1.SystemDescription.

a.Function.TheCommunicationsCentral,AN/TSQ-190（V）,commonlycalledtheTROJANSpecialPurposeIntegratedRemoteIntelligenceTerminal（SPIRIT）II,supportstheintelligenceandelectronicwarfare（IEW）battlefieldoperatingsystemwhenconductingmulti-basedoperations.Itsupportsfast-paced,flexibleArmyoperationsbyprovidingtacticalcommanderswithmissioncritical,highcapacityintelligenceinformationviavoice,facsimile,digitaltraffic,andsecondaryimagery.Systemoperators,MilitaryOccupationalSpecialties（MOS）96Bprovidethesupportedcommanderwithaccesstoworldwidemultiechelontasking,reporting,anddisseminationcapabilities.TheModifiedTableofOrganizationandEquipment（MTOE）forCorpswasapprovedin1997andtheMTOEsforDivisionwereapprovedinOctober1997.SoldiersholdingMOS33Wprovidesystemmaintenance.TheCommunicationsCentralsystemfieldingiscomplete.

b.Configuration.TheCommunicationsCentralextendsTROJANfixedstationarchitecturetothetacticalintelligenceforcestructureinamobileconfiguration.Ithasalternativecommunicationscapabilitiesdowntobrigadelevel（MSE,SIPERNETandJWICSLANs）andusesanonboard10kwtunnelgeneratororexistingexternalAC/DCpowersources.Supportingcomponentsare:

（1）AprimaryHeavyHighMobilityMultipurposeWheeledVehicle（HHMMWV）sheltersubsystemconsistingofsecurevoiceanddatasatellitecommunicationsprocessinganddisseminationequipmentintegratedintoaS-788/GshelterpreviouslymountedonaM1097A1（HHMMWV）.TheM1113,ExpandedCapacityVehicle（ECV）isnowreplacingtheM1097A1.

（2）TheC/KU-Bandsatellitecommunications（SATCOM）mobileantennaplatformforechelonscorpsandbelowandaTri-BandSATCOMtrailerforechelonsabovecorps.

（3）AspareequipmentmaintenancesubsystemconsistingofasecondS-788/GsheltercarriedonanM1097A1HHMMWV.TheM1113,ECVisreplacingtheHHMMWV.

c.FirstUnitEquippedDateforCommunicationsCentral.4QFY94.

2.TargetAudience.Trainingisrequiredforall96B（identifiedasoperatorsofthesystem）,and33WwhoareassignedtounitspossessingCommunicationsCentralequipmentandthistrainingwillbegivenattheSystemArchitectureCourseatFt.Huachuca,AZ.MilitaryIntelligence（MI）officerswillreceiveasystemsoverviewwhileattendingtheMICaptains’CareerCourse（MICCC）,MIOfficerBasicCourse（MIOBC）,MIOfficerPre-commandCourse（MIOPC）,andtheWarrantOfficerBasicCourse（WOBC）atFortHuachuca,AZ.TheMarineCorpswillreceivetrainingattheSystemsArchitectureCourse（SAC）.The33W’softheparentunitwillberesponsibleforfuturemaintenanceoftheDigitalTacticalOperationsCenter（TOC）FeedsoftheCommunicationsCentralequipment.

3.Assumptions.

a.InitialUnitTraining.TheNewEquipmentTrainingTeam（NETT）conductednewEquipmentTraining（NET）throughoutFY95andwastheprimarymethodforinitialunittraining.

b.EmbeddedTraining.ThereisnoETandnoneisplannedforthesystem.

c.CollectiveTraining.Collectivetraininghasbeendevelopedandissupportedbyarobust,highresolution,highfidelity,scenariodrivenexercisescustomizedbyCommunications-ElectronicCommand（CECOM）andtheUSAIC&

FHSimulationCenter.

d.Resources.

（1）AllnecessaryresourcesareavailablewithintheIntelligenceCentertomeettrainingrequirements.Theseresourcesarethetwo（BCo,304thMIBN）CommunicationsCentralsystemsandtheJointDeployableIntelligenceSupportSystem（JDISS）PlugandPlayclassroomlocatedinRoweHall,whichisfundedbyCECOM.

（2）FundingisavailablefromthematerialdeveloperCECOMIntelligenceInformationWarDirectorate（I2WD）,toupgradetheCD-ROManddevelopawebbasedtrainingpackageinordertosupportdistancelearningandInteractiveComputerBasedTraining（ICBT）3QFY00.

（3）FundingisavailablefromCECOM（I2WD）fortheNewSystemsTrainingOffice（NSTO）toparticipateintrainingdevelopmentmeetings,integratedlogisticsupportmanagementteammeetings,in-processreviews,DoctrineAndTacticsTraining（DTT）,andInstructorandKeyPersonnelTraining（IKPT）.

