  BOntheotherhand,thedevelopmentofallweatheredroads(only30percentofruralpopulationhaveaccesstothissofar)andmotorablebridgesareverycostlyforacountrywithasmallandstagnanteconomy.Inadditiontheseinterventionsarenotalwaysfavourableinallgeographicalcontextsenvironmentally,sociallyandeconomically.Morethan60percentofthenetworkisconcentratedinthelowlandareasofthecountry.Althoughthereareanumberofalternativewaysbywhichtransportationandmobilityneedsofruralcommunitiesinthehillscanbeaddressed,alackofcleargovernmentfocusandpolicies,lackoffiscalandeconomicincentives,lackofadequatetechnicalknowledgeandmanufacturingcapacitieshaveledtounder-developmentofthisalternativetransportsub-sectorincludingtheprovisionofIMTs.
