
●Emergencyplan;
and
●Miscellaneous.
2.5PROPOSEDEQUIPMENTANDMATERIALINFORMATION
Tenderersshalllistitsproposedequipments,facilitiesandmaterialinitsBidProposalaccordingtotherequirements.
TenderersshallsubmitcomprehensiveinformationanddetailsabouttheequipmentsandfacilitiesandmaterialitproposesinitsBidProposal,clearlyidentifyingtheavailability,suitabilityandspecification.
Tenderersshallsubmitevidenceofvalidcertification/classificationforproposedequipments,facilitiesandmaterials.
2.6KEYPERSONNELRESUME
Tenderersshallsubmitresumesaspertheattachedformatof2GinSection2andjobgradeofallkeypersonnelTenderersintendtouseforthisWork,includingbutnotlimitedtoresponsibilities,summariesoftrainingandeducation,relevantexperienceandqualificationcertificateetc.
2.7SUBCONTRACTOR
TenderersshallindicateallSubcontractorswhichareproposedtobeutilized.Anyportion（s）ofWorktobesubcontractedshallbeclearlyidentified.Butallvalueofthesubcontractshallnotexceed30%ofthetotalvalueofthecontract.SubcontractorisONLYallowedtoconsolidatewithoneTendererparticipateinthisproject.
CompanyreservesrighttorejecttheSubcontractorwhoserecentoperationandperformancehadcausedmateriallosstotheXXXOILCOMPANY.
Foreachportionsubcontracted,Tenderersshallsubmitrelevantinformationasfollows:
●TheproposedSubcontractor’sname,addressandlocationetc;
●Thenatureofbusinessandspecialistservices;
●Theavailabilityofresourcesincludingmanpower;
●TheexperienceinAAAduringthelastthree（3）years;
●Tenderer’spartnershipwiththeSubcontractor;
●Subcontractor’spresentcontractstatus.
TenderersarerequiredtosubmitsufficientinformationanddatatoenableCompanytoassesstheproprietyofacceptingtheproposedSubcontractorforthepartoftheWorkproposedtobeassigned.
ThelistofSubcontractorsshallbesubjecttotheapprovalofCompanyandCompanymayrejectsomeofthem.
2.8HSEINFORMATION
TenderersshallsubmitdetailsinaccordancewiththeformlistedintheAttachment2FofSection2andalldetailsshallbeincompliancewiththerequirements.
2.9EXPERIENCEANDQUALIFICATIONS
Tendereristosubmititsexperiencewithreferencetothesimilarwork.Thecoverandthesignaturepageofrelatedcontractsmustbeprovided,ortheexperienceshouldbeconsideredasinvalid.Tendereristolistoutitsmajorclientswhohavebeensuppliedandrenderedwithsimilarequipment,suppliesandservicesbytheBidderinaccordingtotheformoftheAttachment2HofthisSection2.
Exceptfortheevidenceofvalidcertification/classificationforeachoftheproposedequipments,facilitiesandmaterialsasrequiredinItem2.5above,BiddershallsubmititsotherqualificationsfortheWork.
2.10EXCEPTIONSOFTECHNICALMATTERS
CompanyreservestherighttorejectanyBidProposalcontainingexceptions.However,ifTendererdoessubmitexceptions,suchexceptionsshallberecordedintheExceptions/ClarificationsformoftechnicalmattersinAttachment2CofSection2.Ifnoexceptionsorclarificationsoftechnicalmattersaretaken,Tenderershallstate“NONE”asappropriate.
AllitemsintheproposedContracttowhichnoexceptionisexpresslynotedshallbeconsiderednon-negotiable.
2.11INSURANCE
Tenderersshallsubmitcertificatesofinsuranceorequivalentevidencefromitsinsurancecompaniesorauthorizedinsurancebroker:
●EvidencingthecoverageandendorsementsasrequiredbytheContractinSection5ofPROFORMACONTRACT;
●TheinsurancepolicesrequiredbytheContractwillbeinforceduringtheperiodoftheProposedContract.
3.0COMMERCIALPART
ATTACHMENT2A,2B,2D,2E,2F,2Gand2HshallconstitutetheCommercialPart.
3.1CORPORATEANDFINANCIALINFORMATION
TenderersshallprovideallinformationrequestedintheAttachment2B.Suchinformationincludes,attheminimum,thefollowing:
●Name,addressandcontactinformation;
●Organization;
●HumanResourcesInformation;
●FinancialInformation;
●EvidenceofTenderer’sSignatureAuthority;
●LegalActions;
●Miscellaneous;
●RegistrationwithAAAiGovernmentaslegalentity（ifavailable）;
●RegistrationwithGeneralCommissionforTaxes（GCT）andGeneralCommissionforCustoms（GCC）,RepublicofAAAastaxpayer/importer（ifavailable）.
3.2BIDBOND
Forthepurposeofestablishingtherequiredguaranteespriortoawardofanycontract,TenderersshallsubmitwithitsBidProposal:
TenderersshallsubmititsBidGuaranteeastheformatshowninAttachment2D,inSection2.
Note:
TheOriginalofBidBondshallbesealedandpackedseparatelyinopaqueenvelopeandbeincludedinthePartIII–CommercialProposal.
3.3PRICEOFFER（UN-PRICED）
Tenderersshallcopythepricetablesandsubmitthispricetablesun-priced.Theun-pricedpriceoffershallbesubmittedwiththeCommercialProposal.Tenderersshallusethewords/phrases“Quoted”,“Inclusive”,”NotQuoted”or“NotAvailable”whereappropriatetoreplacetheprice.
3.4COMMERCIALEXCEPTION
CompanyreservestherighttorejectanyBidProposalcontainingexceptions.However,ifTendererdoessubmitexceptions,suchexceptionsshallberecordedintheCommercialExceptions/ClarificationsforminAttachment2EofSection2.Eachexceptionlisted（disregardingtypographicalerrors,etc.）musthaveanassociatedschedulebenefitand/orpricereduction（aspecificpercenttobeappliedtoTenderer’sprices）shouldCompanyagreetotheexception.
Exceptionslistedwithoutanassociatedschedulebenefitand/orpricereductionmayhaveavalueassignedbyCompanyforBidEvaluationpurposesandmaybecauseforrejectionoftheBid.
Ifnocommercialexceptionsorclarificationsaretaken,Tenderersshallstate“NONE”asappropriate.
3.5SUBCONTRACTORS
TenderersshallprovidethedetailsaboutsubcontractorsasperItem2.7aboveofthisSECTION.
3.6JOINTBIDDING
JointbiddingisNOTacceptedbyCompany.
3.7MISCELLANEOUS
●StatementonTenderer’sletterhead,certifyingthatithasnotbeendeclaredbankrupt.
●AnyotherdocumentsofcommercialaspectnecessaryfortheProposal.
4.0PRICEPART
4.1COMPOSITIONOFPRICEPART
ThepricepartshallcontaintheCoverLetterofBid,theScheduleofPricesandRatesandshallbepreparedandsealedseparatelyandindependently.
4.2PRICEOFFERMATTERS
