2.DescribetheproperwayofusingVHF

A.Firstyouwillpickupthereceiver,setthecallingchannel,pressthebuttononthereceiverhandleandspeak.IfthechannelisnotchosenwhenVHFisturnedon,itwillautomaticallyturntochannel16.

B.VHFshouldbeusedcorrectlyandproperly,andaccordingtotheRadioRegulationsthefollowingshouldbeavoided:

1)Non-essentialtransmissions.

2)Transmittingwithoutcorrectidentification.

3)Useofoffensivelanguageetc.

C..YoumustrememberthatChannel16ispubliclyusedforcallingbyalltherelativeparties.Ifthereisanemergency,allotherusesofchannel16muststop.Beforecallingonchannel16youshouldmakeacarefulcheckthatnoMaydayemergencyexists.

3.Describetheproceduresbeforearrivalataport.

Beforearrivalataport,everydepartmentshoulddothepreparatoryworkforenteringport.

A.Forthebridge,relativepersonsmustbearrangedtocheckandtestthenavigationequipment,emergencyequipment,anchorandsteeringgearetc.Autopilotshouldbechangedtomanualpilot,andalisteningwatchshouldkeptonVHFchannel16.

B.Fortheengineroom,everythingmustalsobewellpreparedforstandingbyengine.

C.Thedeckcrewmembersshouldstandbyanchor,getallnecessarylinesreadyforberthing,getreadyforthepilotladderandlifebuoyforthepilot’ssafeembarkationandhoisttheflagsandsignalsasrequired.

4.Describetheproceduresbeforeleavingaport

A.Beforeleavingaport,thedutyofficer,togetherwiththedutyengineer,shouldchecktheship’sbellandtestthesteeringgear,andmakeentryinthelogbook.Testandswitchonthenavigationequipmentsuchasradar,GPSVHF,etc..

B.Fortheengineroom,standbyengine,theninformthebridge.

C.Therelativecrewmemberondeckshouldgetthegangwayinpositionandsecureitproperlyandgeteverythingreadyforleavingtheport.

5.Describetheproceduresofpilotage

A.Beforearrivalataport,youshouldcontactthepilotstationdirectlyorthroughyouragentinadvance,makingsureabouttheembarkingtimeandembarkationplaceofthepilot.

B.Youshouldpreparethepilotladderorgangwayandtakesomesafetymeasures.Getthethrowinglineandlifebuoyreadyandputthembesidethepilotladder,andensuretohavesufficientlightsatnight

C.Whenthepilotarrivesattheboardingplace,youwillmakealeesideforthepilotboat.Thedutyofficershouldwaitforreceivingthepilotonboard.Thecaptainshouldtelltheship’sparticularstothepilot.

1.Describetheproceduresofcarryingdangerouscargoonboard.

Nopersonmayofferoracceptdangerousgoodsfortransportunlessthosegoodsareproperlyclassified,packed,marked,labeled,describedandcertifiedonatransportdocument.A.Generally,thefollowinginformationmustbeprovidedforthecarrier:

thecargo’stechnicalname,packing,classes,UNNo.,tonstobeloaded,stowagefactor,countryofproduction,countryofdestination,noticesonloading,cautionstobepaidwhenloadinganddischarging,etc.B.Duringthevoyage,weshouldkeepthemfarawayfromthelivingareaandtheengineroomandkeepthemwellventilated.C.Weshouldalsogivethemalltheimmediatetreatmentifleakageisfound.

2.Describetheprecautionsbeforeenteringanenclosedspace.

A.Theenclosedareamaybelackofoxygenorcontainstoxicgases,peopleintoitmaybefacedriskofbeingsmothered.B.Thefollowingfactorsshouldbetakenintoconsiderationbeforeweenteranenclosedspace:

1)firstofall,openalltherelevantdoorsforsufficientandeffectiveventilation.2)Secondly,takeenoughlightappliances.3)Whenentered,arrangeenoughhandsstandbyforassistanceandthechiefofficeshouldbeonthespotifnecessary.C.Putonthebreathingapparatusincasethereisanytoxicgasinside.

3.Describetheproceduresofcargostowage.

Cargostowageisthemostimportantfactortoensurethesafetyoftheshipandcargo.Oneofthemostimportantresponsibilitiesofthechiefofficeristoensurethecargobeingproperlyloadedandstowed.A.Beforeloading,thechiefofficershouldacquirenecessaryinformationonthenature,massandstowagefactoroftheindividualcargo. 

Wherelargeitemsofcargoesareconcerned,informationonthedimensionsofthecargoisrequired. 