（4）ResourcesavailabletoUSAIC&

FHforresidenttraininganddistancelearningincludeArmyCorrespondenceCourseProgram（ACCP）,Soldier’sTrainingPublications（STP）,ArmyTrainingandEvaluationProgram（ARTEP）,andCombinedArmsTrainingStrategy（CATS）trainingdevelopment.CoursewareupdatesoccurasneededandarefundedbyCECOM.

e.Prerequisites.SoldiersmustbeidentifiedbytheunitasanOperatororMaintainerfortheCommunicationCentralsystemtoattendtraining.TheymustpossessaTS/SCIclearanceandaccesstoattendtraining.AlsoaprerequisitefortheMaintainerscourseistheOperatorscourseorequivalent（ataminimum,oneyearasanoperatorofthesystem）.

4.TrainingConstraints.DuetotheimmediateneedfortheCommunicationsCentralduringDesertStorm,numerousrequirementdocuments,includingthesystemManpowerandPersonnelRequirementsIntegration（MANPRINT）managementplan,thecostandoperationaleffectivenessanalysis,andthetrainingtestsupportpackagewerewaived.（ReferencemessagefromHeadquartersDA,datetimegroup1517202ZJun93）.Becausethesedocumentswerewaived,atthattime,noofficialtrainingconstraintswereidentified.

5.TrainingConcept（AC/RC）.TheUSAIC&

FHistheproponentforallCommunicationsCentraltraining.TheCombinedArmsTrainingStrategy（CATS）fortrainingthissystemisbothresidentandnon-residentinstructionthattakesfulladvantageofthecommunicationfunctionalitythattheCommunicationsCentralhastooffer.ProgramsofinstructionwillconcentrateonteachingtheskillsneededtooperateandmaintaintheCommunicationsCentralandwillincorporatedistancelearningtechnologiestothegreatestextentpossible.EachcoursewillprovideanorientationbriefdetailingtheintegrationoftheCommunicationsCentralforabetterunderstandingtowardsacommonoperatingpicture（COP）ofthebattlefieldandsystemsinformationflowintotheDigitalTOC.InstructorswillberequiredtoattendtheInstructionalDesignInstructorsCourse（IDIC）toenhancewebbasedPlugandPlay（PNP）instruction.TaskanalysisandindividualandcollectivedevelopmentwillbepreformedusingtheAutomatedSystemsApproachtoTraining（ASAT）databasesoftwareprovidedasgovernmentfurnishedmaterials.Theuseofinteractivemultimediainstructionandinteractiveweb-basedcoursewareisrequired.Methodsofinstructionavailablefortrainerswillincludetheuseofoperationalsoftware,videoteleconferencing,InteractiveComputerBasedTraining（ICBT）material,TheIntelinkTrojanHomePages（SIPRNETwww.trojan.army.smil.milandJWICSwww.trojan.ic.gov）,positionalhandbooks,anddoctrinalliterature.EmphasiswillbegiventoNoncommissionedofficersandenlistedpersonnelwiththerequisiteknowledgeandskillstomanageCommunicationsCentralresponsibilities.Coursewaredevelopedforinstitutionaltrainingwasalsousedasabasistodevelopthesystem’strainingpackageatCommunicationsCentralequippedunitstoenhanceandsustainindividualandcrewskills.DoctrineandTacticsTraining（DTT）wasdevelopedandpresentedtounitsatthetimeoffielding.DTTwillbegivenduringtheinstitutionalcourses,asanoverviewofCommunicationsCentral.NoReserveComponentshavetheCommunicationsCentralsystems,thusnospecialtrainingisrequired.ReserveandNationalGuardpersonnelwillreceivethesametrainingasactivedutywhileattendinginstitutionaltraining.

6.TrainingStrategy.

a.NewEquipmentTraining（NET）（WARMOD）.Initial（WARMOD）andsubsequenttrainingforgainingunitswasconductedbytheNewEquipmentTrainingTeam（NETT）suppliedby111thMIBrigade,FortHuachuca,AZandtheU.S.ArmyCECOMIntelligenceMaterielManagementCenter,VintHillFarmsStation,Warrenton,VA.TheProgramManager（PM）developedallpertinenttrainingmaterialfortheNETT.GainingunitsreceivedtwoweeksofoperatortrainingandoneweekofmaintainertrainingfromtheNETT（prerequisitefortheMaintainerscourseistheOperatorscourseor,ataminimum,oneyearasanoperatorofthesystem）.NETfortheTri-bandantennawasgivenbytheU.S.ArmyCECOMIntelligenceandInformationWarfareDirectorateTROJANBranch.

b.IndividualTraining（Warrior）.OfficersandWarrantOfficersreceiveasystemintroductionwhileattendingMICCC,MIOBC,WOBC,andtheMIPre-commandCourse.TheEnlistedInstitutionaltrainingwasestablishedinafour-phaseplan:
