Immigrants’adoptionofEnglishastheirprimarylanguageisonemeasureofassimilationintothelargerUnitedStatessociety.Generallylanguagesdefinesocialgroupsandprovidejustificationforsocialstructures.Hence,adistinctivelanguagesetsaculturalgroupofffromthedominantlanguagegroup.ThroughoutUnitedStateshistorythispatternhasresultedinoneconsistent,unhappyconsequence,discriminationagainstmembersoftheculturalminority.Languagedifferencesprovidebothawaytorationalizesubordinationandareadymeansforachievingit.

Traditionally,Englishhasreplacedthenativelanguageofimmigrantgroupsbythesecondorthirdgeneration.Somecharacteristicsoftoday’sSpanish-speakingpopulation,however,suggestthepossibilityofadeparturefromthishistoricalpattern.ManyfamiliesretaintiesinLatinAmericaandmovebackandforthbetweentheirpresentandformercommunities.This“revolvingdoor”phenomenon,alongwiththehighprobabilityofadditionalimmigrantsfromthesouth,meansthatlargeSpanish-speakingcommunitiesarelikelytoexistintheUnitedStatesfortheindefinitefuture.

ThisexpectationunderliesthecallfornationalsupportforbilingualeducationinSpanish-speakingcommunities’publicschools.Bilingualeducationcanservedifferentpurposes,however.Inthe1960s,suchprogramswereestablishedtofacilitatethelearningofEnglishsoastoavoiddisadvantagingchildrenintheirothersubjectsbecauseoftheirlimitedEnglish.Morerecently,manyadvocateshaveviewedbilingualeducationasameanstomaintainchildren’snativelanguagesandcultures.Theissueisimportantforpeoplewithdifferentpoliticalagendas,fromabsorptionatonepoletoseparatismattheother.

Todate,theevaluationsofbilingualeducation’simpactonlearninghavebeeninconclusive.Theissueofbilingualeducationhas,nevertheless,servedtounitetheleadershipofthenation’sHispaniccommunities.GroundedinconcernsaboutstatusthataredirectlytraceabletotheUnitedStateshistoryofdiscriminationagainstHispanics,thedemandformaintenanceoftheSpanishlanguageintheschoolsisanassertionoftheworthofapeopleandtheirculture.IftheUnitedStatesistrulyamulticulturalnation—thatis,ifitisoneculturereflectingthecontributionsofmany—thisdemandshouldbeseenasademandnotforseparationbutforinclusion.

Moredirecteffortstoforceinclusioncanbemisguided.Forexample,movementsto
