废弃物管理

1.Introduction

介绍

ThisStandardistoprovideeffectiveways（includingcharacterization,identification,handlingproceduresandstoragerequirements）tominimizethegenerationofwasteandhandleitinenvironmentalsoundmanner.

本标准提供了有效途径（包括废弃物特性,分类确认,处理程序及储藏要求）以使废弃物产生量减至最低并在处理时不对环境造成危害.

2.System

系统

Awastemanagementteam,whichincludesPlantManagementCo-ordinator（EnvironmentalEngineer）,Customer/ContractorManagementCo-ordinator,FacilityCo-ordinator,andAreaManagementCo-ordinatorisresponsibleforwastemanagementactivitiesonthesite.Theteamisresponsibleforprovidingguidelineofwastegatheringandtransferringandstorageinsite,selectingqualifiedcontractor/customer,andreducingwasteatthesourceaccordingtothenationallawsandDuPontstandards.

包括厂区管理协调人（环保工程师）,客户/承包商管理协调人,总务协调人及区域管理协调人在内的废弃物管理小组负责厂区内的废弃物管理工作.该小组负责根据国家法规及杜邦标准提供厂内废弃物的收集,运输及储存的指导性程序,选择具资质的承包商/客户,并设法从源头减少废弃物的产生量.

3.Responsibilities

Theteamwilldefineactualphysicalgoalsandestablishtheorganizationandmechanismformanagingthewastegeneratedtogetherwiththedepartmentstaff.Theproductionareatakestheresponsibilityformakingthesystemwork.

管理小组将与厂内各部门员工一起确定废弃物管理的组织与机制,各个生产区域则应负责此系统的有效运作.

3.1ThetasksofPlantWasteManagementCo-ordinatorare:

厂区废弃物管理协调人的任务:

a.Understandthenationalrulesofwasteproposalintime,andmakesureallactivitiesaboutwastemeetgovernment’srequirements.

及时了解国家有关废弃物处理政策,并确保所有与废弃物有关的行为均符合政府要求.

b.Keepplantmanagementinformedofstatusofwastedisposalandlocalwastedisposalregulation.

让厂内管理阶层了解废弃物处理状况及当地的法规要求.

c.Provideguidancetoplantinsegregatingwastetominimizedisposalcosts,andfindoutthepossibilityofreusingorrecoveringtheusablewaste.

对厂内各区域废弃物提供分类建议以将处理成本降至最低,并最大限度地对可再利用的废弃物进行回收.

d.Assurethecompletenessandtechnicalaccuracyofwastecharacterizationinformation.

确保废弃物特征资料的完整性及技术准确性.

e.Arrangeforwasteoff-plantdisposal.

安排废弃物厂外处理.

f.Reviewandsignallwastedisposalrequisitionandoff-sitepermitpass.

审查并签署所有的废弃物申请及出厂许可.

g.AssurethewastecontractorhasgottheenvironmentalpermitaccordingtogovernmentrequirementsandDuPontstandards.

确认废弃物客户/承包商有杜邦公司及当地法规所要求的环保资质.

3.2ThetasksofCustomer/ContractorManagementCo-ordinator:

客户/承包商管理协调人的任务:

a.Assuretheenvironmentalqualifiedcustomer/contractorhastheabilitytoreuseortreatthewaste.

确认已有环保资质的客户/承包商具有处理废弃物的能力.

b.Choosecustomer/contractorfairlyandsignthecontractwiththemaccordingtotheprocedureofhowtoselectwastecontractor/customer.

在公平合理的前提下根据选择客户/承包商的程序来选择客户/承包商并与其签定合同.

c.Assurewastecustomer/contractorperformsinaccordancewithcontract,regularlyorirregularlyauditthecustomer/contractorswithEnvironmentalEngineer.

与环保工程师一起确认客户/承包商是遵照合同处理废弃物,并定期或不定期地对其进行审核.

3.3ThetasksofFacilityCo-ordinatorare:

总务协调人的任务:

a.Takepartinthecontractor/customerselecting.

共同参予客户/承包商的筛选

b.Arrangethewastestorageandtransferinsite.

负责废弃物在厂内的贮存及运输.

3.4ThetasksofAreaWasteManagementCo-ordinatorare:

区域废弃物管理协调人的任务:

a.Assistareatocomplywithregulationsandcompanypolicy.

协助区域遵循法规及公司政策.

b.TosetupwasteidentificationsysteminareawithEnvironmentalEngineer.Setupwasteoperatingpracticeintheirarea.

与环保工程师共同建立区域内废弃物认定系统.建立其区域内的废弃物操作程序.

c.TosetupchemicalsinventoryandwasteinformationsysteminareawithEnvironmentalEngineer.

与环保工程师一起建立区域化学品目录以及废弃物资料系统.

d.AssistAreatomanagewaste.

协助区域管理废弃物.

e.AssistAreatoattainwasteminimizationgoals.

协助区域达到废弃物最少化的目标.

4.Standards

4.1WasteClassification

废弃物分类

Industrialwasteisclassifiedaseitherhazardousorgeneralindustrialwaste.AllthewastethatislistedintheNationalHazardousWasteListshouldbedeterminedashazardouswaste.Requirementsofthemaredifferent.InordertocomplywithlocalregulationsandDuPontPolicy,thewaste,whichishazardoustohumanbodyorenvironment,shouldbetreatedanddisposedinanapprovedmanner.

工业废弃物分为有害废弃物或一般废弃物.凡列入“国家危险废物名录”内的皆属有害废弃物.其它则属一般废弃物.对两者的要求是不一样的.为了符合当地法规要求及杜邦公司的政策,对人体或环境可造成危害的废弃物应采用经批准的方法予以处理和处置.

Officetrashisalsoclassifiedaseithergeneralorhazardouswaste.Allthehazardouswastelikebatteriesandglassmustbeseparatedfromothersandcollectedinindicatedcontainers,thentreatedanddisposedinanapprovedmanner.

办公室垃圾分为一般垃圾和有害垃圾.所有有害垃圾如废电池和玻璃,必须与其它垃圾分开单独收集在指定的容器中,然后采用经批准的方法予以处理.

4.2WasteCharacterization

废弃物的特性

Themoreweknowabouteachwaste,themoreeffectivelywemakedecisionsaboutmanagingandminimizingthewaste.Tosetupaworkableapproachtoknowingaboutthewasteonsitewouldbethefirstpriorityonwastemanagement.

我们对每种废弃物了解越多,就越能有效地作出管理和减少废弃物的决定.所以建立一套可行的了解厂区废弃物的方法是废弃物管理的当务之急.

EnvironmentalEngineerwillprovideguidanceforAreatodeveloptheWasteIdentification.

环保工程师将对各区域发展废弃物辨别系统提出指导.

UsewastecharacterizationForm（WCF）asaguideandthenbeabletocompletelycharacterizewaste.

可使用废弃物特性辨别表作为指导来完整地鉴定废弃物特性.

4.3WasteHandlingProcedure

废弃物处理程序

4.3.1.Beforegeneratingwastes,Areashouldevaluatethepossibilitythatwhetherthewastescouldbereused,recycled,orreclaimedon/offplantinordertominimizewastesinarea.

在废弃物产生之前,为了将区域废弃物产生量降至最低,各区域应评估废弃物在厂内/外可被再使用,再回收或重制的可能.

4.3.2.Priortostartingtheworktheindustrialwastewillbeclassifiedashazardousorgeneralones.Thisisveryimportantforproperoffplantdisposalandonplanthandling.Iftherearenotenoughinformationtobedetermined,applyforadditionalanalysistoEnvironmentalEngineer.Beforetheresultcomeout,thewastewouldbedeterminedashazardousindustrialwastetemporarily.

在工作开始前,首先将工业废弃物分为有害废弃物和一般工业废弃物.这对于厂内处理及厂外处置都是非常重要的.如果资料不够,不能确定废弃物的类别,应向环保工程师申请附加分析.在分析结果出来前,暂时将其视为有害废物.

4.3.3.Collect,identifyandstoretheregularwasteintheindicatedareaaccordingtothedetailedhandlingprocedureofeachproductionareas.Everydrumofwastemustbelabeledclearly,identifyingproducingarea,collectingdate,contents,etc.Thecustomer/contractorwillmoveitoffsiteregularly.

当常规废弃物产生时,按照各区域的废弃物处理详细程序将其分类收集并贮存在指定区域.每个废料桶都必须贴上标签,注明产生区域,收集时间,内容物等.定期由客户/承包商运出厂外处理.

4.3.4.CallAreaWasteManagementCo-ordinatorandEnvironmentalEngineerinadvanceorrightwhiletheirregularwasteproduced.Youwillbegivenwasteidentificationlabels,andadvisesabouthowtohandleandstorewastesandWaste（Drums）DisposalRequestbyEnvironmentalEngineer.Everydrumofwastemustbelabeledclearly,identifyingproducingarea,collectingdate,contents,etc.

当非常规废弃物产生之前/时,应及时与区域废弃物协调人及环保工程师联系.环保工程师将给你废弃物辨识标签,并建议如何处理及储存,还将提供废弃物辨识表,废弃物（废料桶）处置申请表.每个废料桶也都必须贴上标签,注明产生区域,收集时间,内容物等.

4.3.5.Forbidanyreleaseofknown/unknownsolid/liquidwasteinnon-indicatedarea,sewer,sumporrainwatersewerwithoutnotifyingEnvironmentalEngineerorareaco-ordinator.

任何固/液体废弃物不得擅自随意丢弃在未指定的区域或收集处,也绝不可未经通知环保工程师或区域协调人而擅自倾倒入地沟,污水池或雨水井,以免造成对环境的污染或更大的损失.

4.4Preventionofhazardouswaste

有害废物防范

4.4.1Thewastecontaminatedbyhazardouswastewillbeclassifiedashazardouswaste.

受有害废弃物污染的废物列为有害废物.

4.4.2Whenflushinghazardouswaste,itwillbringupmoreandmorehazardouswaste.Rightabsorbentmaterialshouldbeusedtocontroltheextensionofhazardouswasteinsteadofcleanwater.

在冲洗有害废弃物时,将产生越来越多的有害废弃物.因此应避免用水等扩散性物质冲洗有害废弃物,而应选用适当的吸收物质来控制扩散.

4.4.3Thebestwaytopreventthegenerationofhazardouswasteistofocusonthesourcesofit.

防止有害废弃物产生的最佳方法是控制发生源.

4.4.4Thehazardousandgeneralwastemustbeseparatelydisposed.

有害废物必须与一般废物分开处置.

4.4.5Reducethehazardousresidueinhoseasmuchaspossible.

尽可能减少有害废物残留物.

4.4.6Tryyourbesttoreducetheamountofover-duehazardouschemical.

尽量将过期的有害化学品量降低.

4.5.StorageDrumsRequirement

贮桶要求

4.5.1Industrialwasteshouldbeplacedinasoundstructuraldrum.Thedrumwillbe:

工业废物应放入结构良好的贮桶,贮桶应:

a.Compatiblewithwaste.Ifnot,usethedrumsthathavemadeofdifferentmaterial.

与废物相容.若不相容,则应使用内衬或换其它质地的桶.

b.Nootherlabelsofmarkingsshouldappearonthedrum.Allotherlabelsshouldberemovedorpaintedover.

所有其它标签及记号均不应出现在桶上.若有,则应除去或用漆涂盖.

c.Drumsnotfitfortransportationarenottobeusedforstorageofwaste.

贮存废物不得使用不适于运输的桶.

4.5.2Thedrumwillalwaysbe:
