Itmeansthatanybodywhotellsyouthatwecandrillourwayoutofthisproblemdoesn’tknowwhatthey’retalkingabout,orjustisn’ttellingyouthetruth.(Applause.)
Andyoungpeopleespeciallyunderstandthis,becauseIthink--it'
sinteresting,whenItalktoMaliaandSasha--youguysaresomuchmoreawarethanIwasofconservingournaturalresourcesandthinkingabouttheplanet.TheUnitedStatesconsumesmorethanafifthoftheworld’soil--morethan20percentoftheworld'
soil--justus.Weonlyhave2percentoftheworld'
soilreserves.Weconsume20;
we'
vegot2.
Andthatmeanswecan’tjustrelyonfossilfuelsfromthelastcentury.Wecan’tjustallowourselvestobeheldhostagetotheupsanddownsoftheworldoilmarket.We'
vegottokeepdevelopingnewsourcesofenergy.We'
vegottodevelopnewtechnologythathelpsususelessenergy,anduseenergysmarter.We'
vegottorelyonAmericanknow-howandyoungengineersrighthereattheUwhoarefocusedonenergy.(Applause.)Thatisourfuture.Andthat’sexactlythepaththatmyadministrationhasbeentryingtotakethesepastthreeyears.
Andwe’remakingprogress.That'
sthegoodnews.In2010,ourdependenceonforeignoilwasunder50percentforthefirsttimeinoveradecade.Wewerelessreliantonforeignoilthanwehadbeen.In2011,theUnitedStatesreliedlessonforeignoilthaninanyofthelast16years.That'
sthegoodnews.Andbecauseoftheinvestmentswe’vemade,theuseofclean,renewableenergyinthiscountryhasnearlydoubled-–andthousandsofAmericanjobshavebeencreatedasaconsequence.
We’retakingeverypossibleactiontodevelop,safely,anearhundred-yearsupplyofnaturalgasinthiscountry--somethingthatexpertsbelievewillsupportmorethan600,000jobsbytheendofthedecade.Wesupportedthefirstnewnuclearpowerplantinthreedecades.Ourcooperationwiththeprivatesectorhaspositionedthiscountrytobetheworld’sleadingmanufacturerofhigh-techbatteriesthatwillpowerthenextgenerationofAmericancars--thatuselessoil;
maybedon'
tuseanyoilatall.
Andafterthreedecadesofinaction,weputinplacethetoughestfueleconomystandardsinhistoryforourcarsandpickuptrucks-–andthefirststandardseverforheavy-dutytrucks.Andbecausewedidthis,ourcarswillaveragenearly55milespergallonbythemiddleofthenextdecade.That'
snearlydoublewhattheygettoday.(Applause.)
Now,Irememberwhatitwaslikebeingastudent.Youguysprobablyhaveoneofthoseoldbeaters.Whoknowswhatkindofmileageyouguysget.(Laughter.)IcantellyousomestoriesaboutthecarsIhad.Iboughtonefor$500.(Applause.)Butbythemiddleofthenextdecade,youguysaregoingtobebuyingsomenewcars--hopefullysoonerthanthat.Andthatmeansyou’llbeabletofillupyourcareverytwoweeksinsteadofeveryweek-–somethingthat,overtime,willsavethetypicalfamilymorethan$8,000atthepump.
Anditmeansthiscountrywillreduceouroilconsumptionbymorethan2millionbarrelsaday.That'
snotonlygoodforyourpocketbook,that'
sgoodfortheenvironment.(Applause.)
Allright,buthere'
sthething--we'
vegottodomore.We'
vegottoactevenfaster.WehavetokeepinvestinginthedevelopmentofeveryavailablesourceofAmerican-madeenergy.Andthisisaquestionofwhereourprioritiesare.Thisisachoicethatweface.
Firstofall,whiletherearenosilverbulletsshorttermwhenitcomestogasprices--andanybodywhosaysotherwiseisn'
ttellingthetruth--Ihavedirectedmyadministrationtolookforeverysingleareawherewecanmakeanimpactandhelpconsumersinthemonthsahead,frompermittingtodeliverybottleneckstowhat’sgoingonintheoilmarkets.We'
regoingtolookateverysingleaspectofgasprices,becauseweknowtheburdenthatit'
sputtingonconsumers.Andwewillkeeptakingasmanystepsaswecaninthecomingweeks.
That'
sshortterm.Butoverthelongterm,anall-of-the-aboveenergystrategyrequiresushavingtherightpriorities.We'
vegottohavetherightincentivesinplace.I'
llgiveyouanexample.Rightnow,$4billionofyourtaxdollarssubsidizetheoilindustryeveryyear--$4billion.Theydon'
tneedasubsidy.They'
remakingnear-recordprofits.Thesearethesameoilcompaniesthathavebeenmakingrecordprofitsoffthemoneyyouspendatthepumpforseveralyearsnow.Howdotheydeserveanother$4billionfromtaxpayersandsubsidies?

It’soutrageous.It’sinexcusable.(Applause.)Andeverypoliticianwho’sbeenfightingtokeepthosesubsidiesinplaceshouldexplaintotheAmericanpeoplewhytheoilindustryneedsmoreoftheirmoney--especiallyatatimelikethis.(Applause.)
IsaidthisattheStateoftheUnion--acenturyofsubsidiestotheoilcompaniesislongenough.(Applause.)It’stimetoendtaxpayergiveawaystoanindustrythathasneverbeenmoreprofitable;
doubledownoncleanenergyindustriesthathaveneverbeenmorepromising--that'
swhatweneedtodo.(Applause.)ThisCongressneedstorenewthecleanenergytaxcreditsthatwillleadtomorejobsandlessdependenceonforeignoil.
Thepotentialofasustained,all-of-the-aboveenergystrategyisallaroundus.HereinMiami,2008,MiamibecamethefirstmajorAmericancitytopoweritscityhallentirelywithsolarandrenewableenergy.RighthereinMiami.(Applause.)Themodernizationofyourpowergridsothatitwasteslessenergyisoneofthelargestprojectsofitskindinthecountry.Onatypicalday,thewindturbineattheMiami-DadeMuseumcanmeetabout10percentoftheenergyneedsinaSouthFloridahome,andthelargestwindproducerinthecountryisoveratJunoBeach.Righthereatthisuniversity,yourworkishelpingmanufacturerssavemillionsofdollarsinenergybillsbymakingtheirfacilitiesmoreenergyefficient.(Applause.)
Soalotofworkisalreadybeingdonerighthere,justinthisarea.Andtheroleofthefederalgovernmentisn’ttosupplantthiswork,takeoverthiswork,directthisresearch.Itistosupportthesediscoveries.Ourjobistohelpoutstandingworkthat’sbeingdoneinuniversities,inlabs,andtohelpbusinessesgetnewenergyideasofftheground--becauseitwaspublicdollars,publicresearchdollars,thatovertheyearshelpeddevelopthetechnologiesthatcompaniesarerightnowusingtoextractallthisnaturalgasoutofshalerock.
Thepayoffonthesepublicinvestments,theydon’talwayscomerightaway,andsometechnologiesdon’tpanout,andsomecompanieswillfail.ButaslongasI’mPresident,Iwillnotwalkawayfromthepromiseofcleanenergy.Yourfutureistooimportant.Iwillnot--(applause)--Iwillnotcede,Iwillnotgiveup,IwillnotcedethewindorthesolarorthebatteryindustrytoChinaorGermanybecausesomepoliticiansinWashingtonhaverefusedtomakethesamecommitmenthereinAmerica.
WithorwithoutthisCongress,IwillcontinuetodowhateverIcantodevelopeverysourceofAmericanenergysoourfutureisn’tcontrolledbyeventsontheothersideoftheworld.(Applause.)
Todaywe’retakingastepthatwillmakeiteasierforcompaniestosavemoneybyinvestinginenergysolutionsthathavebeenprovenhereintheUniversityofMiami--newlightingsystems,advancedheatingandcoolingsystemsthatcanloweracompany'
senergybillsandmakethemmorecompetitive.
We’relaunchingaprogramthatwillbringtogetherthenation’sbestscientistsandengineersandentrepreneurstofigureouthowmorecarscanbepoweredbynaturalgas,afuelthat’scleanerandcheaperandmoreabundantthanoil.We’vegotmoreofthat.Wedon’thavetoimportit.Wemaybeexportingitsoon.
We’remakingnewinvestmentsinthedevelopmentofgasolineanddieselandjetfuelthat’sactuallymadefromaplant-likesubstance--algae.You’vegotabunchofalgaeouthere,right?
(Laughter.)Ifwecanfigureouthowtomakeenergyoutofthat,we’llbedoingallright.
Believeitornot,wecouldreplaceupto17percentoftheoilweimportfortransportationwiththisfuelthatwecangrowrighthereintheUnitedStates.Andthatmeansgreaterenergysecurity.Thatmeanslowercosts.Itmeansmorejobs.Itmeansastrongereconomy.
Now,noneofthestepsthatI’vetalkedabouttodayisgoingtobeasilverbullet.It’snotgoingtobringdowngaspricestomorrow.Remember,ifanybodysaystheygotaplanforthat--what?

Andpartoftheproblemis,iswhenpoliticianspretendthatthereis,thenweputoffmakingthetoughchoicestodevelopnewenergysourcesandbecomemoreenergyefficient.Wegottostopdoingthat.Wedon'
thavetheluxuryofpretending.Wegottolookatthefacts,lookatthescience,figur