B.Thechiefofficerwillusethisinformationtomakeoutthecargoplantoensureadequatestabilityatallstagesofthevoyage.Thecargoplanmustensurethecargoesarestowedproperlytopreventlistandtrim.C.Duringcargostowingprocess,ifthecreworstevedoresfindanythingimproperinthestowageplan,itshouldbemodifiedintime.

4.Describetheactionstobetakenincaseofanoilspillonboard.

Thefollowingmeasuresshallbetakenincaseofoilspillonboard:

A.Firstofall,alltherelevantoperationsshallbestoppedimmediately.2)Secondly,reporttothebridgeandsoundtheoilspillalarm.B.Allthecrewmembersshouldreachthespotwiththeappropriatetoolsandmaterialsandgetridoftheoilspillaccordingtotheirrespectiveduties.C.Ifoilspillcausesthepollutiontothenearbywaters,lifeboatsshouldbelaunchedandoilclearanceoperationshallbedonebytheseamen.Meanwhile,theharborauthoritiesconcernedshouldbeinformedfornecessaryassistance.

5.Describehowtoensureaproperstowageforgeneralcargo.

A.Cargostowageisthemostimportantfactortoensurethesafetyoftheshipandcargo.Oneofthemostimportantresponsibilitiesofthefirstmateistomakesurethatcargowillbeproperlyloadedandstowed.Beforeloadingthecargotobecarried,thechiefofficershouldacquirenecessaryinformationonthenature,massandstowagefactoroftheindividualcargo.Thechiefofficerwillusethisinformationtomakeoutthecargoplaninordertomakesureadequatestabilityatallstagesofthevoyage.Thestevedoresshouldloadandstowcargoinaccordancewiththestowageplanpreparedbythechiefofficer.B.Inadditiontowhatismentionedabove,generalcargoshouldbecarefullystowedincaseanyspacelostandallthecargoshouldbesecuredproperlytopreventcargoshiftingduringthevoyage.

Chapter5

1.Describethedutiesofwatch-keepingwhenunderway.

Theofficerinchargeofthenavigationalwatchshall:

A.1)keepthewatchonthebridge.2)nnocircumstancesleavethebridgeuntilproperlyrelieved3)continuetoberesponsibleforthesafenavigationoftheship,despitethepresenceofthemasteronthebridge,untilinformedspecificallythatthemasterhasassumedthatresponsibilityandthisismutuallyunderstood.4)notifythemasterwheninanydoubtastowhatactiontotakeintheinterestofsafety.

B.Duringthewatchthecoursesteered,positionandspeedshallbecheckedatsufficientlyfrequentintervals,usinganyavailablenavigationalaidsnecessary,toensurethattheshipfollowstheplanedcourse.

C.Theofficeronwatchshallhavefullknowledgeofthesafetyandnavigationalequipmentonboardandmakeeffectiveuseofthem.Aproperlookoutandsecuritywatchshallbekeptandarecordshallbemaintained.

2.Describethebridgeshiftchange.

A.Theofficeronwatchshallnothandoverthewatchtotherelievingofficerifthereisreasontobelievethatthelatterisnotcapableofcarryingoutthewatch-keepingdutieseffectively,inwhichcasethemastershallbenotified;

therelievedofficershallensuretherelievingofficerisfullycapableofperformingtheduty,particularlyasregardstheiradjustmenttonightvision;

therelivingofficershallnottakeoverthewatchuntilhisvisionisfullyadjustedtothelightcondition.

B.Priortotakingoverthewatchrelievingofficersshallsatisfythemselvesastotheship’sestimatedortruepositionandconfirmitsintendedtrack,courseandspeed,andUMScontrolsasappropriateandshallnoteanydangerstonavigationexpectedtobeencounteredduringtheirwatch.

C.Ifatanytimetheofficerinchargeofbridgewatchistoberelievedwhenamanoeuvreorotheractiontoavoidanyhazardistakingplace,thereliefofthatofficershallbedeferreduntilsuchactionhasbeencompleted.

3.Describethedifferencesbetweennavigatinginanarrowchannelandinatrafficseparationscheme.

A.Avesselproceedingalongthecourseofanarrowchannelshallkeepasneartotheouterlimitofthechannelwhichliesonherstarboardsideasissafeandpracticable.

B.Avesselusingatrafficseparationschemeshallproceedintheappropriatetrafficlaneinthegeneraldirectionoftrafficflowforthatlaneandsofaraspracticablekeepclearofatrafficseparationlineorseparationzone.

C.Navigatinginnarrowchannelrequiresgreatskill.Sinceitmightbecrowdedwithheavytraffic,asharplook-outshallalwaysbekept.Beforeenteringthenarrowchannel,dutyofficershallfamiliarizethemselvesbyconsultingrelevantsailingdirectionsandothernauticalpublications.
